Agenda 06/24/2025 Item #16F1 (Two Budget Amendments to Reallocate EMS Funds for Medical Stretchers Purchase and Project Alignment (Funds 4050 & 4055))6/24/2025 Item # 16.F.1 ID# 2025-1977 Executive Summary Recommendation to authorize two Budget Amendments. The first reallocates $1,036,561.90 from reserves in Fund EMS (4050) to EMS Capital Fund (4055) to support the purchase of medical stretchers. The second transfers funds remaining in Project 31455 (Fund 4055) in the amount of $622,168.45 to Project 50236 to align with current emergency medical services capital needs. OBJECTIVE: To align EMS with current emergency medical services capital needs to include replacement equipment that has reached its life expectancy. CONSIDERATIONS: As part of its reorganization and growth plans, Collier County EMS is seeking to procure capital equipment to enhance and expand its service capabilities for the community. Collier County EMS has a fleet of ambulances, and each ambulance must be equipped to move patients safely and in compliance with the standards that govern emergency medical services. Pursuant to section eleven, sub-paragraph 11 of the Collier County Ordinance 2017-08, it was determined that it was in the best interest of the County to standardize Stryker Power Pro Ambulance Cots and new power stretchers. On November 14, 2017, item 16E 3, the Board approved this standardization. Stryker has demonstrated their commitment and has facilitated the divisions customization process to comply with mandatory Federal Specification KKK-A 1822 Standards. Equipment previously purchased in tiers through Stryker are being replaced in phases, as they reach their life expectancy, to ensure employee and patient safety. Any equipment that will replace current equipment under the existing Preventative maintenance agreement # 23-005-NS will receive a trade-in credit. Currently, twenty-three (23) stretchers have reached the end of their life expectancy and will be replaced at this time. The cost to replace these stretchers and add seven (7) additional is $1,021,082.50 plus freight costs of $15,479.40. This includes a trade-in credit of $57,500. The County allocated grant funding from the Department of Health’s EMS State Grant for the purchase of 7 ambulances, earmarked to be delivered in December 2025, thus the need for 7 additional stretchers. The division is requesting to purchase these stretchers in FY25 to avoid the price increase of 9% that goes into effect in FY26. When Capital Fund 4055 was created, funds were placed in project 31455; however, an incorrect project number was utilized. The correct capital project number is 50236, so we are proposing to transfer the remaining funds left in project 31455, in the amount of $622,168.45, to project 50236. The transfer aligns the funds with the appropriate project number moving forward, ensuring greater accuracy and transparency in financial reporting. This item is consistent with the Collier County strategic plan objective to support and enhance our commitment to robust public safety services. FISCAL IMPACT: A budget amendment is needed to move $1,036,561.90 out of Reserve for Capital Outlay in EMS Fund 4050 into EMS Capital fund 4055. Additionally, a separate budget amendment to transfer funds from Project 31455 (Fund 4055) in the amount of $622,168.45 to Project 50236 (EMS Equipment) for future capital needs. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact resulting from this action. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires a majority vote for approval. -JAK RECOMMENDATIONS: To authorize a $1,036,5661.90 Budget Amendment to EMS Capital Fund (4055), reallocating reserves to support the purchase of medical stretchers.
