Executive Summary
Recommendation to approve a Resolution authorizing the temporary closing of a portion of State Road 29 and determine
that the closure is necessary for the 29th Annual Cherryle Thomas' – “Christmas Around the World Parade & Gala''
hosted by the Immokalee Eastern Chamber of Commerce. This recommendation is to fulfill a requirement of the Florida
Department of Transportation (FDOT) temporary road closure permit application. The Immokalee Eastern Chamber of
Commerce has hosted this event for over twenty-five (25) years. This year, the event will take place on Saturday,
December 6, 2025, from 5:00 p.m. to 10:00 p.m.
OBJECTIVE: To have the Board of County Commissioners approve a resolution authorizing the temporary closing of
a portion of State Road 29 and determining that the closure is necessary for The Cherryle Thomas' – “Christmas Around
the World Parade & Gala” and the parade route hosted by the Immokalee Eastern Chamber of Commerce. This is a
requirement of FDOT’s temporary road closure permit application.
CONSIDERATIONS: The Florida Administration Code Rule 14-65.0035, Temporary Closing of State Road for
Special Events, requires the local governmental entity responsible for approving the closure to determine that a
temporary closing of the road is necessary for the event and provide a certified copy of an excerpt from the minutes of a
duly scheduled meeting, or duly executed resolution, of the local government entity authorizing the special event to
permit the closure of a state road. The Immokalee Eastern Chamber of Commerce is hosting its annual Christmas
Around the World Parade & Gala on December 6, 2025, and seeks to temporarily close a portion of State Road 29 (also
known as North 15th Street, West Main Street, and East Main Street) in Immokalee for the event. The Gala will begin at
5:00 p.m. at 505 Escambia Street in Immokalee, and the parade is scheduled to start at 5:30 p.m. from Jerome Drive in
Immokalee. The County’s Event Map and Maintenance of Traffic for Road Closure and Detour Route Plan shows the
proposed closure and detours.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: No Growth Management Impact is associated with this action.
LEGAL CONSIDERATIONS: This event does not qualify for an exception to the prior written approval by the local
government entity under Rule 14-65.0025(2), F.A.C. This item is approved as to form and legality, and it requires a
majority vote for approval. – CLD

and determine that the closure is necessary for the Immokalee Eastern Chamber of Commerce annual The Cherryle

Transportation (FDOT) temporary road closure permit application requirement, and to direct staff to provide a copy of
the duly executed Resolution to FDOT in accordance with Florida Administrative Code Rule 14-65.0035.

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA,
AUTHORIZING THE TEMPORARY CLOSING OF A
PORTION OF STATE ROAD 29 ON SATURDAY, DECEMBER
6, 2025, AND DETERMINING THAT THE CLOSURE IS
NECESSARY FOR THE CHERRYLE THOMAS'
CHRISTMAS AROUND THE WORLD PARADE AND GALA
HOSTED BY THE IMMOKALEE EASTERN CHAMBER OF
COMMERCE.
WHEREAS, the Immokalee Eastem Chamber of Commerce is hosting the Cherryle
Thomas' - Ckistmas Around the World Parade & Gala on Saturday, December 6,2025, from 5:00
p.m. 1o l0:00 p.m. and seeks to temporarily close and reroute traffic on a portion of State Road 29
(the Event Map and Maintenance of Traffic for Road Closure and Detour Route Plan are
attached hereto as Exhibit "A" and by reference incorporated herein);
WHEREAS, prior to the temporary closure of a state road for a special event, pursuant to
the Florida Administrative Code Rule 14-65.0035, the County must determine that a temporary
closing of the road is necessary for the event and obtain written approval from the Florida
Department of Transportation (FDOT); and
WHEREAS, the County is required to send a copy of a duly executed resolution
authorizing the special event to FDOT to obtain prior written approval.
NOW, THEREFORE, BE rT RESOLVED By THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, thAt:
2. The Board of County Commissioners determines that the temporary closing of a
portion of State Road 29 is necessary for the Immokalee Eastem Chamber of Commerce
to host the Cherryle Thomas'- Christmas Around the World Parade & Gala on
December 6, 2025.

l4-65.0035 Temporary Closing of Stfte Roads for Special Eyents.
( l) General Criteria:
(a) A special event must be approved in writing by the appropriate local govemmental entity before the temporary closure of a
state road.
(b) Prior to temporary closure of a state rcad for a special event, the local govemmental entity responsible for approving the
closure must determine whether a temporary closing ofthe road is necessary for the event and obtain prior written approval from the
Department, unless exempt in accordance with subsection l4-65.0025(2), F.A.C.
(c) Temporary closing of State Road Permit, Form 850-040-65, Rev. l2ll l, hereby incorporated by reference, available from
any local area operations center/maintenance office, district maintenance office,

shall be completed and submitted by the local govemmental entity to the Department's district or local maintenance office.
(d) The local govemmental entity shall include the following with the request:
l. A certified copy of an excerpt from the minutes ofa duly scheduled meeting, or duly executed resolution, of the local
govemmental entity authorizing the special event. The local govemmental entity may, by resolution, desigoate an official (Mayor,
City Manager, etc.) authorization;
2. A marked map, indicating the temporary detours to be utilized by the public; and showing the placement ofappropriate signs;
stationing of any officers or flagmen; and locations of barricades and cones necessary to detour the traffic in a safe and efficient
manner;
3. Written approval from the United States Coast Guard ifthe proposed route ofthe special event involves any movable bridge.
(e) Closing of the state road shall not be for the purpose of conducting commercial activities, except when conducted in
conjunction with a special event and approyed in writing by the local govemmental entity.
(f) The Department's district or local maintenance engineer, or designee, will sign Form 850-040-65, Temporary Closing of
State Road Permit, indicating approval or denial, and will retum the form to the local governmental entity. Upon receipt, the local
govemmental entity shall noti$ the applicant whether the request has been approved.
