OBJECTIVE: To ratify administratively approved Change Order No. 1 adding seventy-three days to the contract time under Agreement No. 20-046-NS with Metro Forecasting Models, LLC (“Metro”) for additional time as a result of unavoidable delays in scheduling Metro for presentations on the Collier Interactive Growth Model (“CIGM”) land use analysis before the Collier County Planning Commission (the CCPC”) and the Board of County Commissioners due to time conflicts and hearing schedules that are beyond the control of the contractor. CONSIDERATIONS: On July 14, 2020 (Agenda Item 16.A.36), the Board approved Agreement No 20-046-NS (the “Agreement”) to, in part, develop a spatial land use model to update the CIGM. Extending the time of the agreement is necessary because of unavoidable delays in scheduling Metro to present its analysis due to conflicting time availability and the meeting schedules of the CCPC and the Board. Those scheduling issues were outside the control of the consultant and now require additional time to be added to the Agreement . On July 25, 2025, the County’s Procurement Services Division administratively approved attached Change Order No. 1, as authorized under the Procurement Ordinance, Section 19, Contract Administration, subsection 3.b. This item is consistent with the Collier County strategic plan objective to implement prudent and inclusive policy development through effective planning for transportation, land use, and growth management. FISCAL IMPACT: The time extension is not requesting additional funding. Funding sources for this contract is Fund 1011. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this action. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board approval. —SRT RECOMMENDATIONS: To ratify administratively approved Change Order No. 1, adding seventy-three days to the contract time under Agreement No. 20-046-NS with Metro Forecasting Models, LLC, and authorize the Chairman to sign the attached Change Order.
