(Fund 1841, Project 60253) OBJECTIVE: To construct shoulder improvements consisting of widening the existing lanes from 10' to 12' and adding 5' paved shoulders on Immokalee Rd (CR 846) from west of Bridge No. 034832 to east of Bridge No. 034832. CONSIDERATIONS: On March 14, 2023, the Board of County Commissioners (the "Board"), approved the electronic submission of a Small County Outreach Program grant application with FDOT to fund a paved shoulder project to improve safety on a segment of Immokalee Road. The County was notified of the $985,275.00 award in August 2023. This project widens existing lanes and creates paved shoulders. The entire widening project of Immokalee Road (CR 846) from SR 29 east to County Line Road is approximately 8.6 miles, and the current estimated cost is $12,000,000. The County is pursuing a multi-year project to make these improvements, as this grant funding source is limited to less than $1,000,000 per year. This is the third phase of the project, and the estimated cost for construction is approximately $1,000,000. This item is consistent with the Collier County Strategic Plan's objective of designing and maintaining an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. FISCAL IMPACT: A budget amendment is required to recognize grant revenue in the amount of $985,275.00 in Transportation Grant Fund 1841, Project 60253. The grant funding source is the Florida Department of Transportation (FDOT) via the Small County Outreach Program. This grant does not require a local match. GROWTH MANAGEMENT IMPACT: These improvements are consistent with the Growth Management Plan Transportation Element, specifically Section B - Intermodal & Multi-modal Transportation, (1) Non-Motorized Travel, Objective 4, Policy 4.2, Policy 4.4, Policy 4.5, Policy 4.6, and Policy 4.8. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality and requires majority vote for approval. -JAK RECOMMENDATIONS: To approve and authorize the Chairman to sign a Small County Outreach Program (SCOP) State-Funded Grant Agreement with the Florida Department of Transportation (FDOT) reimbursing Collier County up to $985,275.00 to construct paved shoulders and widen travel lanes on Immokalee Road (CR 846) from west of Bridge No. 034832 to east of Bridge No. 034832; to execute a Resolution memorializing the Board’s action; and authorize all necessary Budget Amendments.
