parties are invited to attend and be heard.
All persons wishing to speak on any agenda item must register with the County Manager prior to presentation of the
agenda item to be addressed.Individual speakers will be limited to 3 minutes on any item.The selection of an individual
to speak on behalf of an organization or group is encouraged.If recognized by the Chairman,a spokesperson for a group
or organization may be allotted 10 minutes to speak on an item. Written materials intended to be considered by the
Board shall be submitted to the appropriate County staff a minimum of 7 days prior to the public hearing.All materials

This Business Impact Estimate is provided in accordance with section 125.66(3), Florida
Statutes. If one or more boxes are checked below, this means the County is of the view
that a business impact estimate is not required by state law' for the proposed ordinance,
but the County is, nevertheless, providing this Business Impact Estimate as a courtesy
and to avoid any procedural issues that could impact the enactment of the proposed

In accordance with the provisions of controlling law, even notwithstanding the fact that
an exemption noted above may apply, the County hereby publishes the following
information:
1. Summary of the proposed ordinance (must include a statement of the public purpose,
such as serving the public health, safety, morals and welfare):
The Forest Lakes Roadway and Drainage MSTU provides stormwater drainage
structures for the purpose of community-wide benefit within the MSTU boundary,
which includes stormwater flow through both roadway drain inlets & pipes and
swales & lakes on the Quail Run Golf Club.
This ordinance amendment enables the MSTU to fund stormwater maintenance and
improvements on the Quail Run property, consistent with existing MSTU
easements and community-wide benefit, upon recommendation by the MSTU
Advisory Committee and subject to approval by the Board of County
Commissioners as required.
2. An estimate of the direct economic impact of the proposed ordinance on private, for-
profit businesses in the County, if any:
(a) An estimate of direct compliance costs that businesses may reasonably incur;
(b) Any new charge or fee imposed by the proposed ordinance or for which businesses
will be financially responsible; and
(c) An estimate of the County's regulatory costs, including estimated revenues from any
new charges or fees to cover such costs.
This amendment to Ordinance 91-107 creates no direct economic impact to any
business located within the MSTU.
3. Good faith estimate of the number of businesses likely to be impacted by the proposed
ordinance:

The proposed amendment to Ordinance 91-107 is generally applicable to all
property owners, individuals as well as businesses, to benefit from MSTU funded

OF IT ENACTED BY THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, THAT:
WHEREAS, on December 10. 1991, the Board of County Commissioners adopted
Ordinance No. 91-107, establishing the Forest Lakes Roadway and Drainage Municipal Service
Taxing Unit (the "MSTU"); and
WHEREAS. the Board of County Commissioners subsequently amended Ordinance No.
91-107 through its adoption of Ordinance Nos. 2000-57. 2002-23, 2005-20. and 2009-28, and
WHEREAS,on October 9. 2012, the Board of County Commissioners,as governing body
of the MSTU. amended Ordinance No. 91-107, as amended, through its adoption of Ordinance
No. 2012-40 to expand the service of the MSTU to include the construction of roadways and
roadway improvements, as determined by the Advisory Committee.
WHEREAS. on July 3. 2025, the Forest Lakes Roadway and Drainage MSTU Advisory
Committee voted unanimously 5-0 to recommend that the Board of County Commissioners amend
Section One. Item 2. to expand the service of the MSTU to include stormwater drainage
maintenance and improvements on the Quail Run Golf Club property,within the MSTU boundary.

WHEREAS, the Board wishes to update the Ordinance to better define the purpose and
duties of the MSTU.

NOW. THEREFORE, BE IT ORDAINED BY TILE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY FL.ORIDA. THAT:
SECTION ONE: Amendment of Section One of Ordinance 91-107, as previously amended. is
hereby amended as follows:
The Unit hereby created and established is for the purpose of providing. installing

retaining walls (vertical, rip-rap, other). lake aquatic weed control,pipes, pump
stations, stormwater infalls and outfalls, swales, and associated drainage structures.
C. Beautification — decorative and street lighting, fountains, fences. irrigation.
landscaping, sidewalks, and associated beautification structures.
To that end, the Unit shall possess all powers to do all things reasonably necessary in connection
therewith, within the right-of-way (ROW), Quail Run Golf Club, and established easements,
including but not limited to maintenance of any existing MSTU assets, within the Unit, as
recommended by the Advisory Committee.
SECTION TWO: CONFLICT AND SEVERABILITY.
In the event this Ordinance conflicts with any other ordinance of Collier County or other
applicable law, the more restrictive shall apply. If any phrase or portion of the Ordinance is held

invalid or unconstitutional by any court of competent jurisdiction, such portion shall he deemed a
separate. distinct and independent pro\ision and such holding shall not affect the validity of the
remaining portion.
SECTION THREE: INCLUSION IN TIIE CODE OF LAWS AND ORDINANCES.
The provisions of this Ordinance shall become and he made a part of the Code of Laws and
Ordinances of Collier County, Florida. The sections of the Ordinances may be renumbered or re-
lettered to accomplish such, and the word "ordinance" may he changed to "section." "article," or
an other appropriate word.
SECTION FOUR: EFFECTIVE DATE.
This Ordinance shall be effective upon filing with the Department of State.

DRAINAGE ASSETS ON QUAIL RUN GOLF CLUB AND
WITHIN THE SCOPE OF COMMUNITY-WIDE MSTU
STORMWATER DRAINAGE BENEFIT; PROVIDING FOR
INCLUSION IN THE CODE OF LAWS AND ORDINANCES,
AND PROVIDING FOR AN EFFECTIVE DATE.
BE IT ENACTED BY THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA,THAT:
WHEREAS,on December 10, 1991, the Board of County Commissioners adopted
Ordinance No. 91-107, establishing the Forest Lakes Roadway and Drainage Municipal Service
Taxing Unit (the "MSTU"); and
WHEREAS, the Board of County Commissioners subsequently amended Ordinance No.
91-107 through its adoption of Ordinance Nos. 2000-57, 2002-23, 2005-20, and 2009-28, and
WHEREAS,on October 9,2012,the Board of County Commissioners,as governing body
of the MSTU, amended Ordinance No. 91-107, as amended, through its adoption of Ordinance
No. 2012-40 to expand the service of the MSTU to include the construction of roadways and
roadway improvements, as determined by the Advisory Committee.
WHEREAS, on July 3, 2025, the Forest Lakes Roadway and Drainage MSTU Advisory
Committee voted unanimously 5-0 to recommend that the Board of County Commissioners amend
Section One, Item 2, to expand the service of the MSTU to include stormwater drainage
maintenance and improvements on the Quail Run Golf Club property,within the MSTU boundary,
as determined by the Advisory Committee.
WHEREAS, the Board wishes to update the Ordinance to better define the purpose and
duties of the MSTU.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY FLORIDA, THAT:
SECTION ONE: Amendment of Section One of Ordinance 91-107, as previously amended, is
hereby amended as follows:
2. The Unit hereby created and established is for the purpose of providing new and
replacement MSTU assets and services for the function,improvement,maintenance, and safety of:
A. Roadways - construction. restoration, paving, street and traffic control signage,
striping and markings, and associated roadway structures.
B. Stormwater Drainage — catch basins, culverts, curbs, drain inlets, gutters, lake
retaining walls (vertical, rip-rap, other), lake aquatic weed control, pipes, pump
stations,stormwater infalls and outfalls, swales,and associated drainage structures.
C. Beautification — decorative and street lighting, fountains, fences, irrigation.
landscaping, sidewalks, and associated beautification structures.
To that end, the Unit shall possess all powers to do all things reasonably necessary in connection
therewith, within the right-of-way (ROW), Quail Run Golf Club, and established easements,
including but not limited to maintenance of any existing MSTU assets, within the Unit, as
recommended by the Advisory Committee.
SECTION TWO: CONFLICT AND SEVERABILITY.
In the event this Ordinance conflicts with any other ordinance of Collier County or other
applicable law, the more restrictive shall apply. If any phrase or portion of the Ordinance is held
invalid or unconstitutional by any court of competent jurisdiction, such portion shall he deemed a
separate, distinct and independent provision and such holding shall not affect the validity of the
remaining portion.
SECTION THREE: INCLUSION IN THE CODE OF LAWS AND ORDINANCES.
The provisions of this Ordinance shall become and be made a part of the Code of Laws and
Ordinances of Collier County, Florida. The sections of the Ordinances may be renumbered or re-
lettered to accomplish such, and the word "ordinance" may be changed to "section," "article," or
any other appropriate word.
SECTION FOUR: EFFECTIVE DATE.
This Ordinance shall be effective upon tiling with the Department of State.
PASSED AND DULY ADOPTED by the Board of County Commissioners of Collier
