Executive Summary
Recommendation to approve and authorize the Chair to execute documents necessary for the conveyance of a Utility
Easement and Warranty Deed and Bill of Sale to the Collier County Water-Sewer District for potable water infrastructure
on County-owned property located at the Resource Recovery Business Park (“RRBP”), at a cost not to exceed $200.
OBJECTIVE: The public purpose is to plan and build public infrastructure and facilities to efficiently and sustainably
meet the needs of our community. This action is to convey a Utilities Facilities Warranty Deed, Bill of Sale, and
appurtenant Utility Easement to the Collier County Water-Sewer District (CCWSD) for potable water infrastructure at
the Collier County Forensics/Evidence Facility (actively in construction) and the Resource Recovery Business Park.
CONSIDERATIONS: On November 12, 2024 (Item 11.C), the Board approved the construction of the Collier County
Government Operations Business Park–Sheriff Forensics & CID Buildings, which are actively under construction and
require potable water service conveyance.
The CCWSD serves as the water and wastewater utility provider for the City Gate area and will extend these services to
the Collier County Forensics/Evidence Facility and the Resource Recovery Business Park (RRBP). Accordingly, as part
of the County’s standard utility conveyance process, a portion of the County-built utilities are required to be conveyed to
the CCWSD through the attached Utility Facilities Warranty Deed and Bill of Sale and appurtenant Utility Easement (a
location map is attached for reference.) Once approved, the Growth Management Community Development (GMCD)
will record the necessary conveyance documents after all District requirements have been satisfied. This action will
enable the County to continue operating and maintaining critical infrastructure that benefits residents.
This item is consistent with the Collier County strategic plan objective to plan and build public infrastructure and
facilities to effectively and sustainably meet the needs of our community.
FISCAL IMPACT: Funds in the amount of $200 for recording the Utility Easement and Utility Facilities Warranty
Deed and Bill of Sale, and any additional needed documents are available in the Solid Waste Capital Fund (4074),
Resource Recovery Business Park Project (59007).
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for approval.
