In addition. the projects also increased the value of the area economically as you will see in the supporting materials. Most of the credit for these gains come from the hard work of our dedicated staff and the leadership of our Executive Director, David Jackson. Our outlook for 2008 is very positive, building on our momentum of the past seven years, and with the support of our citizens. advisory board members and of course. you the eRA Board. we are focused on endeavors that continue to enhance the Qualify or Uli' and help raise the Economic Viability and f)iversi/y of the area. Where is the Redevelopment Area? "CRA" stands for "Community Redevelopment Agency." The Ilayshore/ Gateway Triangle CRA serves two distinct communities as illustrated on the map to the right. The Gateway Triangle Community serves as a gateway to unincoIlX'rated Collier County while the Bayshore Community hugs Bayshore Drive. Where do CRAs get their authority? The Bayshore/ Gateway Triangle CRA was created on March 14, 2000 by iIle Board of County Commissioners. The creation of CRAs 1S permitted under Rorida Statutes Chapter 163. Funding for the CRA comes from Tax Increment Financing (TIF) based on the county tax revenues in 1999. In accordance with Chapter 163 of the Rorida Statutes, property tax revenues in 1999 paid to the cOlmty by property owners within the Redevelopment Area were frozen; each year the county continues to receive the same amount of revenue from those property taxes as it received in 1999. Hmvever, as these properties are reappraised and tax revenues increase, the incremental incrmscover 1999 revenue is directed to the CRA .Irust Fund. Through .TIFs, CRAs can cat:llyze sweeping redevelopment without causing any increase in property t1Xesl What does the CRA do? Good question! Stormwater Pond Construction Announced The flooding problems in the Gateway Triangle increase each year. Residents and bllsiness owners in the Triangle are likeroise increasingly concerned abollt what the flltllre holds. . . . The Roots of the Problem In the past, commercial development built large buildings and warehouses and paved parking lots creating impervious surfaces that shed almost 1001;:, of the rainfall. Also, several local ponds or low lying areas that collected the rainfall ,"vere filled in, pushing rainwater out into area streets. Over time, residential development in the Triangle aged, swales filled in~ either naturally or as a result of the actions of renters and homeowners. is close at hand. The Gateway Triangle Stormwater Pond will consist of a large- bemled pond and a pumping system to send the treated water from the pond to the bay. The company D. N. Higgins has been selected to construct Phase r in 120 days after start. This portion of the work will be completed by late Spring 2(X),s. Phase IT includes the construction and installation of the pumps and limited underground piping. It will be put up for bid as a separate project. The Solution at Hand The Collier County Stormwater Department recognized the pn)blem and began studying the area to design a solution. The Neighborhood Focus Initiative is a eRA program to respond to residents' requests for help as \ve11 as to cultivilte overall community development. After much deliberation, eRA staff have separated the entire Redevelopment Area into 11 neighborhood block groups \vhere the need for infrJstructure improvements is knmvn. In order to secure agency assistance with these improvements each neighborhood block group must come together to mobilize all residents to support the work. Each block group must identify a block captain \vho will be the contact point behveen block residents and the CRA. How will the improvements be funded? The beauty of eRAs is that they can make significant community improvements without any increase in tax rates! This is possible because CRAs draw upon funds collected in the normal stream of tax revenues through Tax Increment Financing (TIF) (see What i; a Cf(.4 on page 1 of this newsletter). The CRA's goal for the Neighborhood Focus Initiative is that most or all of the improvements can be funded through TIF and grants. How can I participate? Residential Redevelopment Jean Jourdan, Project Manager, has taken the lead on residential redevelopment, anned ,,'lith over 20 years of combined experience with t\lVO county agencies crucial to the success of the eRA's work: the County Property Appraiser and the Comprehensive Planning Department. Arrangements for acquiring these sites were largely worked out by tvIs. Jourdan single-handedly. There have been a few obstacles to bringing these sites to dosing; however, !vIs. Jourdan has seen each transaction through successfully. Moreover, Ms. Jourdan authored recent amendments to the Land Development Code to help make zoning regulations in the Redevelopment Area more hospitable to the revitalization efforts. Thanks to her work, it is possible to replace aging mobile homes ,vith traditional, stick-built single-family homes. A Vision for the Future Acquiring this land is on! y the first step in realizing the goal of residential revitalization. This fall the CRA will announce its request for proposals (RFP) from housing developers for the consbuction of owner-occupied, moderate income housing development in the Redevelopment Area. The homes shall be moderately priced, offering home ownership opportunities for teachers, city and county employees, police, and similar professionals. The CRA is seeking creative proposals from qualified private sector developers, including nonprofit developers. Of the sites highlighted in red in the map above, one is zoned residential multi-family and the other fourteen can be developed as a variety of different dwelling unit types through the Bayshore Mixed Use Development Overlay zoning. Background Numerous residents of a subdivision named Hallendale off South Bayshore Drive consulted the County lianspartation Division to pave their dirt streets. It was detenl1ined that when the area was platted, the streets were not built to County standards and were never accepted by the County. The County did agree to routinely grade the streets at no mst to the property owners. The Hallendale property owners then discussed the possibility of acquiring assistance from the CRA. As part of the CRA's mission to improve infrastructure, a street survey was conducted and it was determined that six residential streets within the CRA were unpaved. Then Florida Highway Products, Inc., a road paving company, was contacted to quote a project to pave the six streets with an asphalt product called Flex Pave. Results! In July of 2006, Florida Highway Products mobilized equipment and personnel to grade and pave all six streets in two \\leeks' time. Where is the CRA Redevelopment Area? Where does it get its authority? Does the presence of a CRA increase property taxes? What does a CRA do? Where is the Redevelopment Area? "CRA" stands for "Community Redevelopment Agency." The Bayshore/Gateway Triangle CRA serves two distinct eommunities as illustrated on the map above. The Gateway Triangle Community serves as a gateway to unincorporated Collier County while the Bayshore Community hugs Bayshore Drive. Where do CRAs get their authority? The Bayshore/Galeway Triangle CRA was ereated on March 14, 2000 by the Board of County Commissioners. The creation of CRAs is permitted under Florida Statutes Chapter 163. Funding for the CRA comes from Tax Inerement Financing (TIF) based on the county tax revenues in 1999. In accordance with Chapter 163 of the Florida Statutes, property tax revenues in 1999 paid to the county by property owners within the Redevelopment Area were frozen; each year the county continues to receive the same amount of revenue from those property taxes as it received in 1999. However, as these properties are reappraised and tax revenues increase, the incremental increase over 1999 revenue is directed to the CRA Trust Fund. J w~. ~U""" ~t ~ ~~ ~ The Shadowlawn Drive and Bayshore Drive Corridor Study, co-sponsored by the Bayshore Gateway Triangle CRA and the Collier County Transportation Division, was completed in January 2007. Planned residential projects will bring 550 new homes and will heavily impact local roads. The study examined projected growth and recommended activities to mitigate negative impacts. The study was performed by Carter Burgess. The CRA commissioned a study of Shadowlawn Drive for the potential to design the corridor like Bayshore Drive. Recommendations include upgrading sidewalks, installing pedestrian- scale lights, trees and landscaping, and installing traffic calming devices to slow traffic in the vicinity of Shadowlawn Elementary School. A study of Bayshore Drive investigated improvements for pedestrian safety and vehicular access. Recommendations of the study are to install pedestrian crosswalks at busy intersections with wide medians. As a result of the study, the Bayshore Beautification MSTU is investigating the feasibility of designing and funding lighted crosswalks along Bayshore Drive. Thomasson Drive is a major two-lane road that crosses the CRA and provides easy access to the Gulf of Mexico. As the southern sector of the CRA grows, 2,000-3,000 homes will be built in the area. This will increase traffic on Thomasson Drive which links Bayshore Drive and US-41 to county parks and boat ramps. The study was completed in June 2007 by Carter Burgess to determine impacts of future development and recommend solutions to improve the corridor before the growth occurs. When Davis Boulevard as widened to six lanes, traffic safety lighting was not installed as there was on the road west of Airport-Pulling Road. The Collier County Transportation Division completed the street light design and project bid in 2007. This $1.2M highway lighting project is partially funded by a $695,200 FDOT Safety Grant as well as $200,000 from the CRA Trust Fund. Project details include the installation of 90 light poles, removal of unused curb cuts and complete replacement of the sidewalk. Start Construction Date: April 2008. Estimated Completion Date: June 2008. Abaco Bay Development, LLC teamed with Celentano, Inc. to retrofit Pine brook Lakes Apartments, a 20-year old apartment complex, into single- family condos. The redevelopment site is now Abaco Bay Condos. Sitting on 10 acres, the project abuts Bayshore Drive. The project completed the conversion of the 161 apartments Into a set of Key West style condo community in early 2007. In 2006, Phase I was completed and in 2007 work began on Phase II. Davis Village is a quality commercial office space complex at the intersection of Davis Boulevard and Shadowlawn Drive. This new construction project contains retail space on the first floor and Class 'A' office space above. Phase I of the project was so successful the developer acquired land adjacent to this project and began constructing an identical building next to it. As part of the Treviso Bay residential and TPC golf course development, the VK Development team purchased the Gulfshore Marina on Bayshore Drive to convert it into a gulf access marina and boat storage facility. The project will house 158 dry boat slips, two residential units and 1000 square feet of commercial space. Developer Peter Canalia and local architect Brad Schiffer designed a mixed-use facility from an old commercial storage facility. The Lofts on Bayshore consists of 5 New York-style loft spaces located above three recently improved commercial spaces, giving the complex a truly urban feel. The Lofts were completed in 2007. Local Naples developer Phil McCabe teamed with Deangelis Diamond to construct a 218 unit mixed-income residential complex on 20 acres of land. Completed in October 2007, the project consists of nine 4-story buildings and a community clubhouse. The project includes an affordable housing component to provide workforce housing to local residents. Botanical Place residential development is situated on 20 acres bordered by Bayshore Dive to the West and Sugden Park to the East. The Antaramian Development Group redeveloped a failed shopping mall into a 108 residential unit project in the northwest corner of the CRA along US-41. The project site was annexed into the City of Naples for permitting purposes; however, the CRA continues to collect TIF on the improvements. The majority of the construction was completed in 2007 and certificate of occupancy has been issued. Haldeman Creek is a natural flowing tidal creek that was extended by the Corps of Engineers in the 1950s. After its completion, silt from upstream developments slowly filled in the creek which impeded stormwater flow, and hindered boater navigation at low tides. The $1.2M dredging project was completed in March 2007 and was fully funded by the county General Fund and a grant from the Southwest Florida Water Management Department. For years the Triangle area has been plagued by localized flooding. Over the years local drainage ponds were filled in and both bordering highways, US41 and Davis Boulevard, were raised and widened. Collier County Stormwater Department acquired 4.6 acres of low-lying land, and the CRA assisted in the purchase of land for the pond's future expansion. HDR, Inc. is contracted to develop an area-wide stormwater system that Collects the water, treats it and discharges it. This heavily used boat launching facility attracts many boating enthusiasts because of its close proximity to Gordon Pass. I: The CRA Redevelopment Plan allows for residential neighborhood improvements. A Streetscape Enhancement Program was r;s: developed to engage the local residents in ~ a neighborhood planning process to cll determine the street improvements and "" traffic calming devices in their residential ~ neighborhoods. Each street will be <> designed through community participation l by the residents and property owners who ~ will provide input as to what and where improvements will be installed. The approved designs will be funded by CRA Trust Funds. Situated on 160 acres of lakes and ~ lands that contain ~ seven distinct "" CP natural habitats and [ ecosystems, the . Naples Botanical Garden began 'SI~ fund raising and planning seven unique garden displays in 2005. In 2007 the 160 acre complex's planned unit development design was approved, and the Garden had collected 50% of the their required funding to develop the entire site. On Valentine's Day, ~ Bayshore Cultural Arts, ~ Inc. hosts the popular HeArts in the Garden -il event at the Naples .~ Botanical Garden. The ~ event draws hundreds 't of art and music 1- enthusiasts from the area to the event. In 1997 a group of citizens in the Bayshore Drive area came together in order to beautify the area by establishing a Municipal Service Taxing Unit (MSTU). The MSTU is responsible for the landscaping, irrigation, lampposts, and brick paver sidewalks along Bayshore Drive. The CRA has partnered with the MSTU to expand these amenities south of Thomasson Drive. t ~ !: f- A i. .. In order to empower residents and business ~ owners in the area to contribute to the ~ redevelopment of the Bayshore and ~ Gateway Triangle communities, the CRA ~ partnered with the Bayshore Beautification <> MSTU to create a workbook of design !\. standards. Gail f!: Boorman & Associates, and it details various ~ streetscape options that might be ~ appropriate for the area with considerations I' for the needs and preferences of the public. ~ This workbook will be a reference manual as ~ the CRA <> proceeds to ~ consult local stakeholders on streetscape development in the area.
