Executive Summary
Recommendation to approve the Conservation Collier 2025 Cycle Target Protection Areas mailing strategy.
OBJECTIVE: To obtain approval for the 2025 property selection Target Protection Area (TPA) mailing strategy.
CONSIDERATIONS: The Conservation Collier Land Acquisition Advisory Committee (CCLAAC) and staff have
completed thirteen selection and approval cycles, acquiring 5,062 acres in 25 different locations. Preserve management
activities are ongoing for all acquired properties.
The Conservation Collier Ordinance 2002-63, as amended, identifies broad TPAs to send interest inquiry letters for
acquisition by Conservation Collier. However, the Board has historically adopted resolutions specifically identifying
TPA mailing areas for each cycle annually. Cycle 1 letters were sent in 2003, with letters being sent annually in
subsequent cycles through Cycle 8 in 2010. Between 2011 and 2020, there was no regular funding source for the
acquisition of conservation land, and therefore, letters were not sent during that time period. Since the re-establishment
of the funding source for acquisition following the 2020 referendum, letters were sent again starting in 2021 for Cycle
10. Since that time, the Board has reviewed a target mailing strategy on an annual basis. Letters to approved 2025 target
parcels will be mailed on a staggered basis to balance out applications for review by staff and, subsequently, the Board.
On May 7, 2025, following a recommendation from the Outreach subcommittee, the CCLAAC discussed and made
recommendations for a 2025 Cycle TPA mailing strategy (attached as 2025 Target Mailing List Maps) and requested
that staff bring these recommendations to the Board for review and approval. The proposed 2025 TPA mailing strategy
differs slightly from the 2024 TPA mailing strategy; 260 parcels totaling 1,367.70 acres have been added across six of
the Target Protection Mailing Areas (TPMAs) - primarily East Naples, Pepper Ranch Preserve, and Symphony
Properties, while 40 parcels totaling 1,678.2 acres have been removed across seven of the TPMAs - primarily
Immokalee.
Where properties are located within potential future transportation corridors, additional coordination will occur with the
Transportation Management Services Department. Language will be included as part of the purchase, reserving the right
to utilize the property for the County’s transportation needs, with compensation to Conservation Collier at the per-acre
purchase price.
This item is consistent with the Collier County strategic plan objectives to preserve and enhance the character of our
community and to protect our natural resources.
FISCAL IMPACT: Funding for mailings, estimated at $650, is available within Conservation Collier Fund (1061).
Funds are available for land acquisitions within the Conservation Collier Land Acquisition Fund (1061) FY25 budget.
Funding to acquire potential properties as a result of the 2025 Target mailing letters depends upon the Board approved
budget and spending in current cycles. Closings on properties as a result of the 2025 Target mailing letters would occur
no sooner than FY26.
GROWTH MANAGEMENT IMPACT: Fee-simple acquisition and management of conservation lands is consistent
with and supports Policy 1.1.5 in the Conservation and Coastal Management Element.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board

2025 Target Protection Mailing Area Parcel Selection Strategy
The goal of the Conservation Collier Program is to protect and conserve the remaining
greenspaces within Collier County. Several factors limit how much land can be acquired;
therefore, the program must selectively target the most valuable of these remaining lands. The
Conservation Collier Implementation Ordinance identifies eight initial criteria to evaluate parcels
for acquisition. The most limiting criterion among remaining available parcels is the presence of
lands identified as Priority 1, 2, 3, or 4 by the Critical Lands and Water Identification Project (CLIP).
The CLIP is a collection of spatial data that identify priorities for a broad range of natural resources
in Florida. The CLIP Priority Natural Communities layer was developed by the Florida Natural
Areas Inventory using the Florida Cooperative Land Cover System for the Florida Forever
Conservation and Recreation Land Acquisition Program. Florida Forever uses this layer, among
others, to create a statewide blueprint for conserving natural resources. Natural communities
within this layer are prioritized using a combination of their global conservation status rank and
their landscape context. The priority natural communities identified within Collier County by this
layer are listed in Table 1. In addition to these communities, the layer prioritizes pine flatwoods
in our region. Undeveloped parcels within the potential acquisition lands were considered for
acquisition based primarily on whether they contained priority natural communities, but also if
they enhanced current conservation lands, were at risk of development, were “large”, or were
currently listed for sale (Figures 1 & 2). The results are summarized in Table 2.
