(Human Services Grant Fund 1837) OBJECTIVE: To ensure continuous support for elderly clients through the Collier County’s Services for Seniors Program (CCSS) and enhance the Quality of Place focus area in the Collier County Strategic Plan by improving access to health, wellness, and human services. CONSIDERATIONS: The Older Americans Act (OAA) Programs are federal initiatives that provide assistance to older persons and caregivers and are the only federally funded support services programs directed solely toward improving the lives of older persons. These funds are received by Collier County through the Area Agency on Aging of Southwest Florida, Inc. (AAASWFL). On February 11, 2025, (Agenda Item #16.D.5), the Board approved a grant award from AASWFL in the amount of $1,604,272.20, with a period of performance from January 1, 2025, through December 31, 2025. On June 13, 2025, Collier County received an amendment from AAASWFL with additional carryforward funding in the amount of $1,054,633.49. The revised total award for FY25 is $2,658,905.69. The overall funding will allow Services for Seniors to provide case management and services based on current and projected program needs. The grant requires a corresponding local match increase of $117,181.50. This match increase will be met through estimated vendor match contributions. AAASWFL routinely sends CCSS agreements and amendments that require a 30-day turnaround time. This timeframe makes it impossible to process the documents for the Board’s approval in the time requested by the AAASWFL. The amendment is being presented “After-the Fact” due to Collier County receiving the Amendment on June 13, 2025, to be effective on the last day the Amendment is signed by both parties. Pursuant to CMA #5330, the County Manager is authorized to sign the amendment. The County Manager signed the amendment on June 30, 2025. The amendment is being presented for Board ratification. Collier County, as the Lead Agency, is responsible for responding to seniors’ needs and managing the spending authority for the Federal and State Funded Services for Seniors programs. This item is consistent with the Collier County strategic plan objective by improving access to health wellness and human services. FISCAL IMPACT: Budget Amendments are required to recognize additional grant revenue in the amount of $1,054,633.49 for the FY25 Older American Act Title III Grant program funded by DOEA. The budget amendments will increase the funding by $126,840.86 in Title III-B Project (33928), by $436,308.08 in Title C1 Congregate Meals Project (33929), by $269,614.95 in Title C2 Home Delivered Meals Project (33930), and by $221,869.60 in Title III-E Project (33931). Funding currently resides in Human Services Grant Fund (1837) Project 33928(III-B); 33929 (C1); 33930 (C2); 33931 (III-E), and 33932 (NSIP). The local match will increase by $117,181.50. This match increase will be met through estimated vendor match contributions. The NSIP program does not require match. Matching funds are available through carry forward (Reserves) in Human Services Grant Fund (1837). There is no impact to the (General Fund 0001). GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Item.
