Agenda 08/12/2025 Item #16C 1 (ITB #24-8308 to Southern Sanitation, Inc.)8/12/2025 Item # 16.C.1 ID# 2025-2251 Executive Summary Recommendation that the Board of County Commissioners, as the ex officio Governing Board of the Collier County Water-Sewer District, award Invitation to Bid No. 24-8308 to Southern Sanitation, Inc. for Sewage Removal, Hauling and Disposal Services, and authorize the Chairman to sign the attached agreement. OBJECTIVE: The public purpose is to ensure the sustained, compliant operation of the Collier County Water Sewer District’s wastewater collections system. This action is to provide sewage hauling services during scheduled and emergency/disaster maintenance and repair activities. CONSIDERATIONS: Sewage hauling services are used by the Collier County Water-Sewer District on both a scheduled and emergency basis. This vital service provides supplemental pumper trucks to pump and relocate wastewater within the collections system. This is a key risk mitigation strategy to prevent potential sanitary sewer overflows. The agreement replaces the current Agreement No. 20-7739, which expires on September 21, 2025. On February 6, 2025, the Procurement Services Division released notices for Invitation to Bid No. 24-8308, Sewage Removal, Hauling and Disposal Services, and received two bids by the March 17, 2025, deadline. Staff reviewed the bids and found both bidders to be responsive and responsible with minor irregularities. The Agreement was initially recommended to be awarded on a primary and secondary basis with Southern Sanitation, Inc. (“Southern Sanitation”) as the primary vendor and Carlos Rivero Plumbing and Septic Tank Contractor, Inc. (“CRP”) as the secondary vendor. However, CRP withdrew its bid on May 27, 2025. Staff recommend that Agreement No. 24-8308 be awarded to Southern Sanitation as the sole vendor. Southern Sanitation has been in business since 2001 and has conducted business with the County since 2003. This item is consistent with the Collier County strategic plan objective to maintain public infrastructure and facilities to effectively, efficiently, and sustainably meet the needs of our community. It further is in support of the Infrastructure and Asset Management Strategic Focus Area’s objectives to optimize the useful life of all public infrastructure resources through proper planning and preventative maintenance.
