Executive Summary
Recommendation to authorize (1) the Chairman to execute the U.S. Department of Housing and Urban Development
Grant Agreement in the amount of $731,570 for the ESG-RUSH (Rapid Unsheltered Survivor Housing) grant; (2) the
necessary Budget Amendment; (3) the County Manager to execute the associated future SF 425s required at grant
closeout; (4) authorize transmittal of the executed Grant Agreement and future SF 425s. (Housing Grants Fund 1835).
OBJECTIVE: To administer Housing and Urban Development (HUD) special disaster funding to respond to the effects
of Hurricane Ian, Helene and Milton to address the needs of those who are homeless or at risk of homelessness in
support of comprehensive affordable housing opportunities in Collier County.
CONSIDERATIONS: On September 29, 2022, President Biden issued a major disaster declaration DR-4673-FL for
Hurricane Ian. On September 28, 2024, President Biden issued a major disaster declaration DR-4828-FL in response to
Hurricane Helene. On October 11, 2024, President Biden issued a major disaster declaration DR-4834-FL for Hurricane
Milton.
As a result of the President’s disaster declarations and the Federal Emergency Management Agency’s (FEMA’S)
determination that this disaster was severe enough to activate it’s Transitional Sheltering Assistance (TSA) program, the
U.S. Department of Housing and Urban Development (HUD) allocated $731,570 to Collier County to address the needs
of homeless or at risk of homelessness individuals or families, as authorized by 42 U.S.C. 11364a(c)(1). These funds
should benefit people whose needs are not otherwise served or fully met by existing Federal disaster relief programs.
HUD provides CDBG, HOME, and ESG entitlement funds to the County annually to address program-specific needs in
the community. The Board of County Commissioners (“Board”) previously approved the PY 2024-2025 One Year
Action Plan on July 23, 2024 - Agenda Item #16.D.4 to include CDBG, HOME, and ESG funding.
On April 8, 2025, Agenda Item #16.D.5, the Board approved a substantial amendment to the PY 2024-2025 Annual
Action Plan to accept this special allocation of ESG RUSH funding and execute the SF 424 Application for Federal
Assistance, Certifications and Assurances. This program will be administered by Community and Human Services.
This item is consistent with the Collier County strategic plan objective in support of comprehensive affordable housing
opportunities in Collier County.
FISCAL IMPACT: Budget Amendment in the amount of $731,570 is necessary within the Housing Grant Fund (1835)
ESG RUSH Project 33945. The administrative portion of this additional funding will be limited to $54,867.75 (7.5%)
and the balance of $676,702.25 (92.50%) will be allocated to disaster assistance. The match requirement for this ESG
funding has been waived by HUD.
GROWTH MANAGEMENT IMPACT: Federal HUD funding assists the County in addressing some of the goals and
objectives of the Housing Element in the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
