Executive Summary
Recommendation to appoint Carrie Limeburner to the Collier County Citizen Corps.
OBJECTIVE: To appoint Carrie Limeburner to the Collier County Citizen Corps, representing the Retired Senior
Volunteer Program (RSVP), to a four-year term expiring on November 5, 2029.
CONSIDERATIONS:
This 9 member committee was established by Ordinance No. 02-56, as amended, to advise the Board of County
Commissioners on all hazards preparedness and other related issues; to act as a coordinating agency for activities that
support an all hazards approach to threats and hazards that pose the greatest risk to Collier County; to assist in the
recruitment of volunteers by publicizing and expanding existing community programs; to assist in achieving and
maintaining accreditation through the Emergency Management Accreditation Program; to facilitate communication
between Collier County & State & Federal agencies on all hazards activities, as well as to enable Collier County to
identify outside resources such as grants, training opportunities and equipment. The committee members represent
various community organizations. Each member shall be considered a liaison between their respective organization and
the committee and shall be recommended by their organization to the Board of County Commissioners for consideration
for appointment to the committee. A list of the current membership is included in the backup.
There are two vacant seats on this committee. Dana Sebastion of the Collier County Community and Human Services
Grant Department has requested that Carrie Limeburner be appointed as the RSVP liaison to this committee.

STAFF RECOMMENDATION: Staff requests that Carrie Limeburner be appointed as the Retired Senior Volunteer
Program liaison to this committee, to a four-year term expiring on November 5, 2029. Staff has considered Ms.
Limeburner’s non-voting status and requests the Board to waive this requirement. Ms. Limeburner has recently
relocated to Naples and is in the process of solidifying her voting status. A recommendation memo is included in the
backup.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATIONS: That the Board of County Commissioners adopts the Committee Recommendation, and
authorizes the Chair to execute the attached resolution confirming the appointment.

I am pleased to write this letter of recommendation for Carrie Limeburner for the position of
voting member of the Citizen Corp Advisory Committee. Carrie has stepped into the
AmeriCorps Program Manager position at Collier County Community and Human Services and
is overseeing both the Retired Senior Volunteer Program and Day of Service AmeriCorps grants.
Although Carrie is the newest member of the Collier County Community and Human Services
team, she is not new to the world of AmeriCorps and has over 10 years experience with
AmeriCorps in the state of Maine. Carrie understands the importance of disaster readiness and
how the work of her grants directly impact the community of Collier County. I am confident her
passion for volunteer work, extensive AmeriCorps experience, strong work ethic, and
commitment to Collier County’s mission will add great value to Citizen Corp.
I give Carrie Limeburner my highest recommendation without reservation. Please note, we are
aware of Carrie’s current “non-voting” status in Collier County and are requesting to waive the
requirement at this time, while she works on securing permanent residency. Carrie’s permanent
residency begins when she moves into her permanent housing September 1, 2025. Please feel

Ordinance Nos. 16-21 and 23-67, to advise the Board of County Commissioners on all hazards
preparedness and other related issues; to act as a coordinating agency for activities that support

American Red Cross; Salvation Army; Retired Senior Volunteer Program; and Collier County
business/industry. Each member shall be considered a liaison between their respective
organization and the committee, and shall be recommended by their organization to the Board of
County Commissioners for consideration for appointment to the committee for a four year term.

are strongly encouraged to attend on behalf of their employer, in a non-voting capacity: City of

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING CARRIE LIMEBURNER
TO THE COLLIER COUNTY CITIZEN CORPS.
WHEREAS, Collier County Ordinance No. 2002-56, as amended, established the Collier
County Citizen Corps as an Advisory Committee to advise the Board of County Commissioners
(Board) on a wide range of hazards preparedness and other related issues; and
WHEREAS, Ordinance No. 2002-56, as amended, provides that this Advisory
Committee shall consist of nine voting members representing the Community Emergency
Response Team, United Way, Collier County Fire Chiefs Association, Collier Ready –
Community Organizations Active in Disaster (COAD), Coast Guard Auxiliary, American Red
Cross, Salvation Army, Retired Senior Volunteer Program, and Collier County
