Agenda 05/27/2025 Item #16G 3 (Reallocate and transfer capital funds in the amount of $108,815.40 to rehabilitate and repair the exterior of six fuel storage tanks at the Marco Island Executive Airport)5/27/2025 Item # 16.G.3 ID# 2025-1396 Executive Summary Recommendation to authorize Budget Amendments to reallocate and transfer capital funds in the amount of $108,815.40 to rehabilitate and repair the exterior of six fuel storage tanks at the Marco Island Executive Airport (MKY) to meet Florida Department of Environmental Protection (FDEP) requirements. (Airport Capital Fund 4091) OBJECTIVE: To facilitate exterior sealing & painting repairs and various replacement parts to six (6) fuel storage tanks at the Marco Island Executive Airport (MKY) to address the FDEP annual inspection results. CONSIDERATIONS: In December 2024, the Florida Department of Environmental Protection (FDEP) performed an annual inspection of the fuel storage tanks at the Marco Island Executive Airport. In this inspection it was determined that overall rust and corrosion due to the tank’s proximity to the saltwater environment has evolved beyond the point where in-house preventative efforts are adequate to slow the damage. A professional-level project involving the stripping of all rust and paint, followed by a chemical treatment and sealing, and then a complete re-painting using Epoxy and Urethane with new regulatory decals is required on six fuel storage tanks and the connective piping. A proposal was provided by Service Contracting Solutions (SCS) of Ft. Myers, Florida for completing the scope of work required by FDEP on the six fuel storage tanks at the Marco Island Executive Airport in the amount of $108,815.40. This item is consistent with the Collier County Strategic Plan with a focus on Infrastructure and Asset Management and Community Development by continuing to provide continuous maintenance on the Airport's strategic infrastructure assets. By extending & maximizing the useful life of the fuel tanks at Marco Island Executive Airport, we will help protect future revenues, therefore promoting fiscal stewardship and maintaining self-sustaining airports. FISCAL IMPACT: The total cost of maintenance for the fuel storage tanks at MKY is $108,815.40. Budget amendments in the amount of $108,815.40 are required to transfer funding from Airport Capital Fund (4091), Project 33605, to the Airport Operating Fund (4090). Source of funding is fuel sales. GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multimodal Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires majority vote for approval. -JAK RECOMMENDATIONS: That the Board of County Commissioners, acting as the Airport Authority, authorize its Chairman to execute the attached budget amendments for the Marco Island Executive Airport.
