Agenda 07/08/2025 Item #16B 4 (Interlocal Agreement with Ave Maria Stewardship Community District)7/8/2025 Item # 16.B.4 ID# 2025-1982 Executive Summary Recommendation to approve and authorize the Chairman to sign an Interlocal Agreement with Ave Maria Stewardship Community District providing for the operation and maintenance services for the streetlights within the public right of- way (Permit No. PRROW2022084185301). Estimated Fiscal Impact: $0.00 OBJECTIVE: To provide for the operation and maintenance of streetlights for approximately an 1,800-foot section of Oil Well Road approaching the entrance to Ave Maria at Ave Maria Boulevard to the Ave Maria Stewardship Community District. CONSIDERATIONS: The Ave Maria Stewardship Community District constructed turn lane improvements that include the installation of twenty-four (24) LED streetlights along the Oil Well Road right-of-way at the intersection of Ave Maria Boulevard and Oil Well Road. The Ave Maria Stewardship Community District requests that Collier County convey operation and maintenance of the roadway lighting to the District at Ave Maria Boulevard and Oil Well Road. The District shall have the right and obligation to operate, maintain, repair, and replace the streetlights at its sole cost and expense of the District. Per the existing right-of-way permit, the District has already assumed operation and maintenance of the roadway lighting. However, the District requested this agreement to formalize their role. The County’s Traffic Operations Division has inspected the installed roadway lighting and determined that all streetlights meet Collier County Traffic Operations' roadway standards. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system and to properly illuminate all arterial roadways within the county. FISCAL IMPACT: There is no cost to Collier County associated with this proposal. Ave Maria Stewardship Community District is responsible for operation and maintenance services to the streetlights within the public right-of- way. The District will also pay the recording fee estimated at $103.50. GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long-Range Transportation Plan and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the major roadway system at an acceptable Level of Service. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality and requires majority vote for approval. -JAK RECOMMENDATIONS: To approve the attached Interlocal Agreement and authorize the Ave Maria Stewardship Community District the right and obligation to operate, maintain, repair and replace the streetlights at the sole cost and expense of the District.
