Agenda 08/26/2025 Item #16A13 (An exemption from the competitive process for the purchase of Collier Inter-Active Growth Model data reports, presentations, planning support and mmaintenance from Metro Forecasting Models, LLC)8/26/2025 Item # 16.A.13 ID# 2025-2247 Executive Summary Recommendation to authorize expenditures through an exemption from the competitive process in the amount of $300,000 per fiscal year for the purchase of Collier Inter-Active Growth Model data reports, presentations, planning support and maintenance from Metro Forecasting Models, LLC, under Non-Standard Agreement No. 25-644-NS-EM, and authorize the Chairman to sign the attached Agreement. OBJECTIVE: To provide and maintain currency of the Collier County Interactive Growth Model for continuous master planning in order to identify and coordinate projects to maintain adequate public utilities infrastructure and the ability to meet demand for services, and to spatially identify future land uses for both short- and long-term planning efforts. CONSIDERATIONS: Since May 2006, the Board has affirmed and approved the use of the Collier County Interactive Growth Model (“CIGM”) to project population growth, project spatial growth patterns, identify future land uses, and identify the future infrastructure needs of the County. The information gained through modeling efforts utilizing the CIGM is used in master planning to identify and coordinate projects related to projected spatial population growth and the corresponding timing of infrastructure needs as further elaborated below. Public Utilities Engineering and Project Management Division: For the purpose of maintaining the currency of the database for the CIGM in order to provide spatial population forecasting and the related demand for services provided by the Department, including, but not limited to, potable water, wastewater, and irrigation quality water services, and solid and hazardous waste management service. Public Utilities Engineering and Project Management Division Work Tasks: • Task 1. Update the CIGM Baseline Data • Task 2. Update the CIGM Buildout Scenario • Task 3. Develop Alternative Service Demand Scenarios • Task 4. Model Calibration and Public Utilities Department Staff Training • Task 5. Update the CIGM Baseline Data - Maintain Currency • Task 6. Update the CIGM Buildout Scenario - Maintain Currency • Task 7. Adjust Zone Geometry - Maintain Currency Zoning and Transportation Engineering Division: For the purpose of maintaining the currency of the database for the CIGM in order to develop a spatial land use model and other tasks for short and long-range planning efforts using the CIGM. Zoning and Transportation Engineering Division Tasks: • Task 1. Provide Spatial Population Projections and Estimates • Task 2. Conduct Land Use Needs Analysis of Proposed Projects & Study Areas • Task 3. Test Proposed Land Use Scenarios in CIGM and Process Results • Task 4. Provide Traffic Analysis Zone Reviews • Task 5. Provide Technical Assistance with Economic Assessments and Fiscal Impact Analysis • Task 6. Provide Technical Assistance and Data Analysis Related to Adopted Levels of Service • Task 7. Present CIGM Data at Public Hearings and Meetings • Task 8. Train Key Staff on Accessing, Reviewing, and Analyzing CIGM Data Section 8, Category 9, of the Collier County Procurement Ordinance 2017-08, as amended, provides that purchases required to maintain compatibility with existing County systems are eligible for exemption from the competitive process based upon the lack of available competition and a determination that such an exemption is in the best interest of the Page 1141 of 4682 8/26/2025 Item # 16.A.13 ID# 2025-2247 County. Metro Forecasting Models, LLC ("Metro") holds the exclusive rights to use and sell services related to the Interactive Growth Model®. The approved exemption form is attached. Staff requests that the Board approve the purchase of Collier Inter-Active Growth Model (CIGM) data reports, presentations, planning support, and maintenance from Metro as an exemption under the Procurement Ordinance. The Board approved existing Agreement No. 20-046-NS with Metro on July 14, 2020 (Agenda item 16.A.36). In accordance with this agreement two one-year renewals were administratively approved by the Procurement Services Division. On March 9, 2025, the Procurement Services Division approved the final extension term of Agreement No. 20-046-NS for one hundred eighty (180) days. Per the terms of that extension, Agreement No. 20-046-NS will expireupon the execution of Agreement No. 25-644-NS-EM. Additionally, any Purchase Order(s) issued before Agreement No. 20-046-NS’ expiration or that extends beyond the expiration date of that contract will survive and remain subject to the terms of and conditions of Agreement No. 20-046-NS through the time provided in the relevant Purchase Order. Agreement No. 25-644-NS-EM has a three-year term with two one-year renewal terms available. Implement prudent and inclusive policy development through effective planning for transportation, land use, and growth management. FISCAL IMPACT: The maximum amount of combined total funding from Zoning, Transportation Engineering, Public Utilities Engineering, and Project Management Division is $300,000 per fiscal year over the term of the agreement with Metro Forecasting Models, LLC. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this action.
