Executive Summary
Recommendation to commit to maintenance of new landscaping at the I-75 at SR 951 Interchange and confirm the
County’s commitment to ongoing maintenance of the replacement landscaping at the I-75 at Pine Ridge Interchange and
to support the collaboration with the Naples Botanical Garden.
OBJECTIVE: To confirm the County's committment to participate in the FDOT design, landscape, irrigation
installation, and one-year maintenance warranty for the I-75 at SR 951 Interchange; the FDOT plans to fund the I-75 at
Pine Ridge Road Interchange Beautification efforts; and collaboration with the Naples Botanical Garden through the
design and maintenance process of both projects. Collier County will accept maintenance upon the completion of the
one-year warranty period.
CONSIDERATIONS: The Collier County Streetscape Master Plan, Collier County Landscape Beautification Master
Plan, and the Right of Way Handbook recognize the I-75/SR 951 Gateway and I-75/Pine Ridge Gateway as Activity
Center Zones with the highest intensity of use designed to allow adequate site distances at intersections and provide for
opportunities to convey landscape and community character with bold planting. Through collaboration with the Naples
Botanical Garden, the project objective is to utilize low-maintenance plant material that can adapt to limited water
resources, poor soil, and hot temperatures in an urban environment. These sites will provide opportunities to implement
low-maintenance plant selections for the stabilization of the embankment instead of Bahia sod to prevent repeated
mowing and slippage of the embankment during the dry season.

The design, landscape, irrigation installation, and one-year maintenance warranty for the I-75 at SR 951 Interchange is
programmed and adopted in the FDOT 5-year work program. The Pine Ridge Interchange at I-75 improvements are
pending the FODT work program adoption. Staff will return to the Board with maintenance agreements for the I-75 at
SR 951 Interchange and the I-75 at Pine Ridge Interchange projects once the design is completed.
This item is consistent with the Collier County Strategic Plan to plan and build public infrastructure and facilities to
meet the needs of our community effectively, efficiently, and sustainably.
FISCAL IMPACT: There is no fiscal impact until the projects are completed, and the maintenance is transferred to
Collier County in Fiscal Year 2028. The County's maintenance cost is estimated to be $110,000 annually for the I-75 at
SR 951 Interchange. The County currently has maintenance agreement for the I-75 at Pine Ridge Interchange, therefore,
those funds are already accounted for in the budget.

GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK

The purpose of this Letter is to enable Collier County Board of County Commissioners (BOCC) to confirm a
corresponding “commitment” to participate in “Landscape Partnership Opportunities” in partnership with FDOT
District One in relation to future LANDSCAPE projects under consideration.
Currently we have Two (2) current opportunities for COLLIER COUNTY to partner with FDOT in regards to
on-going maintenance of 2 of our I-75 (SR 93) interchange projects;
Current Opportunities:
OPPORTUNITY #1: I-75 @ SR 951; RDWY FPID: 425843-2-52-01 (under construction)
LANDSCAPE FPID: 425843-3-52-01 (programed; adopted in 5-year work-program)
STATUS: under design with FDOT consultant; Dix-Hite Inc. + Partners LLC
SCHEDULE: It is anticipated that installation will begin in Fall 2026 with completion in Spring 2027 followed
by a 1 (one) year Establishment Period which is anticipated to end Spring 2028. Should the County partner with
FDOT transition to on-going maintenance by Collier County would occur in Spring 2028.
OPPORTUNITY #2: I-75 @ Pine Ridge Rd.; RDWY FPID: 445296-1-52-01 (under construction)
* STATUS: pending work-program Adoption of project into D1 5-year work-program
* SCHEDULE: (*pending approval of necessary funding)
Anticipated schedule (upon adoption into 5-year work-program) would be installation of landscaping in Fall 2026
with completion in Spring 2027 followed by a 1 (one) year Establishment Period which is anticipated to end
Spring 2028. Should the County partner with FDOT transition to on-going maintenance by Collier County would
occur in Spring 2028.
These opportunities are part of FDOT’s continued efforts to beautify the I-75 corridor working together for the
benefit of the residents and visitors of our wonderful State of Florida.
