Agenda 08/26/2025 Item #16D 5 (After-the-fact grant application to the Area Agency on Aging for Southwest Florida, Inc. for Older Amenican Act Grant Services to provide critical senior services for a six year period)EXECUTIVE SUMMARY Recommendation to approve the after-the-fact grant application submission to the Area Agency on Aging for Southwest Florida, Inc., for the Older American Act Grant Services in response to a Request for Proposal, to provide critical senior services for a six (6) year period with an anticipated budget of $1,566,074 for the first year of funding. ____________________________________________________________________________________ OBJECTIVE: To approve the after-the fact application for a grant to provide services to Collier County's frail and elderly residents through the Older American Act (OAA) program. The grant furthers the objectives of the Quality of Place focus area of the Collier County Strategic Plan by supporting access to health, wellness, and human services. CONSIDERATIONS: The OAA program is a federally funded program offering a variety of in-home and community-based services and is administered by the Area Agency on Aging for Southwest Florida, Inc. (AAASWFL) to local county-based grantees. For over 40 years, Collier County Services for Seniors (CCSS) Program under the Community and Human Services Division (CHS), has been the recipient and local steward of these important funds, to provide in-home services to seniors and their caregivers so that they can remain in their homes and live with independence and dignity. All OAA services must be centered and delivered with the goal of providing elder citizens of Collier County the support and assistance needed so that they may remain in the least restrictive environment. The Community and Human Services Division (CHS) currently administers a six-year OAA contract which expires December 31, 2025, with individual contracts issued annually as part of the renewal and funding process. On June 2, 2025, a notice of funding was received from AAASWFL. The purpose of the Request for Proposal (RFP) was to solicit applications from qualified agencies/organizations interested in providing services to the 60+ population within Collier County and other functions required by law as an OAA service provider. The OAA service provider is a key component of the publicly funded long-term care system, and its performance has a highly significant impact on the lives of the individuals it services and the local, regional, and statewide fiscal sustainability of the long-term care system. The RFP response is due on August 11, 2025, with an anticipated service start date of January 1, 2026, which requires an after-the-fact approval. CMA #5330 authorizes the County Manager, or designee, to sign grant documents followed by after-the-fact approval by the Board at the next available BCC meeting. Currently, CHS does not have an assigned Department Head, so CHS was directed by the County Chief of Staff to submit the Collier County Services for Seniors grant documents to the County Manager for approval. It is anticipated that AAASWFL will provide notice of the contract award by August 2025, and should CHS be awarded the grant, CHS will bring the notice of award to the Board for approval. Should it again be awarded to the County, the new grant contract will be for a six (6) year contract period with annual contracts and annual fiscal allocations. Collier County Services for Seniors will be responsible to respond to the needs of seniors and to manage the spending authority for the OAA programs. All associated vendor contracts procured through this process will be renewed for five (5) additional years, contingent upon the OAA programs commencing on the anticipated service date of January 1, 2026. An authorizing resolution is being brought forth as part of the grant requirement. FISCAL IMPACT: Funding is provided by the Florida Department of Elder Affairs to AAASWFL. Collier County, if awarded, would enter into an annual contract with the AAASWFL for each individual grant program and the allocation is based on the number of clients served annually. The program includes two methods of payment, cost reimbursement for supplies and unit cost for all direct client services. Annually, Page 3382 of 4682 the Division is required to prepare a unit cost methodology for submission to the grantor to determine the unit rate for the following year. The OAA grant program requires a corresponding local match in the amount of $174,008.22. This match will be met through estimated vendor match contributions. A Budget Amendment will be brought to the Board at a future meeting should the county receive the award. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact. The Coilier County Community and Human Services Division (CHS) is seeking approval to submit a proposal to obtain Lead Agency Designation to the AAA to provide uninterrupted services to Collier County Services for Seniors from the period of January 1 , 2026, through December 31 , 2031 . The Lead Designation allows the County to receive available Federal funding under Titles lllB, lllC, lllE, lllEG, and lllES of the Older Americans Act from the State of Florida Department of Elder Affairs passed through the AAA. The local match would be met through vendor match contributions. The Request for Proposals (RFP) was announced on June 2, 2025, with a submission deadline of August 11, 2025.
