Justin Rodriguez, Advanced Structural Builders Inc. – Review of Experience: Michael Bogert: • Mr. Rodriguez is a current Collier County license holder of a masonry license issuance 201-700-000464 and a concrete forming and placing contractor with issuance 201-70000742 for Advance Structural Builders, Inc. • He is also a current Collier County license holder of a tile and marble license issuance 201-700004684. JM Tile and Marlowe Inc. • As a part of the application process for the issuance of a registered building contractor license, Mr. Rodriguez was required to submit documentation showing his experience. As part of the review process by staff, Mr. Rodriguez has submitted the following verification of experience documents. • A review of these documents shows the verification of construction experience submitted by George Sertopoulos, President for Contractor Works, Inc. • A state certified building contractor with licensed CBC 1253894. • Dates of appointment are from June 2017 through present. • Scope of work is listed as new residential construction and supervision of single- family homes up to three stories, commercial buildings with masonry walls up to three stories. Renovate and remodel of homes to give larger living space. • A notarized letter of recommendation submitted by Francisco Trevino; President of Trevino Contracting Corp. State certified building contractor with license CBC 1- 259-363. • Dates of employment are listed as several projects over the years. • Scope of work is working on masonry walls, trusses, elevated slabs, formwork for structural reinforced concrete, steel rebar, rebar ties, variety of lumber, concrete, wire mesh concrete, epoxy, precast headers and corrugated steel. • An additional notarized letter recommendation submitted by Cody Singletary, President for CKS Contracting License CBC 1265130. • Dates of employment are listed as working with Justin Rodriguez for a couple years on a number of projects. • Scope of work is listed as the ability to manage various construction projects from inception to completion. • A notarized letter of recommendation submitted by Jesus Blanco, project manager for CKS Contracting. No dates of employment were furnished. • Scope of work is interior masonry block, exterior brick masonry backup walls, and concrete forming and placing. • Based on the information received, it is staff's opinion that Mr. Rodriguez does not meet the minimum requirements as set forth in the Collier County code of laws and May 21, 2025 Page 4 Ordinances, Section 22 183A1 and 22 183B1 as it relates to experience and time required in the trade under section 22162. Registered building contractor. • Mr. Rodriguez is being referred to the Board under section 22.184 b. Referral of application to the contractor's licensing board for decision. Terry Jerulle • Do you know what a shear wall is? • Do you know what post tension is? • Do you know what Epicore is? Mr. Rodriguez: Answered no to these questions. Is there a way I can just withdraw? Because I'm just really nervous, to be honest with you. C. Jorge Diaz, Gonzales Painting – Credit Review Michael Bogert: • Jorge Lionel Diaz Gonzalez has submitted an application for the issuance of a license as a painting contractor which requires 24 months of experience. As part of the application process for the issuance of a painting contractor license, Mr. Gonzalez was required to submit documentation shown his experience. • As part of the review process by staff, Mr. Gonzalez has submitted the following verification of experience documents. • A review of these documents shows the verification and construction experience submitted by Federico Morales, owner and qualifier for AM Prestige Painting, Inc. Collier County Painting Contractor with issuance 2011-0001-1168. • Dates of employment are from June 5, 2019, through November 4, 2021. • Mr. Gonzalez listed duties pertain to leadership and oversight rather than skilled trade performance. • Verification of construction experience submitted by Yasmani Hernandez, owner of Spartan Concrete, Inc. An unlicensed business entity. • Dates of appointment are listed as November 5, 2021, to June 6, 2023. • Mr. Gonzalez listed duties pertain to leadership and oversight rather than skilled trade performance. • Verification of construction experience submitted by Alejandro Avila, owner and qualifier of Camo Construction Design, Inc. A state certified building contractor with licensed CBC 1266621. • Dates of employment are listed as March 4, 2024, to present. • Mr. Gonzalez listed duties are that he worked on interior, exterior, residential and commercial projects with multiple painting techniques that include roller painting May 21, 2025 Page 5 and spray painting. Based on the information received, it is staff's opinion that Mr. Gonzalez does not meet the minimum requirements as set forth in the Collier County Code of Laws and Ordinances 22183A1 and 22183B. Mr. Gonzalez is being referred to the board under section 22, 184B. Referral of application to the contractor's licensing Board for decision. Terry Jerulle: I'm doing a luxury home downtown Naples, and I call you up and say, I just finished the stucco today. I want you to go there tomorrow and put elastomeric paint on there. Tell me what your process is. Mr. Gonzalez was unable to describe the process. Stephen Jaron: It sounds like you've got some experience painting, maybe mostly interior painting experience, but to get a painting license, you need to have the full range of painting experience. I think a good idea would probably be to get some more experience. Chairman Allen: Do you want to withdraw your application? Mr. Gonzalez: Yes, I withdraw. D. Darin Garard, Gerard Asphalt LLC – Review of Experience Not present E. Ryan Michael Randolph, Randolph’s Land Solutions LLC – Review of Experience Michael Bogert: • Mr. Randolph has submitted an application for the issuance of a license as an excavation contractor, which requires 36 months of experience. As part of the application process for the issuance of an excavation contractor license, Mr. Randolph was required to submit documentation shown his experience as a part of the review process by staff. Mr. Randolph has submitted the following verification of experience documents. • A review of these documents shows the verification of construction experience submitted by Nick Cristaldi, owner for Property Services, LLC and unlicensed business entity. • Dates of employment are listed as 2021 to through present. • Scope of work is operating a skid steer and excavator with precision. May 21, 2025 Page 6 • Verification of construction experience submitted by Nora Billheimer, owner of Specialized Equipment of Southwest Florida LLC, an unlicensed business entity. • Dates of employment are listed as March 2023 to present. • Scope of work, runs, operates, maintains equipment, including transportation as needed. Verification of construction experience submitted by Ellen Goetz, owner and landscape architect, License holder of Goetz and Stropes Landscape Architects, Inc. License LA00001152. • Dates of employment are listed as periodically from 2018 through 2024. • Mr. Randolph's listed duties are excavation, landscape and irrigation. • There's a notarized letter of construction experience submitted by Chad Davis, owner of Davis, Bobcat and Septic, an unlicensed dissolved entity. • Dates of employment are listed from 2003 through 2006. • Scope of work was that he installed septic systems using an excavator, and he also graded land. • Another notarized letter of construction experience submitted by Zachary Radford of Robert Wilson Landscape and Hauling in North Carolina entity with under unknown licensure. • Date of employments are listed as 2012 through 2015. • Scope of work was clearing land, trenching irrigation, and installing culverts for water mitigation. And finally, a notarized letter of construction experience submitted By Daniel Brooks, Jr. • Panther Run Golf Club superintendent. • Dates of employment are listed as February 26, 2024 to present. • Scope of work is operating heavy machinery, site preparation, excavation, land clearing, grading and drainage work. Based on the information received, it is staff's opinion that Mr. • Randolph does not meet the minimum requirements as set forth in the Collier County code of laws and Ordinances, Section 22183 and 22183, as it relates to experience and time required in the trade under section 22162, excavation contractor. Because Mr. Randolph does not meet the requirements for experience, Mr. Randolph is being referred to the Board under section 22 184B for decision. Mr. Randolph: I'm in pursuit of an excavation contractor's license for grubbing clearing land, you know, legally. So that's kind of why I'm here today, is to, you know, progress my business and into that market. I did the excavation test, but I have that book and I refer to that as. Terry Jerulle: I don't know that you have the experience for the whole license. May 21, 2025 Page 7 Michael Bogert: We can restrict the license for no canals, lakes, levees, things of that nature. Chairman Allen: motioned to approve a license subject to a 12 month probationary period and limit it to clearing and grubbing Matthew Nolton: seconded; Motion passed 8-0 F. Suzette Carolina Valesquez Martinez, All Naples Renovations LLC – Review of Experience Michael Bogert: • Ms. Valesquez has submitted an application for the issuance of a license as a registered residential contractor, which requires 48 months of experience. • As part of the application process for the issuance of a registered residential contractor license, Ms. Velazquez was required to submit documentation showing her experience. • As part of the review process by staff, Ms. Velazquez has submitted the following verification of experience documents. • A review of these documents shows the verification of construction experience. • Submitted by Felix Guerra, president and qualifier for AA Masters Construction Development and Engineering Group Corp. License CGC 1525211. • Dates of employment are listed as 2021 to present. • Scope of work is remodels, flooring, painting and managing new construction or remodels. • There are a couple other letters of recommendation as well that do not indicate any trade experience. • Based on the information received, it is staff's opinion that Ms. Velasquez does not meet the minimum requirements as set forth in the Collier County Code of Laws and Ordinances, Section22183A1 and 22, 183 as it relates to experience and time required in the trade under section 22162. Registered residential contractor. • Because Ms. Velasquez does not meet the requirements under the Collier County Code of Laws and ordinances for experience, Ms. Velasquez is being referred to the Board under section 22184 referral of application to the Contractor's Licensing Board for decision. Kyle Lantz: How would you know if a wall is a structural wall versus a non- structural wall? Now you don't have to give me a foolproof answer but 80% of the time structural walls have certain characteristics that non-structural walls don't. OLD BUSINESS A. Yoan Gerson Leon Gonzalez, Joan Residential & Commercial Painting, LLC - Probation Review of Credit - Absent Chairman Allen: motioned to suspend his license Matthew Nolton: seconded; Motion passed 8-0 B. Christian Escobar, Just Like New Services Inc. – Probation Review – Credit Ryan Cathay: • In that agenda we have the passport order along with an email that he had sent with some updates addressing his credit. I also have an additional email that I received the other day from him that He's out of town up north and not able to attend. • But he did provide an update which is in your packet along with an additional email today. If you want to read what he had sent, I can put that up for you. Kyle Lantz: • So this is a complaint that I think I've brought up multiple times whenever we have these credit review issues is we have an order of the Board, which is great, and it says your credit has to come up and you have to give us a pay plan or whatever. And then a year later we were showing this order to the B • Board, but I don't know what the hell this means. I don't know what the guy's credit was a year ago. We Used to get their credit reports a year ago. If they came in after 90 days and they give a plan that says this is what we're going to do to pay it off and we're not seeing what these plans are. • So it's very difficult for me to say, hey, I think this guy is doing what he said he's going to do. I think this guy's not doing better, you better than he said he's going to do. I think his credit is better than it was or it's worse than it was. If they, I mean, just about every one of these have had. You have to give us a plan in 90 days and now we're a year later. May 21, 2025 Page 9 • Well, how do we know if they're following the plan if we can't see the claim? So I think it's a. We're getting screwed out of the deal by staff on this, on all of these. And I hate to sell anybody out, but for us to make an informed decision, we got to have some information. Michael Bogert: I think the way that these are getting tiered out, I think we're putting follow up some a year later when we're looking for the updated credit reports. But I don't think we're finding the, you know, the 90 day payment plans per se. I know conversations happen along those timeframes, but we have to hold them a little bit a lot more accountable for those 90 days. Patrick Neale: I would suggest the Board suspend his license because he's in violation of probation. He hasn't provided the 90-day report, hasn't done anything in six months, hasn't provided a credit report showing he's over 660. Chairman Allen: motioned to suspend his license Matthew Nolton: seconded; Motion passed 8-0 C. Grant M. Wark , Wark Enterprise LLC (DBA) Wark Painting – Probation Review - Credit Michael Bogert: • He was here last month and the board had requested he showed up in 30 days with the payment plan. I believe it is in the packet. • He has shown some indication of payment plans and some payments possibly even being made or going out at least June 1st. Chairman Allen: Okay, so the credit score is still 563. Chairman Allen: motioned to continue his probation for another 6 months Richard Joslin: seconded; Motion passed 8-0 10.
