Executive Summary
Recommendation to approve the release of a code enforcement lien with an accrued value of $60,900 for a reduced
payment of $18,842.60 in the code enforcement action titled Board of County Commissioners vs. Dahinet Varona, in
Special Magistrate Case No. CENA20220009117, relating to property located at 171 14th St. SE, Collier County,
Florida.
OBJECTIVE: For the Board of County Commissioners to accept an offer to release a code enforcement lien with an
accrued value of $60,900 for a reduced payment of $18,842.60 in relation to Special Magistrate Case No.
CENA20220009117.
CONSIDERATIONS: In Case No. CENA20220009117, the Special Magistrate ordered the imposition of a lien against
property located at 171 14th ST SE, Collier County, and owned by Dahinet Varona. The violations consisted of outside
storage and/or litter consisting of, but not limited to, wood, appliances, metals, furniture, and plastics in a zoning district
where such storage is not permitted. The lien was recorded in the Official Records on March 15, 2024, at O.R. Book
6339, Pages 1372-1374, for the amount of $24,523.45. Fines continued to accrue for 609 days ($100 per day from July
3, 2023, through March 2, 2025), totaling $60,900. The owner brought the property into compliance on March 2, 2025.
Pursuant to Resolution No. 2023-90, a request for a reduction of fines may be considered when payment of the lien
would impose severe financial hardship on the owner. Dahinet Varona states that her health and financial issues delayed
her ability to abate the violation. Over the past nine months, Ms. Varona has worked diligently to remove debris and
clean up the property. The property is being actively maintained, and the owner is offering to pay $18,842.60 to settle
$60,900 in accrued fines. The payment of $18,842.60 is ten percent of the Collier County Property Appraiser’s Assessed
Value of $188,426 and meets the criteria outlined in Resolution 2023-90. There are currently no known violations on the
property.
This item is consistent with the Collier County strategic plan objective to preserve and enhance the character of our
community.
FISCAL IMPACT: Acceptance of a payment of $18,842.60 to settle the lien will correlate to what is outlined in Collier
County Resolution 2023-90.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: The County Attorney’s Office has reviewed this item and approved it as to form and
legality. Majority support is required for approval. This item conforms to the Board’s policy contained in Resolution
2023-90. RTT
RECOMMENDATIONS: To approve the recommended reduction of fines in the amount of $42,057.40, accept the
$18,842.60 payment, release the lien, and authorize the Chairman to sign the attached release and satisfaction of lien for
recording in the Official Public Records.

The lien was recorded on March 15, 2024, in Official Records Book 6339, Pages ,1372-1374, in
the Official Records of Collier County, State of Florida. The lien secures the principal sum of
twenty-four thousand five hundred twenty{hree dollars and forty-five cents (924,523.45), plus
accrued interest and penalties, if any, and imposes certain obligations against real property
situated in Collier County, Florida.
Collier County, a political subdivision of the State of Florida, by execution of this Release and
Satisfaction of Lien, acknowledges payment as approved by the Board of County Commissioners
as satisfaction of the lien and hereby cancels and releases said lien.
