Agenda 07/08/2025 Item #16D 4 (Lead Agency Partnership Agreement for Homeless Management Information Services (HMIS) between SWFL Regional Coalition to End Homelessness and Collier County)7/8/2025 Item # 16.D.4 ID# 2025-2154 Executive Summary Recommendation to authorize the Chairman to sign the Lead Agency Partnership Agreement for Homeless Management Information Services (HMIS) between SWFL Regional Coalition to End Homelessness and Collier County, which supports the access to and use of the Lead Agency’s Community Resource Network. OBJECTIVE: To maintain and provided ongoing data management and information through the Homeless Management Information System (HMIS) in accordance with 24 CFR 576.400(f), in support of the County’s strategic plan by encouraging active community engagement and participation with partner agencies. CONSIDERATIONS: Collier County, as the recipient of several U.S. Department of Housing and Urban Development (HUD) grants, partners with the Lead Agency on homelessness; SWFL Regional Coalition to End Homelessness,who utilizes the Community Resource Network (CRN) for Homeless Management Information Services (HMIS). The CRN is an online web-based computerized data collection, searching, sharing, and organizing tool designed to capture client-level information on the characteristics and service needs of persons experiencing homelessness within Southwest Florida. The County has partnered with the SWFL Regional Coalition to End Homeless for the last ten years as a participant in the HMIS system . Currently, Community and Human Services (CHS) utilizes the HMIS system to register and track all housing client’s information. Pursuant to 24 CFR 576.400(f), HUD requires "To the extent possible, ESG recipients and subrecipients must utilize the local HMIS to collect data on persons served and comply with HUD’s HMIS data standards," and as such, it is required that the County enter into the lead agency partnership agreement. There is no cost to the County for participating in this agreement or entering data into the system, and staff has confirmed with the County’s IT Division that the web-based HMIS system poses no issues for participation. Staff is requesting approval of the agreement, which grants Collier County the right to use HMIS to input, access, and retrieve information concerning its own clients and to share data, in accordance with applicable agreements and governmental regulations, on common clients participating in programs such as Emergency Solutions Grants (ESG), HOME, and HOME-ARP. The Agreement may be terminated with 30 days advance written notice by either party. To support the County’s strategic plan by encouraging active community engagement and participation with partner agencies. FISCAL IMPACT: The proposed action has no fiscal impact. GROWTH MANAGEMENT IMPACT: This item has no Growth Management impact. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved for form and legality and requires a majority vote for Board action. -JAK RECOMMENDATIONS: Authorize the Chairman to to sign the Lead Agency Partnership Agreement for Homeless Management Information Services (HMIS) between SWFL Regional Coalition to End Homelessness and Collier County, which supports the access to and use of the Lead Agency’s Community Resource Network.
