Agenda 06/24/2025 Item #16D7 (First Amendment to Subrecipient Agreement with HELP to Increase CDBG Project Budget and Update Terms (Housing Grant Fund 1835))6/24/2025 Item # 16.D.7 ID# 2025-2096 Executive Summary Recommendation to approve and authorize the Chair to sign the First Amendment to the subrecipient agreement between Collier County and Housing Development Corporation Inc., d/b/a HELP, to amend Community Development Block Grant Agreement #PS24-02 to increase the project budget by $12,326.92, revise grant language, and update County contact information. (Housing Grant Fund 1835) OBJECTIVE: To support low-to moderate-income citizens of Collier County and advance the County’s strategic plan by providing affordable housing opportunities. CONSIDERATIONS: The U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program provides funding for locally identified community needs, including specific programs and infrastructure improvements. Every five years the County is required to submit a Consolidated Plan to HUD outlining the goals and activities to be undertaken with HUD entitlement funds over the five-year period, as well as Annual Action Plans. On June 22, 2021, the Board of County Commissioners (Board) approved the County’s Five-Year Consolidated Plan for the use of entitlement funds for Program Years (PY’s) 2021-2025 (Agenda Item #16.D.7). As part of the County’s 5- year Consolidated Plan, the Community and Human Services (CHS) Division is required to adopt and submit an Annual Action Plan each year. This is the fourth (4th) year of the Five-Year Consolidated Plan. The Annual Action Plan was developed in accordance with the County’s Citizen Participation Plan (CPP). The Board of County Commissioners (Board) approved the Action Plan for Federal Fiscal Year 2024-2025 on July 23, 2024 (Agenda Item #16.D.4) On January 14, 2025 (Agenda Item #16.D.5), the Board approved a substantial amendment to the Annual Action Plan for Federal Fiscal Year 2024-2025 by Resolution 2025-012. This was followed by a second substantial amendment approved on February 11, 2025 (Agenda Item #16.D.6), by Resolution 2025-034. A third amendment was approved on April 8, 2024 (Agenda Item #16.D.5), through Resolution 2025-072 and most recently, on May 13, 2025 (Agenda Item #16.D.5), by Resolution 2025-093. On September 10, 2024 (Agenda Item #16.D.3), the Board of County Commissioners (“Board”) approved the CDBG Subrecipient Agreement with Housing Development Corporation Inc., d/b/a HELP. The agreement established $117,195.00 in funding for staff salaries to support operation of the Home buyer Academy - Housing Navigator program and the execution of fair housing outreach events. HELP has requested additional funding to support the hiring of additional personnel in March. This staff increase is essential to expanding the organization's capacity to serve a growing number of home buyer clients. The proposed First Amendment will revise the agreement by: a) Section 1.1 Grant Special Conditions a. A. to include the Affidavit Regarding Labor and Services (Trafficking) b. D. to include language addressing Conflict of Interest c. Relabeling all remaining paragraphs b) Section 1.2 Project Details: a. A. Project Description/Project Budget: Increase the total Federal Amount $117,195.00 to $129,521.92 to accommodate the increase of additional staff hours. b. C. Performance Deliverable to include Collier County Inventory Tracking Form, Conflict of Interest form and Whistleblower Protections Affidavit c) Section 1.4 Agreement Amount: Increase the total agreement amount from $117,195.00 to $129,521.92. d) Section 1.7 Notices: Update Collier County Grant Coordinator contact information e) Part II Grant Control Requirements: a. Section 2.2 Records and Documentation, Section D. Update public records contact b. This item is consistent with the Collier County strategic plan objective by providing affordable housing opportunities. FISCAL IMPACT: This agreement will increase the subrecipients’ award by $12,326.92 to $129,521.92. The funding for the award is budgeted within Housing Grant Fund (1835), CDBG Project 33915. There is no new fiscal impact on the County. GROWTH MANAGEMENT IMPACT: This item has no impact on the Housing Element of the Growth Management Plan of Collier County.
