Resolution 2025-135 RESOLUTION NO. 2025-1 35 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, APPROVING A SUBSTANTIAL AMENDMENT TO COLLIER COUNTY'S U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) 2021-2025 CONSOLIDATED PLAN AND THE 2021-2022 ANNUAL ACTION PLAN TO ACCEPT AN ADDITIONAL ALLOCATION FROM HUI) IN THE AMOUNT OF S4,105 FOR THE HOME-AMERICAN RESCUE PLAN PROGRAM TO ASSIST INDIVIDUALS AND FAMILIES FROM HUD'S DESIGNATED QUALIFYING POPULATIONS; REALLOCATE HOME-AMERICAN RESCUE PLAN FUNDS TO ELIGIBLE ACTIVITIES; AUTHORIZE THE CHAIRMAN TO EXECUTE THE HOME-AMERICAN RESCUE PLAN FUNDING AGREEMENT FOR THE ADDITIONAL ALLOCATION; AUTHORIZE THE NECESSARY BUDGET AMENDMENTS; AUTHORIZE THE COUNTY MANAGER TO EXECUTE THE ASSOCIATED FUTURE SF' 425s REQUIREI) AT GRANT CLOSEOUT; AUTHORIZE TRANSMITTAL OF THE SUBSTANTIAL AMENDMENT, EXECUTED FUNDING AGREEMENT AND FUTURE SF 425s. WHEREAS, on March 11,2021, President Biden signed the America Rescue Plan (ARP) into law. to address the continued impact of the pandemic on the economy, public health. State and local governments, individuals and businesses: and WHEREAS, to address the need for homelessness assistance and supportive services, Congress appropriated$5 billion in ARP funds to he administered through HOME to perform activities, as discussed in the Executive Summary, that primarily benefit qualifying individuals and families who are homeless; at risk of homelessness, fleeing, or in other vulnerable populations; and WHEREAS,the Five-Year Consolidated Plan for 2021-2025 was adopted by the Board of County Commissioners on June 22, 2021: and WHEREAS, on September 22, 2021, Collier County received notice of the HOME- American Rescue Plan (HOME-ARP) award in the amount of S2,729,087.99. On December 14, 2021 (Agenda #16.D.24), the Board authorized the County Manager to accept the HOME-ARP award of$2,729,078.00 from the U.S. Department of Housing and Urban Development; and WHEREAS, On April 30, 2025, Collier County was notified by HUD of a $4.105.00 increase in its HOME-ARP allocation, bringing the total HOME-ARP award to $2,733,183.00; and WHEREAS, in order to reprogram the HOME-ARP funding, Collier County must amend their Annual Action Plan to recognize the reallocation of funding within identified programs to be undertaken and respond to community needs; and NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that: 1. The Board of County Commissioners of Collier County approves the substantial amendments to the 2021-2025 Consolidated Plan and 2021-2022 Annual Action Plan to accept the additional allocation and reprogram HOME-American Rescue Plan funding to new projects/activities. 2. The Annual Action Plan sets forth dollar amounts,projects and activity descriptions to be funded by HOME-American Rescue Plan. A description of the proposed projects/activities and associated funding is included in the Executive Summary and incorporated by reference. 3. SEVERABILITY. If any section, if any section, sentence, clause or phrase of this Resolution is held to be invalid or unconstitutional by any court of competent jurisdiction, then said holding shall in no way affect the validity of the remaining portions of this Resolution. 4. EFFECTIVE DATE. This Resolution shall become effective upon adoption by a majority vote of the Board of County Commissioners.
