Executive Summary
Recommendation that the Board of County Commissioners approve a Resolution and short- term lease agreement with
Dogs Playing for Life, Inc. (DPFL), a national nonprofit organization, for the use of County-owned property located at
2695 Francis Avenue as supportive housing for their trainers who are providing contracted services to Collier County
Domestic Animal Services (CCDAS), and authorize Chairman to execute the Resolution and the lease.
OBJECTIVE: To provide County-owned housing for DPFL trainers in close proximity to Collier County Domestic
Animal Services (CCDAS), enabling consistent, on-site training, behavior assessments, and staff development. This
strategic move is expected to improve shelter dog outcomes, reduce length of stay, and enhance safety and efficiency in
shelter operations.
CONSIDERATIONS: The Collier County Board of County Commissioners o/b/o Collier County Domestic Animal
Services (CCDAS) has entered into a Memorandum of Understanding (MOU) to provide Canine Enrichment
Coordination (Contract No. 25-678-NS-EM) with Dogs Playing for Life (DPFL), a nationally recognized leader in
canine behavior, enrichment, and shelter intervention services. DPFL operates the Canine Center Florida and utilizes a
unique model that emphasizes canine playgroups as a cornerstone of behavior assessment, training, and decision-
making.
DPFL’s proven methodology supports shelters in:
• Increasing live release rates
• Improving assessments of behaviorally complex dogs
• Enhancing staff skills and safety
• Decreasing the average length of stay for shelter animals
Currently, with strong volunteer support, CCDAS is able to run consistent playgroups. However, many volunteers are
seasonal, resulting in gaps in trained personnel during June, July, and August.
In support of this MOU, Collier County will provide no-cost housing to DPFL trainers to ensure a consistent local
presence and streamlined access to CCDAS. DPFL will provide a Canine Enrichment Coordinator to CCDAS for 10
days each month, totaling 30 days over three months: June, July, and August.
Housing Provision: County-owned property at 2695 Francis Avenue was acquired for stormwater pruposes. While it is
not currently needed for active operations, this use for temporary housing has been identified as a compatible interim
use while long-term stormwater plans are developed. This arrangement supports the goals of the MOU while preserving
the property's long-term availability for future County needs.
Lease Terms:
• Location: 2695 Francis Avenue
• Use: Residential housing for DPFL trainers
• Cost: No-cost lease to DPFL (value of housing was considered during negotiations and reflected in reduced
service rates under the MOU)
• Term: Concurrent with the MOU to provide Canine Enrichment Coordination (effective June 17, 2025), the
lease shall remain in effect for as long as the MOU remains active, unless terminated earlier. The lease will
automatically terminate if the MOU is terminated, expires, or the services are otherwise completed.
• Termination: Either party may terminate the lease for convenience with 30 days' written notice to the other
party.
Rationale & Benefits:
• Enables ongoing, on-site behavioral programming and staff training
• Reduces transportation/logistics costs and delays
• Strengthens DPFL-CCDAS collaboration and response time for canine assessments
• Demonstrates County commitment to progressive, evidence-based animal welfare initiatives

The County's Risk Management team has reviewed and approved the insurance provisions.
Develop and utilize partnerships to ensure that government facilities meet public expectations.
FISCAL IMPACT: Existing Monthly Utilities are paid out of Fund 1020/138325 and have sufficient funds within the
FY25/26 Budget.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for approval.
