(Companion Items 1ID and I IE) OBJECTIVE: For the Board of County Commissioners to accept an offer to release a code enforcement lien with an accrued value of $643,750 for a reduced payment of $62,617.90 in Code Enforcement Board Case No. CESD20160007274. CONSIDERATIONS: In Case No. CESD20160007274, the Code Enforcement Board ordered the imposition of a lien against Real Est Holdings of Tienda Mexicana Inc., for a code violation at 217 N 15th St. The violation consisted of unpermitted exterior alterations to a structure on an occupied commercial property. The lien was recorded in the Official Records on April 4, 2018, at O.R. Book 5493, Pages 3209 - 3210, in the amount of $14,124.64. Fines continued to accrue for a total of 2,575 days ($250 per day from January 26, 2018, through February 12, 2025), totaling $643,750. The owner brought the property into compliance on February 12, 2025. Properties of S & O LLC purchased this parcel from Real Est Holdings of Tienda Mexicana Inc., on January 25, 2018, thus acquiring the responsibility of the Code violation. The property is being actively maintained, and the owner is offering to pay $62,617.90 to release the lien. The recommended payment of $62,617.90 is ten percent of the Collier County Property Appraiser's Assessed Value of $626,179 and meets the criteria outlined in Resolution 2023-90.
