event of an active shooter or other critical event
• CCPS invested substantially in a P25 radio system connected to the County's radio system with the
intent of providing communications for first responders

School Radio System
• 38 radio sites located on school rooftops or on
school property
• Interfaced to the County's 1-31-larris P25 Phase II
radio system used by first responders
• Radio sites have between 2 and 4 channels,
providing between 2 and 6 talkpaths for users
operating on one of these radio sites
• 24 sites — 2 talkpaths
• 11 sites — 4 talkpaths
• 3 sites — 6 talkpaths

• Benefits
• Greatly improved coverage in Collier County Schools
• Adequate capacity for day-to-day communications of school
personnel
• Technology compatible with public safety radios
• Challenges
• Capacity extremely limited at each school for major public safety
incidents (i.e. active shooter)
• While the system has the ability to allow roaming between the County
simulcast system and the school radio sites, incidental roaming from
first responders in close proximity to school sites will quickly
overwhelm school radio sites during regular operation (non -
emergency)
• Too many school sites to be included in the adjacent -site matrix for
seamless roaming between County simulcast and school sites
• Managing capacity requires using specific talkgroups that have
access to the school radio sites, requiring specialized training and
splitting of public safety radio traffic between County simulcast and
school sites

What CCPS is Doing
• Based on recommendations from MCP, CCPS contracted testing in each school directly on the wide -
area sites using current standards (delivered audio quality testing)
• The results will determine where coverage enhancements are needed on the wide -area system
• These coverage gaps can be addressed through the strategic placement of wide -area sites or through
the use of BDAs
How the Radio System Fits in
• The proposed upgrades include adding 5 additional high -capacity radio sites, which will improve
coverage to nearby schools
• The ability of radios to seamlessly switch between P25 radio, commercial cellular, and WiFi without
requiring the user to change channels will provide more options in schools where P25 radio coverage
is inadequate
