Executive Summary
Recommendation to provide after-the-fact approval for the electronic grant application submittal of FY25 Program of
Projects and the Federal Transit Administration 49 U.S.C. 5307/5339 FY25 grant application to support the transit
system capital and operating costs in the amount of $7,174,286 through the Transit Award Management System, accept
the award, and authorize any necessary Budget Amendments.
OBJECTIVE: To receive after-the-fact approval from the Board to obtain grant funds for the operations and
management of the Collier Area Transit (CAT) System including capital projects.
CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division receives federal
grant funds for the management of the CAT system under Urbanized Area Formula Grant Programs (49 U.S.C.
5307/5339) to be used predominately for transit capital projects as defined by the Federal Transit Administration (FTA).
Due to the urgency from the FTA for the submittal of the grant application, to ensure the funds are not lapsed and are
properly reviewed by the various entities prior to the shutdown of the Federal system for administering grant
applications (TrAMS), staff secured the County Manager’s approval to submit the grant application. This is considered
part of CMA 5330, and Board approval is being sought after the fact.
FTA published the annual apportionment formula on May 5th, 2025. Collier County is located within the Bonita
Springs-Estero, FL Census Urbanized Area; therefore, a portion of the 5307 funding is shared with Lee County and
Florida Department of Transportation (FDOT). The amount of 5307 funds allocated to the Bonita Springs-Estero
Urbanized Area is $7,119,688. The 5307 apportionment designated for CAT is $5,558,488 and $1,561,200 for Lee
County Transit. The 5339 apportionment is $502,127 and is not shared with Lee County.
Staff prepared the proposed Program of Projects based on Collier’s total allocation for 5307 and 5339 funding. The
Program of Projects has gone through the Public Involvement Process, which concluded on July 29th, 2025. The Public
Transit Advisory Committee reviewed the Program of Projects on June 18th, 2025.

A grant application must be entered into the Transit Award Management System (TrAMS) to utilize these funds. The
application has been prepared and attached for the Board of County Commissioners' (Board) consideration. The grant
requires a twenty percent (20%) match for capital assistance. Collier County has requested approval from the Florida
Department of Transportation (FDOT) for the use of $1,236,736 transportation development credits as a soft match for
the grant. In addition, the grant requires a fifty percent (50%) match for FTA defined operating assistance.
After review and approval by FTA, the grant award is electronically executed in TrAMS by the Transportation
Management Services Department Head, who serves as the Board-appointed designee. The electronic system is also
used to manage the award and submit all required reports.

As noted in the attachment, staff is requesting pre-award authority from the Board to create the required budget
appropriations for the new fiscal year as it is essential for funds to be budgeted in time for the beginning of FY26.
Additionally, FTA publishes a consolidated list of all the certifications and assurances required by federal law or
regulations for its programs into a single document that an applicant for or recipient of federal assistance under 49
U.S.C. Chapter 53 must submit annually or as part of its application for federal assistance. The FY2025 certifications
have been submitted and are attached for informational purposes.
Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications with
subsequent Board of County Commissioners action at the next available Board meeting to ratify the approval as
“after‐the‐fact.”
This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation
system to reduce traffic congestion and improve the mobility of our residents and visitors. Additionally, the item is
consistent with the objective to support access to health, wellness, and human services.
FISCAL IMPACT: Budget amendments are required in FY25 to recognize grant revenue within CAT Grant Fund
(4031) and Transportation Disadvantage Grant Fund (4034) for a total amount of $5,558,488 for Project 33952 (Section
5307), and $502,127 (Section 5339) for Project 33951. Collier County has requested approval from FDOT for the use of
Transportation Development Credits in the amount of $1,236,736 as a soft match for the twenty percent (20%) capital
match requirement.
Budget amendments in FY26 are required within CAT Match Fund (4032) in the amount of $217,400 and
Transportation Disadvantage Grant Match Fund (4035) in the amount of $896,271, Project 33952 for a total amount of
$1,113,671. A cash match of fifty percent (50%) or $1,113,671 is required for the operating assistance portion of the
award and is available within the FY26 CAT Match Fund (4032), Transportation Disadvantage Grant Match Fund
(4035) and Transportation Disadvantaged Operating Fund (4033) Project 31427 supported by the annual transfer of
General Fund (0001) Revenue.

Application Executive Summary

the amount of $7,119,688 for FY25. The Collier County portion of the FY25 apportionment is $5,558,
488 and the remaining amount of $1,561,200 is allocated to Lee County. The Collier portion of the
FY25 apportionment is identified as STIP number 410146-1 for capital projects and 410146-2 for
operating assistance. STIP pages are attached to this application.
The purpose of this award is to provide funding for a variety of transportation-related projects, including
preventive maintenance for 1-year, operating assistance for 1 year, ADA paratransit services for 1 year,
funding for the replacement of the maintenance and operating facility, bus stop improvement, Intelligent
transportation system (ITS) annual support and warranty, and facility safety and security
enhancements. The award will cover a period of five years, from October 1, 2025, to March 30, 2031.
Funds will be used to cover all eligible preventive maintenance and operating expenses such as the
operation contract expenses and fuel, purchase and construct bus stop improvements and the
purchase of camera and badge systems to enhance facility safety and security, annual cost for the
support of ITS systems and funding for the replacement of the maintenance and operations facility.

Funding will permit Collier County to meet preventive maintenance standards, continue to provide
operations, comply with its Transit Asset Management (TAM) Plan by replacing the maintenance and
operations facility and ITS equipment that have met their useful life, and improving safety and security
of revenue vehicles.
Collier County and the riders that rely on its service will benefit from continued services, permitting
workers to get to work and other destinations.
ALI 11.43.09 CONSTRUCT-MOBILE SURVEILL/SECURITY EQUIP will address both 1% security and
.75% safety requirement through the purchase and installation of cameras and facility access
equipment.
This application also requests section 5339 Bus and Bus Facilities Formula funds apportioned to the
Bonita Springs-Estero, FL UZA in the amount of $502,127 for FY 25. The apportionment is identified as
STIP number 434030-1. STIP page is attached to this application.
The award will provide funding for the replacement of the maintenance and operating facility. The funds
will be used to comply with the Transit Asset Management (TAM) Plan by replacing a facility.
Transportation Development Credits in the amount of $1,236,736 will be utilized as the match for the
capital grant projects in this grant. The overall start and end dates are 10/1/2025-03/30/2031. Collier
County is not applying an indirect cost rate to the activities within this application.

in an FTA-funded project are produced in the United States (49 U.S.C. 5323(j)(1)), the Build America,

used in infrastructure projects are also produced in the United States. Refer to terms and conditions in
FTAs Master Agreement Section 15. The BABA requirement applies to this grant, in addition to the Buy
America Act, except to the extent that a waiver of either requirement may apply.

Project Description
The Collier County portion of the FY25 5307 funding for the Bonita Springs-Estero, FL UZA. ($5,558,

Collier County will use the funding to demolish, construct and furnish a replacement operations/
maintenance facility located at 8300 Radio Rd Naples, Fl 34104. The upgrades will optimize available
space (approximately 25,000 square ft.) for effective operational use and utilize LEED standards for
sustainability. The new facility will meet state hurricane and building codes and local vertical standards.
The new facility will have a useful life of 40 years. Collier County will follow all 3rd party procurement
policies as defined in C4220.1F (Third Party Procurement Guidelines) and ensure that contractors
procured will not be on the FTA Suspension and Debarment list. Collier County will hire an outside
agency to complete CEI and will coordinate work with the Collier County Facilities Management
Division.

Collier County will use $ 1,111,698 to provide non fixed route ADA paratransit services from 10-1-2025
through 9-30-2026. A multi-year contract for paratransit services will be utilized for the provision of these
services for this annual period. The contract dates are referenced in the milestone. Collier County
allocates 20% of the 5307 apportionment apportionments for this purpose. Local funding is used to
supplement complementary ADA services.
Collier County affirms eligibility of allocating 20% funding for ADA services by providing an active fixed-

This letter responds to Collier Area Transit's request on June 26, 2025 to the Florida Department
of Transportation for $1,236,736.00 in Transportation Development Credits (TDCs) to be used
as “soft match” for Collier Area Transit's State Fiscal Year 2025/2026 Section 5307 and 5339
capital grant application to the Federal Transit Administration (FTA). This grant will be used for
funding transportation-related projects including preventative maintenance for 1 year, ADA
paratransit services for 1 year, funding for the demolition, replacement, and furnishing of the
maintenance and operating facility, bus stop improvements, Intelligent Transportation System
(ITS) annual support and warranty, and facility safety and security enhancements.
The Department concurs with Collier Area Transit's request by authorizing the $1,236,736.00,
according to the enclosed Department memorandum of July 3, 2025 from Ms. Gabrielle
Matthews, Public Transit Office Manager.
The following two actions are very important for Collier Area Transit's staff to carry out:
1. The amount and the use of these TDCs, the Department’s Financial Management Project
Number and the page in the State Transportation Improvement Plan (STIP) where this
project is listed should be included in Collier Area Transit's FTA Section 5307 and 5339
grant application project budget sheets, and
2. Please send a copy of this letter and Ms. Matthews's authorization memorandum to the
FTA Project Manager for Collier Area Transit.

This is in response to the correspondence dated July 1, 2025 requesting the Department’s
authority to grant a request by Collier Area Transit to use state toll revenue credits in the amount
of $1,236,736.00 as soft match for the capital portion of their Section 5307 and Section 5339
grant application. Refer to the table below for distribution amounts:
Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital
projects at a 100% federal share. When providing a copy of this authorization to Collier Area
Transit, please ask them to reference the use of this credit in their project budget sheets of their
FTA application and send a copy of this authorization letter to their FTA Project Manager. Also
include the item number reference where these projects are included in the STIP. FDOT will
work with the Federal Highway Administration to ensure that the use of the toll revenue credits is
properly accounted for and recorded.

Splings-Estero, FL, Florida Urbanized Area (UZA #8974), Collier County consulted with all potential
grantees in the urbanized arca and is writing to the FTA Regional Office, through the Florida Department of
Transportation, to inform FTA ofth€ intent and decision to transfel a part ofthe appotionment to the FTA
direct recipient Lee County (UZA#13510). The following is the allocation ofthe Section 5307 Large Urban
Apportionment for FY 2025 that will be transferred to Lee County.

is responsible for its application to the Federal Transit Adnrinistration to receive Section 5307 Large Urban
