Agenda 06/24/2025 Item #16D4 (Budget Amendments for FY25-26 Community Care and Elderly Support Programs Funding (Human Services Grant Fund 1837)))6/24/2025 Item # 16.D.4 ID# 2025-2016 Executive Summary Recommendation to authorize the necessary Budget Amendments to reflect the estimated funding for FY25-26 Community Care for the Elderly, Alzheimer’s Disease Initiative, and Home Care for the Elderly programs, in the amount of $2,518,822; $17,786 in estimated co-payment contributions, and the estimated cash match of $20,000. (Fiscal Impact $2,556,608, Human Services Grant Fund 1837) OBJECTIVE: To provide uninterrupted support services to Collier County Services for Seniors (CCSS) frail, elderly clients through the Community Care for the Elderly (CCE), Alzheimer’s Disease Initiative (ADI), and Home Care for the Elderly (HCE) Grant programs; and support the Quality of Place focus area of the Collier County Strategic Plan by supporting access to health, wellness, and human services. CONSIDERATIONS: CCSS has provided support services to qualified seniors for over forty-five (45) years through CCE, ADI, and HCE Grants. These grants are funded by the Florida Department of Elder Affairs (FDOEA), through the Area Agency on Aging for Southwest Florida Inc. (AAASWFL). The current service funding awards for CCE, ADI, and HCE were approved “After-the-Fact” on September 10, 2024 (Agenda Item #16.D.9). Current funding awards for these programs end on June 30, 2025. Historically, CCSS receives the continuation funding award from the grantor agency during the latter part of June for the upcoming grant cycle. To avoid disruption in services, and ensure compliance with the grant service agreement requirements, the upcoming funding has been estimated based on the FY24 allocation. When final agreements are received, any necessary Budget Amendments to reflect variations in the final allocations will be presented to the Board of County Commissioners (Board). CCSS is also responsible for the collection of client co-payments for the CCE and ADI Grants. Budget Amendments include estimated co-payment goals for CCE and ADI based on prior State Revenue goals, used to support the programs. The CCE co-payments are used to offset the local match requirements. Approval of this item will appropriate a budget to reflect estimated grant funding for FY25 in the amount of $2,518,822. The CCE Grant has a local match requirement of ten percent (10%) in the amount of $140,611 which will be partially met through the co-payments received ($7,704), vendor match contribution ($112,907) and local cash match of ($20,000). ADI has an estimated Co-Pay budget of $10,082, neither ADI nor HCE have matching requirements. The total Co-Pay Estimated budget for CCE and ADI is $17,786. This recommendation supports the Quality of Place focus area of the Collier County Strategic Plan by supporting access to health, wellness, and human services. FISCAL IMPACT: Total program funds are estimated at $2,669,515. Budget Amendments are required to recognize the estimated grant revenue of $2,518,822 for the FY25 CCE, ADI, and HCE Grant programs funded by the DOEA. Budget Amendments are required for CCE and ADI co-payments in the amount of $7,704 and $10,082 respectively. Funding will reside within Human Services Grant Fund (1837) Projects 33939 (ADI), 33940 (CCE), 33941 (HCE), 33625 (ADI Co-Pays), and 33627 (CCE Co-Pays). The CCE Grant has a local match requirement of ten percent (10%) in the amount of $140,611 which will be met through the co-payments received of $7,704, vendor match contribution of $112,907 and local cash match of $20,000. The ADI estimated Co-Pay budget is $10,082, neither ADI nor HCE have matching requirements. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Item.
