VII. Staff Reports
Extended Revenue Report
Andy Miller presented the 2025 Tourist Development Tax Collection Report dated March
31, 2025, which included a bar graph tracking the budgeted collections versus the actual
collections. This years’ numbers versus last year are virtually coincident. The amount
collected is 32.4% above the TDC budgeted amount. In response to question from last
meeting, the 1105 funds’ current balance is $51.3 million plus $1 million that we have built
into our catastrophe reserve for a total of $52.3 million. It does not include the $10 million
loaned to county for athletic facility.

1. ES-Ardaman & Associates – Sediment Testing
• Work Order – Ardaman & Associates
Recommendation to approve a Work Order in the amount of $11,977 to
Ardaman & Associates, Inc. under Contract No. 18-7432-TE for Sediment
Compliance Criteria Testing Service for the Park Shore Beach Renourishment
Project and made a finding that this expenditure promotes tourism. (Fund
1105, Project No. 90067)
Andy Miller: Just finished this project in March and we have some punch list items –
to satisfy our permit requirements, go out and pull samples from the installed material,
get it tested and send it off to FDEP to show them that the material is beach compliant
according to the QAC plan.
Erik Brecknitz made a motion to approve the Work Order as presented for $11,997;
seconded by Dave Trecker; motion carried unanimously.

2. ES-CSA – 2025 Hardbottom Monitoring
• Work Order – CSA – Hardbottom Monitoring
Recommendation to approve a Work Order for CSA Ocean Sciences, Inc. to
continue the required post-construction hardbottom monitoring for the
Collier County Beach Nourishment Project in summer 2025 for time and
materials not to exceed $487,367.52 Tourist Development Tax funds under
Professional Services Agreement No. 22-8015, authorize the Chairman to
execute the Work Order, and made a finding that this item promotes tourism
(Fund 1105, Project No. 90033).
Andy Miller presented a video presentation of the hardbottom monitoring so that the
board would understand the effort involved done during the months of July, August &
September. This report is required by permit. They submit this report to FDEP. On a
schedule they have to have the field work done by September because of the season
and the report must be finished by the end of the year. We are spending some money
here and this year is higher than last year. This year we are anticipating dredges at both
Wiggins Pass and eventually Doctor’s Pass, but also Water Turkey Bay for the MSTU
there and potentially Collier Creek. We went ahead and included those seagrass
surveys in our scope of services which is included in that $500,000. Some discussion
on Collier Creek and Water Turkey Bay – may not be included because waiting on the
permit from the Corp. We have been talking with the Corp and talking with the FDEP
about the realities of seagrass being in Collier Creek in that area, and I want to say that
our hope is that they will agree with us that it is just not the right habitat for seagrass
and the seagrass survey will not be necessary. The other variable is that you have to do
the seagrass surveys not only where you dredge in the vicinity of what they called the
mixing zone, so you know what happens when you dredge you get a plume and if the
plume extends into the areas within Collier Bay that has seagrass, then FDEP is going
to be interested in that. Jetty is included in the project. Erik Brecknitz asked that the
Coastal Engineer in charge of this project come to next meeting to explain what is going
on. Advised that it was an issue with the Army Corp of Engineers and their ability to
process these permits. The Corp recognizes the urgency, but it is a matter of resources.
That’s the bottom line. Further questions regarding how they establish the line along
the beach. We are just there to insure the agencies were complying with our permit and
that any impacts that they do find were minimal or not necessarily related to our project.
If we were not necessarily complicit, we would mitigate damages that are unavoidable.
In fact, I want to say that some of our artificial reefs are a result of some of our
hardbottom mitigation years ago, before I was here.

IX. Old Business
Bob Roth: Update on the Water Quality Committee Meeting
Two Thursdays ago, we had a meeting of the sub-committee of this committee on water
quality, attended by Linda Penniman and myself with people from Seagate and Naples Cay.
Purpose: Bringing back to the board that a lot of this discussion was related to Pelican Bay
Service Division and how it manages the Clam Bay Estuary and the concerns that the non-
Pelican Bay residents in Seagate and Naples Cay and other areas nearby have about the
attention that is given down below to the Outer Clam Bay or lower. There was a discussion
by the Board of County Commissioners indicating there should be a Clam Bay Advisory
Committee made up of various stakeholders outside of the Pelican Bay Services. To the
extent that we can support the notion that there be a Clam Bay Advisory Committee
created, somehow through the county, we thought it would be a great idea to bring to this
board and maybe this board can recommend it to go to the Board of County
Commissioners. Dave Trecker stated that it is absolutely essential to get input from
Services Division because they are running it and they were not present at the meeting. He
can get word to them about future meetings. Roth requests another committee meeting in
May to include Services Division. Andy Miller agreed to coordinate.
XI. Committee Member Discussion
Bob Roth: Invite Wanda Watkins to speak at next meeting
At the last committee meeting that Wanda Watkins from Collier County Pollution Control
had given a presentation of the fiscal year 2023 water report to Big Cypress. Reminder
that Wanda Watkins was going to be invited, and Andy Miller was going to invite her. Andy
agreed to put her on the agenda for the next meeting.
Erik Brecknitz: Coastal Engineer on Collier Creek at next meeting
I really would like to have an opportunity to have the board hear from the Coastal Engineer
and see exactly where we are with the Army Corps. Andy Miller agreed to make sure he
is available for the next meeting or someone from his staff is available.
Joe Burke: Discussions on meetings for July and August – advised from Miller that it will
be slow months, so nothing on that agenda other than two potential renourishment projects
which were approved by Board of County Commissioners on Tuesday: Vanderbilt Pelican
Bay Beach Renourishment and Naples Beach Renourishment. We will fast-track design
for those. Have until November 1 to do these projects. We may need to have a meeting to
approve moving forward on one or both projects.

EXECUTIVE SUMMARY
Recommendation to approve Tourist Development Tax Fund 1105 funding in the amount of
$575,073 for reimbursement of the costs to restore the beach sand berm of the Tigertail / Sand
Dollar Island spit in Northwestern Marco Island resulting from impacts of Tropical Storm Debby
and Hurricanes Helene and Milton, authorize the Chairman to execute a Tourist Development Tax
Funding Agreement, authorize the necessary budget amendment and make a finding that this
expenditure promotes tourism.

OBJECTIVE: Approve the City of Marco Island’s request for reimbursement for restoring the
Tigertail/Sand Dollar Island beach.
CONSIDERATIONS: Tigertail Lagoon/Sand Dollar Island is a beach sand spit in northwestern Marco
Island and is part of a valuable ecosystem which includes recreational assets and tourist attractions. The
project in its entirety is located on public beach and wetland areas designated as Critical Wildlife Area by
the State of Florida and can only be accessed by land through Collier County Tigertail Beach Park at the
south part of the system. The project is in the public interest providing environmental, social and
economic benefits and storm protection.
The Tigertail Lagoon and Sand Dollar Island ecosystem is a protected natural preserve and a Critical
Wildlife Area that provides valuable habitat for a variety of birds, sea turtles, manatees, and seagrasses.
Tigertail Lagoon and Sand Dollar Island are also valuable Marco Island recreational resources for
residents and tourists for birding, fishing, kayaking, paddle boarding, kitesurfing, and, on the northern
half, boating. The ecosystem is accessed by the public via Collier County’s Tigertail Beach Park at the
southern end of the lagoon and via boat at the northern end of the lagoon. Tigertail Beach is one of 510
points on the Great Florida Birding and Wildlife Trail and is considered one of the best all-around birding
spots in southwest Florida. Reader’s Digest named this area as one of the “15 Best Beaches in Florida
Locals Want to Keep Secret.” The County Park is one of only three public beach access points on Marco
Island and receives over 200,000 visitors annually. It has a relatively large public parking area,
playground, and bathrooms. A shuttle bus runs from some hotels to the park. Private, rental, and
commercial tourist boats access the lagoon from its northern entrance. The Tigertail Lagoon and Sand
Dollar Island system was impacted by Hurricane Irma in 2017 and was evolving toward closure when it
was further impacted by Hurricane Ian in September 2022. Tropical Storm Debby and Hurricanes
Helene and Milton in 2024 produced storm surge that resulted in migration of the sand on the spit and
several breaches severing the spit’s connection to Tigertail Beach.
The City of Marco Island and Collier County funded the initial ecosystem restoration project in
2022-2023 which included restoration of the collapsing part of Sand Dollar Island and lagoon with
approximately 500,000 cubic yards of sand sourced from shoaling areas within the system and authorized
nearshore borrow areas. The project also restored wetland areas and tidal flow to the south part of
Tigertail Lagoon, improving water quality and maintaining environmental habitats and recreational
benefits. The City of Marco conducts all the necessary project management, biological and physical
monitoring, and maintenance required for permit compliance.
In spring, 2024, the City of Marco Island reached agreement with the County on a shared management
plan for the northwest portion of Marco Island. There were several elements in this plan. As part of this
management plan, the City and the County would work together to perform biennial pre-planned
maintenance for the Tigertail Lagoon/Sand Dollar Island area. The City would manage the overall project
and fund all state and federal permit management and compliance activities, while the County would fund

the biennial maintenance to recycle sand from the authorized sand trap at the tip of Sand Dollar Island and
place the sand to restore vulnerable areas of the beach berm. The limited sand recycling to maintain the
integrity of the beach berm was planned for approximately 40,000 cubic yards at a 2 -year cycle using
mechanical equipment and completed outside of bird and sea turtle nesting seasons. This 2024 regular
maintenance funding was approved by the TDC last spring but was part of the construction work that
Earth Tech Enterprises began in late November, 2024 and completed in February, 2025
In the summer of 2024, Marco Island was hit by an unprecedented series of named tropical storm events,
tropical storm Debby, hurricane Helene, and hurricane Milton. These storms caused tens of millions of
dollars of damage to the Collier County shoreline. On Marco Island, a large breach formed in the Sand
Dollar spit. South of the breach, the spit collapsed on the mangrove shoreline, effectively closing off tidal
flow to the southern portion of Tigertail Lagoon by the County Park and causing mangrove damage on
the inner shoreline from storm surge and sand over wash. Without maintenance in this area, the beautiful
two-mile Sand Dollar spit, the scenic lagoon, and associated natural resources would be gone. The
southern lagoon would be a landlocked pond, the Sand Dollar spit would no longer exist, and its remains
would be an island that would erode and diminish over time. The inner shoreline would also erode and the
entire Tigertail area of Marco Island would be increasingly vulnerable to storm surge and damage without
the multi-tier protection of the Sand Dollar spit, the lagoon, and the mangrove shoreline.
The City of Marco Island, through the City’s state and federal permits that allow maintenance of the
Tigertail Lagoon/Sand Dollar Island area, and the State of Florida’s emergency order for Hurricanes
Milton and Helene, took quick action to restore last summer’s hurricane damage. As Earth Tech
Enterprises was already planned to be on site for regular maintenance, they were given additional tasks on
a time and materials basis to complete the hurricane restoration work. The work included closure of the
breach and restoration of the 2-mile Sand Dollar spit and beach berm, restoration of the tidal flow channel
to the southern lagoon by the County Park, excavation of the sand on the mangrove shoreline and rinsing
the sand from the mangrove roots, and providing 8 acres of bird nesting area at the northern section of the
Sand Dollar spit. Beach conditions will be reassessed prior to turtle nesting season and any required
action taken to ensure permit compliance for sea turtle nesting
Ongoing beach restoration is a critical program for all coastal communities and barrier islands such as
Marco Island. Due to the unique design of the Tigertail Lagoon/Sand Dollar Island restoration project, the
contractor was able to recycle sand from the growing northern tip of Sand Dollar Island and reuse the
sand that was over washed into the lagoon, all by mechanical means. The largest costs of beach
restoration are hydraulic dredge mobilization and offsite sand acquisition. As this restoration did not
require these costly items, it is being done at an approximate cost of $5 per cubic yard versus $50+ per
cubic yard elsewhere in Collier County and in coastal counties to the north. The Tigertail Lagoon/Sand
Dollar Island hurricane restoration cost is $575,073 ($552,255 in construction costs and $22,818 in
professional services) compared with $7M to $52M in other areas.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related
to this action.
ADVISORY COMMITTEE RECOMMENDATIONS: This item will be presented to the Coastal
Advisory Committee (CAC) on May 8, 2025, and the Tourist Development Council (TDC) on May 20,
2025.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote

STAFF RECOMMENDATION: Collier County’s Coastal Zone staff has reviewed and supports the
request as it pertains to the maintenance of the flow channel to Tigertail Lagoon.
FISCAL IMPACT: Funding in the amount of $575,073.00 will be requested and budgeted for Fiscal
Year 2025 within the TDC Beach Renourishment Fund (1105), Tigertail Lagoon Project (90007). The
source of funding is the Tourist Development Tax.
RECOMMENDATION: To approve Tourist Development Tax Fund 1105 funding in the amount of
$575,073 for maintenance of the Tigertail Lagoon / Sand Dollar Island Ecosystem Restoration Project,
authorize the Chair to execute a Tourist Development Tax Funding Agreement, authorize the necessary
budget amendment and make a finding that this expenditure promotes tourism.

I walk on Tigertail/Sand Dollar every day and have done so for the past 26 years that I have been a resident on
Marco Island, in the Tigertail area. I have been extremely distressed by the ongoing project out there that has
destroyed habitat and, I believe, actually put some residences in Tigertail area in greater danger of flooding while
doing really nothing to protect Hideaway. Friends who live in Hideaway had flooding in their house from Milton,
which occurred after this project. The flooding at Tigertail “Beach” and beyond the beach area is now worse than
ever during king tides and storms. Standing water remains for months under the boardwalks to Tigertail. That did
NOT occur prior to this project.
On my daily walks, I meet many people who feel the same as I do and are quite upset about what this project has
done.
I cannot believe we are wasting county bed tax dollars on this hapless project that just will require more and more
money and continue to destroy habitat. There are so many more worthwhile projects that bed tax dollars could be
used for. PLEASE STOP FUNDING THIS PROJECT.

Hello my name is Rhonda Marsh 1230 Marlin Ct, Marco Island and am writing to you in
hopes that the CAC NOT recommend funding the reimbursement request from the City (on
behalf of the Hideaway Beach Special Tax District) for the Hideaway berm project. This
project offers no material benefit to visitors at Hideaway Beach County Park and is a non-
sustainable project on environmental grounds and financial grounds.

Dear Mr. Miller,
I have been a full-time resident of Marco Island for nearly a
decade and was a visitor for nearly a decade before relocating
with school age children. They have grown up enjoying the
beautiful beaches of Collier County and its treasured wildlife.
I may not be an engineer but I feel strongly that this ongoing
project is harmful to the environment and also a huge waste of
money. I do not believe that the CAC should recommend funding
the reimbursement request for the city of Marco Island on
behalf of the Hideaway Beach Special Tax District. This so-
called berm project offers no material benefit to the visitors
and it's non-sustainable as seen last year. This scenario will
replay over and over again until people wisen up to the fact
that piling sand up in this area is not beneficial to anyone,
residents, visitors and especially the wildlife.

Good Morning;
Regarding the Tigertail berm and the tabling until a future meeting, i'd still like to provide the materials to the
Committee I would have liked to discuss had our tentative discussion actually occurred . This way, the members
will have time to consider the material and individually they can ask me any questions regarding the material in
plenty of time.
i realize these are relatively lengthy documents, and it might be better to distribute in electronic format, if that's
acceptable. I intend to post these to Google Drive and i will provide links for those who wish to access them in such
a fashion if that's preferable.
I still intend to attend Thursday's meeting and will register for 3 minutes of public comment. Obviously, this is too
short of a time to discuss the content, but I'd like for the Committee to be able to put a face to the name and to
thank them for taking the time to read my previous submission.

Having watched the CAC discussion of my previous letter, I must say that I'm a little disappointed not to have the opportunity to present to the CAC,
especially since the Humiston & Moore / City proposal has more than doubled , from $ 225,000 to in excess of half a million dollars.
Watching the CAC discussion in the February meeting, it is obvious that the Committee has been fed, in my opinion, highly misleading information as to the
nature of the project. And, I ask rhetorically, what is the County doing, putting half a million dollars into a project that doesn't positively impact a County
beach and hasn't benefitted a County facility (Tigertail park) one dime? I have taken the liberty of attaching one photograph, below. This is the state of the
"beach" at the County park , which had been used by Earthwerks as a staging area over the past three months. This was taken on Feb 25, three days after
after Earthwerks wrapped up their operations on February 22. No TDC funds went to clean up afterwards, apparently.
Then I shall have to prepare a handout and ask you to circulate to the CAC members beforehand. there's little point me presenting after Mohamed and
Marco staff have made their presentation. I'm not familiar with the format of the CAC meetings and how 'official' their rules of order might be. I doubt that
questions from the audience would be welcomed by the presenters.
If this seems like a 'rant' , then please understand this is no way intended to be targeted at you personally. I moved to Marco Island for, among other
reasons, the Tigertail Critical Wildlife Area , with its bounty of estuary life, nesting sea birds, mangroves and nesting sea turtles. All this, found in an urban
setting . This is all gone now, along with the mangroves that held it all together. Lost under a mound of sand pushed into piles and largely paid for with tax
money intended for the promotion of tourism. In fact this project has chased away the many birding tourists who used to come to Marco.
I'll put all this in document for the Committee and ask you to put it in their 'packet' for the next meeting. would that be acceptable ?

Thanks for your guidance on getting the recording of the CAC meeting , held either last Feb 12 or Feb 13. I did have the opportunity to watch and was
interested in the responses of various members to my correspondence.
There was some discussion of a future attendance of Dr. Dabees from Humiston-Moore and myself, but it wasn't clear to me that there was an action item
coming out of that discussion. I have cleared my calendar for March 13, and intend to be there.
I understand the desire of the Committee to hear from "both sides". But are you aware whether or not Dr. Dabees or another representative will attend? I
want to be properly prepared, which means I would like to prepare slides and notes, but if the other side is not represented and there is a reluctance to hear
me because of that, then I'd appreciate being advised.
If not in March , then I will not be able to attend at a later date , at least until June. If this is the case then I shall prepare notes and send them to you, and ask
you to add to the 'packet' for the next meeting. My aim is to address the salient points raised in the recording, and to clarify what appear to be some
misunderstandings. As it turns out, the "ask" of the County for reimbursement following the recent completion of 'repairs' appears to have risen from an
original ask in the region of $225,000 to a higher amount in excess of $500,000. I would respectfully suggest that the Committee needs to hear both sides
prior to consideration of any such request.
So, please advise at your convenience.

I kindly ask that you cease funding the futile and money wasting “berm” project on what is
know as Sand Dollar. As a resident of Marco Island, I am distressed by this futile project that
has wasted tourist tax dollars and, with each “restoration”, destroys more habitat. Surely there
are more positive projects that tourist tax dollars can support.
