Executive Summary
Recommendation to approve and authorize the Chairman to execute Emergency Management Preparedness and
Assistance (EMPA) grant agreement A0564 from the Florida Division of Emergency Management (FDEM) in the
amount of $105,806 for emergency management program enhancement and authorize necessary Budget Amendments.

OBJECTIVE: To enhance emergency preparedness capabilities within Collier County.
CONSIDERATIONS: The Emergency Management Preparedness Assistance (EMPA) Grant is given annually to each
county by the Florida Division of Emergency Management (FDEM) and does not require an application. These funds
are provided through a surcharge of $2.00 for each residential insurance policy and $4.00 for each business insurance
policy issued in Florida. The Florida Legislature adopted Rule 9G-19, Florida Administrative Code in January 1994.
This Rule enables counties with full-time emergency management directors to receive monies to enhance existing
programs by purchasing additional equipment, services, or hiring additional personnel.
Funding for Fiscal Year 2025-2026 is $105,806 and can be used for program enhancement activities as outlined in
Attachment A (1) of the agreement. Funding from this grant program cannot be used to supplant existing emergency
management funding. This agreement is for a period of one year (July 1, 2025 – June 30, 2026).
This item is consistent with the Collier County strategic plan objective to maintain a fully responsive, best-in-class
emergency management capability
FISCAL IMPACT: A budget amendment is required to appropriate FDEM revenue within the Public Safety Grant
Fund (1833), Project 33956, in the amount of $105,806. Funding is released at a fixed, quarterly amount, provided that
the County meets the stated deliverables. This agreement does not require a match.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality, and requires a majority vote for approval. -JAK
