OBJECTIVE: To receive an update on the State of Florida's application to the United States Department of Veterans Affairs - State Home Construction Grant Program to secure federal construction matching funds for a State Veterans' Nursing Home in Collier County. CONSIDERATIONS: In preparation for the April 15, 2024, application deadline for the United States Department of Veterans Affairs (VA) - State Home Construction Grant Program, a workgroup consisting of representatives from the Florida Department of Veterans' Affairs (FDVA), the Department of Management Services (DMS), architectural design and general contractors for DMS, and the County began holding meetings to complete the checklist of major requirements for state home construction grant consideration. The 35% design plans were previously submitted to the VA and approved. The State Home Construction Grants Priority List for FY 2025 was released in July, with Collier County being the only FY 25 new construction project ranked as a 1.3, meaning we are the only state with a defined "great need" (2,000+ deficit) of veteran beds that also have their State matching funds in hand. A recent notification of full grant funding was sent by the VA to the State. Final funding is dependent on the completion of certain required information by September 12, and pending spending authority being granted by the Legislative Budget Commission at their September 18 meeting. This access to the federal matching funds will accelerate the next steps for this project. I will be providing an update on this information and will provide a recap of a recent meeting of the workgroup. This item is consistent with the Collier County strategic plan objectives of Quality of Place and Community Development. FISCAL IMPACT: There is no fiscal impact associated with this item. GROWTH MANAGEMENT IMPACT: This executive summary has no immediate growth management impact.
