CALL TO ORDER The meeting was called to order at 4:28 P.M. by Chair Spencer. Attendance was called and a quorum of three was established. II. APPROVAL OF MINUTES – May 20, 2025 Ms. Holmes moved to approve the Golden Gate MSTU Advisory Committee meeting minutes of May 20, 2025, as presented. Second by Chair Spencer. Carried unanimously 3 - 0. VI. LANDSCAPE MAINTENANCE REPORT Mr. Schumacher reported: • Routine landscape maintenance services have been performed on all MSTU roadways. • Sunshine Boulevard median refurbishments are pending resolution of the irrigation issues. • A & M Property Maintenance crews were working in the medians on Coronado Parkway clearing Paurotis palms. Ms. Lulich reported that the Road Maintenance Division will spray the vegetation in the triangular paver area in the turn lane between Santa Barbara Boulevard and Golden Gate Parkway. VII. LANDSCAPE ARCHITECT’S REPORT – McGee & Associates Mr. McGee summarized the August 5, 2025, observation report. (The full report is included in the distributed Agenda meeting packet, which is accessible at the link shown at the end of these Minutes). A. Sunshine Boulevard B. Coronado Parkway & Hunter Boulevard C. Tropicana Boulevard Comments Mr. McGee reported yellow highlighted items should be addressed as soon as possible; red items should be addressed immediately to prevent multiple plant loss; blue text notes indicate missing plants and quotes required. All locations • Increase irrigation schedule in dry areas. • Review accent lighting fixtures for cleaning and/or replacement. • Tracer spray, to identify herbicide applications and provide a visual guide of where the herbicide has been sprayed, should be used to help prevent over spraying, drift, and accidental application to unintended areas. Sunshine Boulevard • All areas are heavily stressed due to the irrigation system not functioning. All replacement plantings are on hold. • Review all duckbill guy systems on trees to ensure proper condition. • All volunteer weeds and tree sprouts need to be removed. Coronado Parkway & Hunter Boulevard • The irrigation coverage of the perennial peanut needs to be reviewed in Median numbers 3, 4, 5, 6, 10 and 11, east and west ends, and 12. • Recommend all Perennial Peanut plantings have an application of 0-0-22-22S-11mg fertilizer and Legume Soil inoculant. • Clean all paver areas with “Wet & Forget Outdoor” mold and mildew remover. Page 841 of 1848 MINUTES August 19, 2025 GOLDEN GATE MSTU 3/7 • Recommend reviewing all valve locations for green reflective markers that are missing. • Median end numbering needs to be repainted. • Median #6 – Remove concrete debris from FPL streetlight pole damaged by a vehicle. • Medians #5, #6, and #12: Remove Alexander palms, and one stump, and replant with ten-foot clear trunk Alexander palms. Tropicana Boulevard • All Volunteer plants and vines growing within ground covers or shrub beds need to be removed. • Remove lower sprouts from trees and prune new tree branch growth below eight feet. • Plant four Crepe Myrtle trees. • Recommend all paver areas be pressure washed and treated with “Wet & Forget” mold treatment spray. • Repaint median end numbering. • Median #2: Remove the coupler valve box top and lid and install new ones. Comments Mr. Schumacher • Pink highlighted text indicates plants are under warranty and replacement is the responsibility of the landscaping contractor. • Red highlighted text indicates irrigation, herbicide spraying, or weed issues. • Upon a quote from Tree Scaping of Naples for tree/stump removal, work will be performed and A & M will plant Crape Myrtles noted in brown text in the report. IX. ON GOING BUSINESS – This item was heard before Item VIII A. Irrigation Extension – Pkwy Median 2 & New Bridge over Santa Barbara Canal Ms. Lulich reported: Phase I - Irrigation • Bids for the restoration of the irrigation on Golden Gate Parkway, west of the welcome sign at the intersection of Santa Barbara Boulevard, and east toward the bridge over the canal, are due August 19, 2025. • The irrigation plans were developed by McGee & Associates, Landscape Architects. • The installation will commence, based on the contractor’s availability, upon issuance of a Purchase Order. • Purchase of parts for the project are contracted at a wholesale cost with SiteOne Landscape Supply. Phase II - Landscaping • McGee & Associates presented design plans for landscaping the area to the Committee. • A list of tree and plant material available for relocation from the widening of Collier Boulevard project was provided and incorporated into the design. • A bid for relocation of existing trees has been prepared. • The formal bid package will be distributed on September 25, 2025. • The engineers’ Opinion of Cost for installation is $82,000.00. • A Notice-to-Proceed will be issued upon completion of the irrigation installation. • The Road Maintenance Division will be responsible for installing and maintaining the improvements. • Any interest the MSTU may have in partnering with County projects and contributing to cost is welcome. List of Beautification Master Plan Ms. Lulich reported: • In 2018, Johnson Engineering prepared 100% plans and a bid schedule for improvements for Santa Barbara Boulevard from I75 to Copperleaf Lane. • The project is “on hold”. • The Board of County Commissioners (BCC) may consider reinstating the project if the MSTU offers to participate and contribute funds. • The County would fund ongoing maintenance. Committee discussion: • Irrigation: Access to reclaimed water is not available; a well may be required for irrigation. • The linear plan includes oak, crape myrtle and sabal palm trees. • The project will be considered in the future. VIII. PROJECT MANAGER’S REPORT Mr. Schumacher reported: A. A & M Property Maintenance – ground maintenance. a. Incidentals – landscape plants, materials, and refurbishment. b. Maintenance – regular landscape & irrigation maintenance. 3. FPL – electricity. 4. Howard Fertilizer – fertilizer. 5. Lykins-Signtek – “Welcome Sign” 6. McGee & Associates – landscape architectural services. 7. Naples Christmas Lighting – Holiday decorations. 8. Naples Electric motor Works (NEMW) – pump station maintenance. 9. Premier Staffing – transcription services. 10. Simmonds Electrical – electrical maintenance and repairs. 11. SiteOne Landscape Supply – irrigation parts & components. 12. Southeast Spreading – mulch. 13. Tree Scaping of Naples – tree pruning and removal. • Budget Summary 1. Line 1, Revenues and Interest – Of the $743,200 budgeted, $783,213 has been collected, a surplus of $40,013. 2. Line 2, Carry Forward – Unexpended Prior Year (2024) Funds $2,006,206. 3. All Revenues – Of the $2,749,406 budgeted, $783,213 has been collected leaving an available balance of $1,966,192 (the sum of lines 1 and 2) minus Expenditures. Line 21, Operating Expense – Of $384,906 budgeted, $91,840 is committed on to existing Purchase Orders and $250,447 is expended, leaving the remainder of $32,618 available within budget for additional operating expenses as needed. 5. Line 25, County Overhead – Of the $87,300 budgeted, $87,167 has been transferred, and a balance of $132 remains for transfer (PTNE Staff & support, Property Appraiser, & Tax Collector). 6. Line 28, Capital Projects – Of the $2,277,200 budgeted, a Purchase Order in the amount of $29,618 has been issued for irrigation repairs, leaving $2,290,333 available for improvement projects. 7. Line 29, All Expenses – Of $2,749,406 budgeted, $121,458 is committed in existing Purchase Orders, $337,614 has been expended, leaving a remainder of $2,29,333 available for MSTU expenditures. 8. Line 30, FY-25 Budget Grand Total – budgeted Revenues (Line 3) and All Expenses (Line 28) are equal and cancel-out, $122,458 remains committed to existing Purchase Orders, collected Revenues exceed Expenses by $445,598 and $324,140 are Unexpended. • General 1. MSTU Tax Rate: 0.5000 Mills is for beautification improvements and maintenance within the taxing district. 2. The Ad Valorem taxable value increased 8.94% for fiscal year 2025 over 2024 generating additional revenue of $129,275. 3. Tax millage and interest collected by the Golden Gate Beautification MSTU may only be utilized by the MSTU and within the MSTU district boundary. 4. Funds not spent in FY-25 will be carried forward into FY-26. Mr. Schumacher noted: • The Capital Projects category will fund pump station repairs and the proposed irrigation and landscape project(s) on Golden Gate Parkway. • Uncommitted funds available within budget are eligible for transfer to other categories upon approval by the Committee. • The Office of Budget Management (OMB) will be requested to add a line item in the FY-26 budget to allocate $150,000 for each of the four MSTU roadways in the Capital Improvements category dedicated to funding expenses incurred for disaster/catastrophic events. B. Committee Terms Expiring and Reapplications Mr. Schumacher reported two seats, each for a four-year term, are available on the Golden Gate Beautification MSTU Advisory Committee. Patricia Spencer and Florence “Dusty” Holmes are eligible to apply for reappointment. Patricia Spencer has applied. Recommendation for Patricia Spencer Ms. Holmes moved to recommend the Board of County Commissioners appoint Patricia Spencer to the Golden Gate Beautification MSTU Advisory Committee. Second by Mr. Jefferson. Motion carried unanimously 3 – 0. The applicant recommended will be considered for appointment to the Advisory Committee by the Board of County Commissioners. ONGOING BUSINESS A. Irrigation Extension – Pkwy Median 2 & New Bridge over Santa Barbara Canal (cont) This item was heard after Item VII. – Landscape Architects Report. B. Sunshine Irrigation Pump Station Mr. Schumacher reported: • Replacement of the pump station was recommended by Agricultural Services International (ASI). • ASI will install a pre-manufactured Rain Bird Compact Low Profile VFD Pump Station. • Components, including the Variable Frequency Drive (VFD), 7.5 HP pump, and flow meter have been received. • Electrical connection to the Weather TRAK HydroPoint irrigation controller will be made. • Installation is scheduled for week ending August 30, 2025. X. NEW BUSINESS Mr. Schumacher reported: A. Holiday Décor – 2025 • A proposal will be requested from Naples Christmas Tree Lighting, a Division of Sight N Sound, for holiday lighting in the Right-of-Way (ROW) on Golden Parkway, at the intersection of Santa Barbara Blvd. • The Committee suggested the decorations incorporate the renovated community sign and surrounding foliage, noting the 2024 flagpole design concept was not effective. • Naples Christmas Lighting will submit new designs for Committee approval for installation in November 2025. • A quote will be requested upon selection of a design concept. B. Tropicana Pedestrian Shelter – PUD Relocation • A drawing for the proposed relocation of the Tropicana PUD Shelter on Tropicana Boulevard & 31st Place S.W., was distributed in the Agenda. • Grady Minor & Associates, LLC, the civil engineering consultants for the project, notified Mr. Schumacher of the necessity to relocate the shelter to accommodate a pending County Public Utilities Development (PUD) project. • The firm recommended the project be included in “ongoing” bids and relocated at the cost of the County. • The Committee noted that the structure is not utilized as a shelter. Collier Area Transit (CAT) does not stop at that location, and members suggested the structure be removed. • Pavers for the existing shelter can be salvaged and stored by the County for replacements in other areas as needed. Chair Spencer motioned to have the “shelter” structure on Tropicana Boulevard & 31st Street removed and save the pavers for future County replacement applications. Second by Ms. Holmes.
