Executive Summary
Recommendation to accept an update on the status of Invitation to Negotiate (ITN) No. 24-8268 Immokalee Regional
Airport Development Opportunity between the Collier County Airport Authority and Global Flight Training Solutions,
Inc., and direct staff to enter into a Master Developer Agreement with same, along with a ground lease for Phase 1,
subject to approval at a future Board of County Commissioners meeting.
OBJECTIVE: To provide the Board with an update on the status of negotiations between the Collier County Airport
Authority and Global Flight Training Solutions, Inc. for the development of approximately 500 acres of property at the
Immokalee Regional Airport.
CONSIDERATIONS: On May 17, 2024, the Procurement Services Division, on behalf of the Collier County Airport
Authority, advertised Invitation to Negotiate (ITN) No. 24-8268 Immokalee Regional Airport Development Opportunity
with the intention of entering into a long-term land lease agreement for approximately 500 acres of developable
aeronautical and non-aeronautical property. After the bid was extended and closed, by July 5, 2024, only one (1) bid was
received and was subsequently deemed responsive and responsible. On August 27, 2024, the Notice of Recommended
Award (NORA) was executed for Global Flight Training Solutions (GFTS).
Several negotiation meetings were held, beginning October 2, 2024. On July 16, 2025, both parties came to terms on key
elements of a developer agreement and a phased concept plan, which is attached to this item.
Notable terms of a proposed Master Developer Agreement
1. Agreement Term: 40 years.
2. Independent Leases: each parcel will receive an independent lease, separate from the Master Agreement's term.
-Duration: subject to the level of investment, typically 30 years, not to exceed 50 years.
-Rate: based on land appraisal at the time of lease preparation, with annual adjustments tied to CPI.
-Renewals: dependent on additional investment, potentially resetting to 30/40/50 years.
3. Cure Period: developer will have six (6) months to rectify after a letter of default/breach is issued.
4. Future Planning: the Airport Authority intends to conduct a new Master Plan and Airport Layout Plan (ALP), which
will govern future decisions concerning the airport's geographic layout and improvements.
This item is consistent with the Collier County Strategic Plan to encourage diverse economic opportunities and
safeguard taxpayer money by promoting fiscal stewardship and maintaining self-sustaining airports.
FISCAL IMPACT: There is no fiscal impact associated with this item.
GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multimodal
Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for approval.
