Executive Summary
Recommendation to authorize an expenditure through an exemption from the competitive process for Prison
Rehabilitative Industries and Diversified Enterprises, Inc. d/b/a PRIDE Enterprises, to repair and refurbish the 2021 Thor
Windsport RV in a not-to-exceed amount of $75,000 under Non-Standard Agreement No. 25-704-NS-EM, and authorize
the Chairman to sign the attached agreement.
OBJECTIVE: Provide an essential service to the community by enabling Growth Management Community
Development (“GMCD”) Department to reach areas that may otherwise lack access to permitting professionals during
hurricanes and other natural disasters.
CONSIDERATIONS: GMCD currently owns the 2021 Thor Windsport RV, which requires repair and refurbishment
due to significant water damage. This recreational vehicle is intended to serve as a mobile office to provide services to
the public during emergency and disaster recovery situations. The acquisition of these repairs and refurbishments is
crucial for preparedness in such scenarios, enabling GMCD staff to provide continued support to the public.
Prison Rehabilitative Industries and Diversified Enterprises, Inc. d/b/a PRIDE Enterprises (“PRIDE”) is a not-for-profit
organization in the State of Florida, and its pricing, on average, is 40-60% lower than for-profit vendors in the industry.
Pursuant to Section Eight, Exemption From the Competitive Process, of County Procurement Ordinance No. 2017-08,
as amended, staff requests that the Board find that it is in the best interest of the County to approve the purchase of
repair and refurbishing services for the 2021 Thor Windsport RV from PRIDE, under the Government Agency/Non-
Profit procurement exemption from competition, in an amount not-to-exceed $75,000 under the attached Non-Standard
Agreement No. 25-704-NS-EM through September 30, 2027. The Exemption form approved by the Procurement
Services Division is attached.
This request allows the County to operate an efficient and customer-focused permitting process and encourages diverse
economic opportunities by fostering a business- friendly environment. In the aftermath of hurricane and other natural
disaster events, it is imperative that the public receives permitting assistance to facilitate the necessary repairs of
damaged properties. By utilizing this RV, the County will be positioned to serve the public in a manner that is both
effective and efficient, without any delays providing the essential services. Prompt assistance will significantly aid
individuals and businesses in their recovery efforts, enabling them to resume operations in a regular manner as swiftly as
possible.
FISCAL IMPACT: The total cost for the repair and refurbishment is estimated at $72,800.50, of which 50% is
budgeted in Community Development Fund (1013) Community Development Administration Cost Center 138900 and
50% is available in General Fund (0001) Community Planning & Resiliency Cost Center 138310.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
