V.Staff Discussion
a.AMUC – Annual Report Update
•As far as the rate indexing moving forward, unfortunately we don’t have Ave Maria
here today. There were some items for potential discussion from our last meeting,
which were resolved. We are planning on within the next couple of months, putting
together maybe an additional meeting for them to come and cover those results of
their findings with you.
•For the next meeting the board members ask if they could see plans for any
expansion and forecasted growth in Ave Maria
•The GIS section is under our group; maybe we can put together a heat map, kind of
showing up to this point and then what future growth may look like.
•The board members expressed their concerns that the forecasted growth will
continue to affect water quality.
•All this information is available on the Collier County pollution control website;
where they have maps and reports listed. One particular report to pay attention to is
called the ten years look back, it gives a nice profile of water quality.

•Another issue that the board members expressed concerns was about the
threshold on capacity requirements. (This topic will be added to the next agenda)
•The Ave Maria Utility annual report is scheduled to come out on or before April
30th.
•Patricia Sherry suggested to have a meeting when all the reports come in.

TO: Chairman, Collier County Water and Wastewater Authority
FROM: Michael Stark, Director, Collier County Water and Wastewater Authority and
Director of Operations & Regulatory Management, Growth Management
Department
SUBJECT: Authority Agenda Item - Final Order No. 2025-02
Ave Maria Utility Company Price Index and Pass-Through Application
DATE: June 13, 2025
RECOMMENDATION: Approve Final Order No. 2025-02, adjusting the wastewater rates of
Ave Maria Utility Company, LLLP. (AMUC) by applying the 2025 Price Index Factor to the
allowable 2025 operation and maintenance expenses, and its amortized pass-through costs for
water and wastewater
REQUESTED APPROVAL: Based on staff’s review of the of the attached application and its
supporting documentation, staff recommends the adoption of Final Order 2025-02.
REPORT: On June 13, 2025, AMUC filed an application titled "Notice of Intent to Adjust Rates
Pursuant to 2025 Index and Pass Pass-Through” with the Collier County Water and Wastewater
Authority (“Authority”)
AMUC has applied for a 1.08% increase to its water service and 1.13% for wastewater rates based
on:
1.The application of the 2025 Price Index factor of 2.23% adopted by Final Order No.
2025-01
The approval of an increase of 1.08% for water and 1.13% for wastewater to AMUC’s tariff sheets
for base facility and gallon charges would result in increased revenue of $42,952 for water and
$61,031 for wastewater.
AMUC intends to send customer notices immediately upon approval with new rates going into
effect on the customer’s September bill.
Staff recommends the adoption of Final Order No. 2025-02, approving AMUC’s application for a
Price Index and pass-through increase effective immediately.
