MINUTES OF THE COLLIER COUNTY
HISTORICAL ARCHAEOLOGICAL PRESERVATION BOARD MEETING
Naples, Florida
July 18, 2025
LET IT BE REMEMBERED, the Collier County Historical Archaeological Preservation Board, in
and for the County of Collier, having conducted business herein, met on this date at 2:15 P.M. in
REGULAR SESSION at the Collier County Growth Management Community Department Building,
Conference Room #609/610, 2800 Horseshoe Drive North, Naples, Florida, with the following
members present:
Chairman: Zachary Burch
Elizabeth M. Perdichizzi
Janice O’Connell
Henry( Hank) Sentowski
Cindy Carroll
Any persons needing the verbatim record of the meeting may request a copy of the audio
recording from the Collier County Growth Management Division Department of
Planning and Zoning.
1. Call to Order
Chairman Zachary Burch called the meeting to order at 2:17 P.M. Roll call
was taken and a quorum was established.
2. Agenda review: An addendum was added regarding an alternate location for the next
meeting.
Motion: To approve the amended agenda – Passed unanimously.
3. Approval of the meeting
Motion: To approve the meeting minutes of October 25, 2024, and November
15, 2024, with amended changes – Passed unanimously.

4. Old Business -Everglades City Train Depot on site visit recap
Janice O’Connell: Commended the visit as excellent; suggested more information is
needed. Recommends a letter of support for the site, which is on private property.
Cindy Carroll: Acknowledged limited funds; supported the idea of sending a letter.
Ray Bellows: Supported sending a formal letter to Everglades City.
Amanda Townsend: Shared future plans to develop a resource center post-
restoration.
Public Comment (Patty Huff): Update on state and federal funding progress for
Everglades City Bank Building.
Motion: To send a letter of support to Everglades City modeled after the State of
Florida example – Passed unanimously.
5. New Business - Cultural Assessment for Cappellin Mine,
Speakers:
Jessica Harrelson, AICP, Peninsula Engineering
Dr. Miranda Class (remote), Architectural Consultants
Highlights:
Cultural assessment area: 1400 acres; proposed mining site within 206 acres north of Oil
Well Road.
Historical site found within preserved area: Tree Island with evidence of Native American
activity (~5,000 years old).
Motion: To accept the findings and recommend approval of the cultural assessment to the
BCC – Passed unanimously.
Gore Natural Center – Historical Designation Proposal
Speaker: Summer Araque, Environmental Supervisor
Presentation on historic significance and recommendation for a local plaque.
Ray Bellows: Suggested encouraging a formal application.
Motion: To send a letter encouraging submission of an application for historic designation
consideration – Passed unanimously.

7. Review Project Activity Log
Amanda Townsend provided the following updates:
a) Rosemary Cemetery – On the BCC agenda for February 11th
b) Naples Train Depot repairs (Hurricane Ian) – Bid awarded
c) Garden & Citrus Grove at Roberts Ranch – On BCC agenda for February 26th
