(Project No. 50516) OBJECTIVE: To preserve and restore the historic structures at Roberts Ranch to maintain their structural integrity and historical character. CONSIDERATIONS: The Immokalee Pioneer Museum at Roberts Ranch is on the National Register of Historic Places and is a locally designated Historic Site. In addition to the Roberts Family Home, the site features fourteen extant historic structures, including the Maid’s House, Privy, Smokehouse, Garage, Tractor Barn, Summer Kitchen, Horse Barn, Hide House, Well, Cane Syrup Furnace and Vat, Horse Ramp, Cowboy Bunkhouse, Pump House, and First Baptist Church (now the Visitor’s Center). The Roberts Home recently underwent stabilization and refurbishment in 2022. The other small structures on site are now due for restoration work as well. All work must comply with the United States Secretary of the Interior’s Standards for the Treatment of Historic Properties (see 36 CFR Part 68, 1995). The proposed scope of work includes repairs, replacements, and repainting of various historic structures and elements, including the Well, Horse Barn, Smokehouse, Pump House, Privy, Maid’s House, Summer Kitchen, Horse Ramp, Hide House, Garage, Baptist Church/Visitor’s Center, and Cane Grinder, addressing elements such as roofing, wood components, structural framing, flooring, hardware, ductwork, and finishes to preserve and restore the facilities. The County provided bid packages to the general contractors under Agreement No. 19-7525 on April 2, 2025. The County received quotes back from Capital Contractors, LLC, who submitted a low quote amount of $425,700, and from EBL Partners, LLC who submitted a quote of $436,557.47. Staff is recommending awarding a Purchase Order to low bidder Capital Contractors, LLC, who has successfully completed other similar construction work for the County. In addition to the low base bid amount, staff included an Owner’s Allowance of $49,644.21 that will be included in the Purchase Order. The Owner’s Allowance is not a guaranteed sum to the contractor and will only be utilized through the issuance of a Change Order authorized by Collier County. Performance and Payment Bonds will be obtained from the contractor prior to the issuance of a Notice to Proceed from the County. This item is consistent with the Responsible Governance, Quality of Place, and Infrastructure and Asset Management strategic focus areas of the Collier County Strategic Plan. FISCAL IMPACT: Funds in the amount of $475,344.21 are available in the Main Museum General Repair in Fund (3026) Museum Capital, Project No. 50516. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact. Page 3109 of 3580 SOLICITATION PUBLIC NOTICE REQUEST FOR QUOTE (RFQ): 19-7525 Annual Agreement for General Contractors PROJECT TITLE: Restoration of Historic Structures Immokalee Pioneer Museum POST DATE: April 2, 2025 QUOTE DUE DAY/DATE/TIME: April 30, 2025, at 3:00 PM EST INTRODUCTION As requested by the Facilities Management Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Quote (hereinafter, “RFQ”) with the intent of obtaining bid submittals from interested and qualified vendors in accordance with the terms, conditions and specifications stated or attached. The vendor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. BACKGROUND The Immokalee Pioneer Museum is on the National Register of Historic Places and a locally designated Historic Site. Therefore, all materials calling for compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties must be complied with, and the General Contractor and its subcontractors are a required to comply with the provided scope within the signed and sealed drawings. TERM OF CONTRACT The agreement term, if an award is made, is intended to be for 250 days. Prices shall remain firm for the term of this agreement. Surcharges will not be accepted in conjunction with this agreement, and such charges should be incorporated into the pricing structure. All goods are FOB destination and must be suitably packed and prepared to secure the lowest transportation rates and to comply with all carrier regulations. Risk of loss of any goods sold hereunder shall transfer to the COUNTY at the time and place of delivery; provided that risk of loss prior to actual receipt of the goods by the COUNTY nonetheless remain with VENDOR. DETAILED SCOPE OF WORK General Project Description This project will repair the Immokalee Pioneer Museum located at 1215 Robert’s Ave. W. in Immokalee, Florida. Licensing Requirements An active, builder license in the State of the Florida and Collier County is required to perform this work. Permitting and Notification Requirements Collier County shall pay for all local building permits for the General Contractor, but all trades must pay their fees to the associated agency directly. Site Visit – Existing Conditions The Immokalee Pioneer Museum is open to the public and hours may be obtained online by visiting https://colliermuseums.com/locations/immokalee-pioneer-museum-at-roberts-ranch. All contractors and related subcontractor are welcome to visit the site during normal business hours without advanced notice. General Terms and Conditions It is the responsibility of the Contractor to review the drawings and specifications to accurately bid the work. Underground Utilities Locator – Contractor shall contact Sunshine 811 – Underground Utilities Locator as required by law and coordinate with all utility providers if necessary. All costs shall be included in the bid. Permit Drawings – Collier County is providing professional engineer, signed and sealed, plans which have been provided by Renker Eich Parks Architects. Contractor and Owner-Purchased Materials and/or Equipment – No later than 30 days from commencement of work, the General Contractor shall identify any materials or equipment for the project best purchased utilizing a direct material purchase program if necessary. The County will review the list with the contractor and identify which packages can be purchased directly. The Contractor shall manage this process to ensure the best feasible savings to the project without introducing risk to the project schedule. The Contractor shall route, review, and approve the invoicing from project suppliers for purchase under this program. The contractor shall receive, unload, handle, store, protect and install all materials and items purchased under the program as if purchased by the Contractor themselves. SUPPLY CHAIN SOLUTIONS – The General Contractor shall order all materials and equipment for the project early enough to isolate the project from the supply chain and logistics volatility that exists in the market and is expected to exist potentially throughout the construction phase of the project. The contractor is to include all required storage containers, storage unit costs or holding costs to facilitate the early ordering and delivery of the building components both on and off-site. Collier County will provide payment for stored materials in accordance with all local ordinances and contract requirements with the appropriate insurance and backup documents, subject to approval by Page 3111 of 3580 staff. Project Terms and Conditions 1. Requirements 1.1. All work must comply with Collier County Vertical Standards (CCVS), and the Florida Building Code. 1.2. All work must comply with NFPA 30/30A and 62-762, Florida Administrative Code (FAC). 1.3. Collier County Project Management Platform: The General Contractor shall use Collier County’s project management platform (Procore) and utilize all tools including Requests for Information (RFIs), Submittals, Daily Log, Photos, Drawings, Specification, Meetings, Schedule, Transmittals, Inspections, Incidents, Budget, Documents, and Directory. The GC will be given full access to Procore and will be empowered to manage the RFI and Submittal workflows, document management, drawing meeting management, and all other project management tools to ensure an efficient project. There is no cost to the contractor for the use of this platform. The GC will have the ability to invite subcontractors to the project to ensure full participation, access to the latest drawings, and efficient handling of RFIs and submittals. 1.4. Debris Removal and Disposal. Dispose of debris at a licensed, regulated disposal site. Contractor must provide delivery and disposal receipts to the County. All associated costs shall be included in the bid, and waste removal must be reported within Procore’s Daily Log. 1.5. All work must be performed by qualified employees. Credentials and licensure must be provided prior to commencing work. 1.6. The contractor and their subcontractors are required to comply with County Ordinance 2004-52, as amended. Background checks are valid for five (5) years and the vendor / subcontractor shall be responsible for all associated costs. The cost will be paid for by the Contractor and subcontractor. 1.7. Any infrastructure or site damage caused by Contractor during construction shall be repaired and/or replaced (if necessary) at no cost to the Owner. 1.8. Contractor must comply and maintain all OSHA and Collier County minimum standards as set by the Collier County Environmental Compliance Division. 1.9. Contractors are responsible for reviewing all bid documents and providing qualified responses to be considered. An entry of zero dollars for any bid schedule line item disqualifies the bid. 2. Scope of Work For full details review the bid Specifications, Drawings, and Scope documentation provided (Exhibit M). A summary of the scope is fully available within Exhibit M – Drawings. A summarized list includes treatment of rust on metal rooves, windows and other items, painting, wood slat wall replacement and roof repair on multiple facilities, joint sealant, railing replacement, minor floor replacement, minor rafter and fascia work. For full details, please review Exhibit M drawings. Communication – Contractor Shall: 2.1. Establish a primary contact for the project manager and County’s engineer of record. 2.2. Report daily activities including safety inspections in Procore as provided by Collier County, and work within the Procore system to provide daily activity updates and weekly progress reports as outlined in 1.3. Page 3112 of 3580 Mobilization Requirements: 2.3. Costs for mobilization, labor, and accessory components for successful installation shall be included in this bid. Site Requirements: 2.4. Pioneer Museum must remain operational. GC shall provide clear schedule, which shall require County review and approval, to proceed with work. Any areas that are required to have access temporarily closed, must have approval seven business days in advance. 2.5. All crews working on site are required to check in and out at the Museum Visitor’s Center daily. 2.6. Work hours are Tuesday through Saturday 8:30 am to 4:30 pm unless by prearrangement. County is authorized to approve additional hours which are permit-compliant; however, the Project Manager must review and approve any such requests. 3. Attachments 3.1.
