Surcharge materials were brought into the hangar site in March of 2024 and were then irrigated to provide the maximum weight for compaction. Initial calculations had indicated that the compaction function of the surcharge material would be achieved in late June 2024. however,periodic testing showed that the southwest quadrant's density remained less that optimal until late August 2024. On August 26,2024,the surcharge materials were scheduled for removal and work resumed on the hangars site for the foundation and floor slab. In addition, Hurricanes Helene and Milton wreaked havoc on the hangar site causing delays and the need to rework the hangar site. Lastly,changes in the local fire code, Collier County Local Directive(Bulletin 24)in early 2023 during the bidding of the hangar project, required that the fire alarm equipment be in a climate-controlled environment The hangar is mechanically vented for airflow but is not heated or cooled by use of HVAC equipment The change in the code requires an insulated enclosure to maintain the temperatures and the humidity level for the electronic fire alarm equipment.A change order is being issued to address this. Due to these delays. Collier County Airport Authority is requesting an extension to December31,2025. G2861, WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION UPON BOARD APPROVAL WHEREAS, the Collier County Airport Authority has the authority to enter into the attached agreement with the Florida Department of Transportation to undertake projects as authorized by Chapter 332, Florida Statutes, and Section 12-60 of the Florida Administrative Code, and Ordinance 2004-03. WHEREAS, on June 28, 2022, the Board approved a Public Transportation Grant Agreement (the "Agreement") with the State of Florida Department of Transportation (FDOT), entered into and executed on August 22, 2022, wherein FDOT will reimburse Collier County up to $9,511 for the design of the county-owned bulk aircraft storage hangar at the Marco Island Executive Airport (MKY). (FPN 4507668-1-94-01); and WHEREAS, on September 26, 2023, the Board approved Amendment No. 1 to the Agreement increasing FDOT's participation by$1,097,962 for the construction of the project; and WHEREAS, FDOT is willing to amend the Agreement to extend the end date from June 30, 2025 to December 31, 2025; and WHEREAS, the Collier County Board of Commissioners finds that the Agreement is in the public interest and benefits the citizens of Collier County. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that: 1. The Board of County Commissioners approves and authorizes its Chairman to sign Amendment No. 2 to the Agreement (FPN 450766-1-94-01, Contract No. G2861). 2. The Collier County Clerk is directed to forward a certified copy of this Resolution along with the Supplemental Agreement for execution by FDOT. 3.
