Executive Summary
Recommendation to (1) adopt a Resolution authorizing approval of a Substantial Amendment to Collier County’s U.S.
Department of Housing and Urban Development (HUD) 2021-2025 Consolidated Plan and the 2021-2022 Annual Action
Plan to accept an additional allocation from HUD in the amount of $4,105.00 for the HOME-American Rescue Plan
program to assist individuals and families from HUD’S designated qualifying populations; (2) reallocate HOME–
American Rescue Plan funds to eligible activities; (3) authorize the Chairman to execute the HOME-American Rescue
Plan Funding Agreement for the additional allocation; (4) authorize the necessary Budget Amendments; (5) authorize the
County Manager to execute the associated future SF 425s required at grant closeout; (6) authorize transmittal of the
Substantial Amendment, executed Funding Agreement and future SF 425s. (Housing Grants Fund 1835).
OBJECTIVE: To provide funding for activities that provide housing, services, and shelter to individuals experiencing
homelessness, at-risk of homelessness, fleeing or attempting to flee domestic violence, dating violence, sexual assault or
human trafficking and other vulnerable populations at risk of housing instability in support of comprehensive affordable
housing opportunities within Collier County.
CONSIDERATIONS: On March 11, 2021, President Biden signed American Rescue Plan (ARP) into law, which
provided over $1.9 trillion in relief to address the continued impact of the pandemic on the economy, public health, State
and local governments, individuals, and businesses. To address the need for homelessness assistance and supportive
services, Congress appropriated $5 billion in ARP funds to be administered through HOME to perform four (4)
activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in
other vulnerable populations. These activities included: (1) development and support of affordable housing, (2) tenant-
based rental assistance (TBRA), (3) provision of supportive services; and (4) acquisition and development of non-
congregate shelter units.
On September 22, 2021, Collier County received notice of the HOME-American Rescue Plan (HOME-ARP) award in
the amount of $2,729,078.00. On December 14, 2021 (Agenda #16.D.24), the Board authorized the County Manager to
accept the HOME-ARP award of $2,729,078.00 from the U.S. Department of Housing and Urban Development. On
April 30, 2025, Collier County was notified by HUD of a $4,105.00 increase in its HOME-ARP allocation, bringing the
total to $2,733,183.00.
A substantial amendment is necessary because the original subrecipient of HOME-ARP funds has informed the County
that their project is unable to meet the qualifying population requirements outlined by the HOME-ARP Notice #CPD-
21-10, necessitating the reprogramming of those funds. Additionally, the County has received an additional allocation of
HOME-ARP funds from HUD, further supporting the need for an amendment.
A substantial amendment to Collier County’s Consolidated or Annual Action Plan requires advertising and a 30-day
public comment period. The required notice was published in the Naples Daily News on June 4, 2025. The
advertisement identified a 30-day public comment period from June 6, 2025, to July 6, 2025. On June 19, 2025, a public
hearing was held to address the proposed actions, and no comments were received on this item.
The following substantial amendment changes are proposed to the PY 2021-2025 Consolidated Plan and the PY 2021-
2022 Annual Action Plan (in all areas where the activity description is referenced):

Amend Project Name: HOME-ARP – Renaissance Hall Senior Living to Collier County HOME-ARP
Modify activities as follows: Remove the HOME-ARP - Renaissance Hall Senior Living, LLLP activity associated
with the new construction of Senior Affordable Housing rental units and reprogram the $2,729,078.00 of HOME-ARP
funds, plus the additional $4,105.00 of HOME-ARP funds to the following activities. The total HOME-ARP allocation
is $2,733,183.00.

The County will update its HOME-ARP Allocation Plan, outlining the use of HOME-ARP grant funds, to incorporate
the new activities and awards. The revised Allocation Plan, along with the subrecipient agreements between the County
and Community Assisted and Supported Living Inc., Collier Housing Alternatives, Inc. and Housing Alternatives of
Southwest Florida, Inc., will be presented to the Board at a future meeting.
This item is consistent with the Collier County strategic plan objective to support comprehensive affordable housing
opportunities within Collier County.
FISCAL IMPACT: A Budget Amendment is necessary to recognize the additional allocation of $4,105.00 in the
Housing Grant Fund (1835) Project 33777. There is no match requirement.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Item.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and
requires a majority vote for approval. -JAK

WHEREAS, on September 22, 2021 , Collier County recei ved notice of the HOME-
American Rescue Plan (HOME-ARP) award in the amount of $2,729,087.99. On December 14 ,
2021 (Agenda #16.0.24), the Board authorized the County Manager to accept the HOME-ARP
award of $2,729 ,078.00 from the U.S. Department of Housing and Urban Development ; and
WHEREAS, On April 30, 2025, Collier County was notified by HUD of a $4,105.00
increase in its HOME-ARP allocation, bringing the total HOME-ARP award to $2,733,183.00;
and
WHEREAS, in order to reprogram the HOME-ARP funding, Collier County mus t amend
their Annual Action Plan to recognize the reallocation of funding within identified programs to be
undertaken and respond to community needs; and
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
l. The Board of County Commissioners of Collier County approves the substantial
amendments to the 2021 -2025 Consolidated Pl an and 2021-2022 Annual Action Plan
to accept the additional a llocation and reprogram HOME-American Rescue Plan
funding to new projects/activities.
2. The Annual Action Plan sets forth dollar amounts, projects and activity descriptions to
be funded by HOME-American Rescue Plan. A description of the proposed
projects/activities and associated fund ing is included in the Executive Summary and
incorporated by reference.
3. SEVERABILITY. If any section, if any sectio n, sentence, clause or phrase of this
Resolution is held to be invalid or unconstitutional by any court of competent

jurisdiction, then said holding shall in no way affect the validity of the remaining
portions of this Resolution.
4. EFFECTIVE DATE. This Resolution shaJI become , effective upon adoption by a
majority vote of the Board of County Commissioners.
