Executive Summary
Recommendation to approve an expenditure of $500,000 in Infrastructure Sales Surtax Funds for the construction of a
deceleration and turn lane for the Golden Gate Parkway entrance to the State Veterans’ Nursing Home project and
approve all necessary Budget Amendments.
OBJECTIVE: To approve the expenditure of $500,000 for a deceleration and turn lane for the Golden Gate Parkway
entrance to the State Veterans’ Nursing Home Project.
CONSIDERATIONS: The Surtax collections started on January 1, 2019. Projects outlined in County Ordinance No.
2018-21 are eligible to receive funding from the Surtax so long as the expenditure occurred after January 1, 2019, the
project meets the requirements of F.S. 212.055, conforms to the definition of Infrastructure, and is in line with County
Ordinance 2018-21. There were three main categories of projects identified in Ordinance 2018-21: Transportation
Projects, Facilities & Capital Replacements, and Community Priorities. The State Veterans’ Nursing Home project will
be allocated to the Community Priorities category.
The State Veterans’ Nursing Home project fulfills the definition of infrastructure as outlined in F.S. 212.055, which
defines Infrastructure as:
“Any fixed capital expenditure or fixed capital outlay associated with the construction, reconstruction, or improvement
of public facilities that have a life expectancy of 5 or more years, any related land acquisition, land improvement,
design, and engineering costs, and all other professional and related costs required to bring the public facilities into
service.”
The United States Department of Veterans Affairs requires two ingress/egress points for State veterans’ nursing home
projects utilizing federal construction grant matching funds. The primary entrance for the veterans’ nursing home and
adult day health care facility will be at 27th Street and CR 951 (Collier Boulevard). This will be a signaled intersection
slated for completion in 2029. A secondary entrance for the facility will be located on Golden Gate Parkway, but it
requires a deceleration and turn lane to safely facilitate both right-turn-ins and right-turn-outs to and from the property.
Because this roadway has less traffic than Collier Boulevard, it will also serve as the primary ingress/egress point for
construction crews.
The Transportation Management Services Department, which will oversee this turn lane project, estimates the cost of
designing and constructing the deceleration and turn lane to be $500,000, which includes an approximately 10% cost
contingency.
With groundbreaking anticipated by the summer of 2026, an expeditious accommodation by the County of this
ingress/egress point is warranted. Accumulated interest attributable to the $10 million in surplus Infrastructure Sales
Surtax funds pledged by the Board of County Commissioners in August of 2023 to the adult day health care and
outpatient therapy services facilities is sufficient to cover the $500,000 cost of design and construction of the
deceleration and turn lane.
ADVISORY COMMITTEE RECOMMENDATION: The Infrastructure Surtax Committee recommended approval
of this item at its meeting on September 11, 2025.
FISCAL IMPACT: The State Veterans Nursing Home Project (50112) is a Community Priority project funded by
Infrastructure Surtax dollars. In accordance with Exhibit A of Ordinance 2018-21, the project was validated by the
Infrastructure Surtax Citizen Oversight Committee on January 12, 2023. The request for validation of additional surtax
funding for the State Veterans Nursing Home is $500,000. The additional funds are available from interest earnings on
Surtax Program funds and surplus Infrastructure Surtax collections. A Budget Amendment will be required to
appropriate funding from reserves within Infrastructure Surtax Fund (3018).
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
