Agenda 08/12/2025 Item #16B 8 (Transfer of excess Collier MPO to the Transportation Disadvantaged Program)8/12/2025 Item # 16.B.8 ID# 2025-2438 Executive Summary Recommendation to approve the transfer of excess Collier Metropolitan Planning Organization ("MPO") Transportation Disadvantaged Planning Grant funds earned from previous years in the amount of $30,139.34 to the Transportation Disadvantaged Program and to approve all related necessary budget amendments. OBJECTIVE: To obtain funding to offset Collier County’s Transportation Disadvantaged ("TD") Program operational costs. CONSIDERATIONS: Effective July 1st of every year, the MPO enters into a lump sum unit reimbursable grant agreement with the Florida Commission for the Transportation Disadvantaged to perform TD planning duties for the fiscal year. The terms of the grant agreements provide that the MPO would be reimbursed upon completion of specific tasks in lieu of actual expenses. After the end of each fiscal year and expiration of the associated annual TD planning grant agreement, unspent grant revenue is transferred to the MPO’s TD Reinvestment Fund to be used by the MPO for future TD planning efforts. The balance of the MPO’s TD Reinvestment Fund is $30,139.34. To assist Collier County with costs and increasing demand for TD trips, the MPO Staff intends to request that the MPO Board approve the transfer of the balance of the TD Reinvestment Fund to Collier County to use for TD Program costs at the MPO Board’s next meeting on September 12, 2025. Due to Collier County’s immediate need for the TD Reinvestment Funds, MPO Staff requests that the Board of County Commissioners approve the necessary budget amendments to transfer the $30,139.34 while approval by the MPO Board is contemporaneously sought. This request is consistent with the Collier County strategic plan objective to support access to health, wellness, and human services. FISCAL IMPACT: The remaining funding from previous years’ TD planning grants total $30,139.34, which currently resides in the MPO Grants Fund 1809, Project 32128. A budget amendment is required to transfer the funding to Transportation Disadvantaged Operating Fund 4033, TD Planning Reinvestment Project 32128. There is no requirement for matching funds. GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 12, Policy 12.1, Transportation Element, of Collier County’s Growth Management Plan. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. —SRT RECOMMENDATIONS: To approve the transfer of previous years’ unspent grant revenue totaling $30,139.34, which exceeded the MPO’s TD Planning expenses, to Collier County’s Transportation Disadvantaged Program and to approve the necessary budget amendments.
