Manages how access points (like driveways or intersections) are spaced and how turning movements are controlled, particularly on major arterials and highways. Each collector and arterial roadway is assigned a classification that determines how close driveways, and median openings can be spaced from each other. All roadways monitored in the AUIR are included in the Access Management Policy update. Background AUGUST 26, 2025 2 Access Management Policy was initially established by the Board in 1992 with the adoption of Resolution 92-442 which was originally based on FDOT standards. Subsequent amendments reflect local standards for operational safety and efficiency. Staff periodically reviews both the classification of the roads and the Policy to ensure they remain current and updated as appropriate. On July 8, 2025, the Board adopted Resolution 2025-133 which amended Resolution 13-257. Access Management Policy AUGUST 26, 2025 3 No Substantive Policy Change: These revisions are purely clarifying and formatting- related, with no substantive changes to the policy adopted in Resolution No. 2025-133. Policy Language Consistency: Section 4.01 correctly distinguishes access standards based on posted speed limits (≥45 mph / <45 mph). Clarification to correct Table 1 to clearly state: "Greater than or equal to 45 mph / Less than 45 mph"—in alignment with the 2001 policy and its 2013 confirmation. * The intended edits to Table 1 were limited to adjusting minimum connection and spacing distances, while maintaining consistency with Section 4.01 speed limit language. Clarification for Table 3: Table 3 contains columns that could cause confusion regarding speed limit language; its purpose is to clearly identify current and future roadway classifications.
