Agenda 05/27/2025 Item #16F 4 (Approve Amendment No. 20 to the Agreement with Collier County District School Board for the Driver Education Program)5/27/2025 Item # 16.F.4 ID# 2025-1793 Executive Summary Recommendation to approve Amendment No. 20 to the Agreement with Collier County District School Board for the Driver Education Program, extending the Driver’s Education funding collected under the Dori Slosberg Driver Education Ordinance for an additional year. OBJECTIVE: To approve Amendment No. 20 to the Agreement Between Collier County and the District School Board of Collier County (the “Agreement”) to allocate Driver Education Program (the “Program”) funds to supplement driver education for public and private high school students. CONSIDERATIONS: On July 29, 2003, the Board of County Commissioners (“Board”) adopted Ordinance No. 2003- 39, entitled the “Dori Slosberg Driver Education Ordinance,” to authorize the collection of a surcharge on all civil traffic penalties in county court to supplement driver education funds and to establish the Driver Education Trust Fund (173). This Ordinance was amended by Ordinance No. 2007-39 on April 24, 2007 (Agenda Item 17.A) based on changes to Florida Statutes. The Board further approved the program procedures on October 14, 2003, that authorized the County Manager, or designee, to solicit applications and to negotiate an agreement with any eligible applicants. The Program is set up each year for funds collected as of February 1st to be advertised to all eligible entities. Applications are due by March 31st. The Program guidelines and applications were sent to private high schools and the District School Board (“District”). The District responded as the sole applicant for the 2025/2026 Driver Education Program. Funding for the Driver Education Program is offered to support a minimum of 30% behind-the-wheel time for students. The Driver Education program offered by the School District is open to charter and private high school students when the program is offered during the summer. The District has annually applied for the program since 2005. The funding goes towards salaries for guest teachers who cover class while the driver education instructor is in the vehicle with the students. Funding is also allocated toward the purchase and maintenance of vehicles and simulators, equipment, materials, fuel, the maintenance contract on the equipment, and CPR instruction/certification. The Program year is typically July to June, beginning with summer Professional Development Training and ending with the summer driving program. To enhance the program and allow more students to participate in the Driver’s Education Program, the District will be adding Barron Collier High School for the 2025/2026 fiscal year. This addition will result in the hiring of one additional guest teacher, the purchase of an extra vehicle, and additional expenses associated with the program. The application submitted for this year summarizes the use of the funds. The District continues to utilize the funds until the program ends in June. The remaining funds that are not expended are carried forward and applied to the next program year. Due to savings for future vehicle and simulator purchases, the carry-forward funds from fiscal year 2023/2024 are $80,000, and for fiscal year 2024/2025 are $192,000. The district has plans to spend these carry-forward funds. The attached Amendment No. 20 to the Agreement memorializes the District’s (a) request for funding as the sole applicant, (b) the use of available funds for the program, (c) identifies the project, (d) the carry forward of existing funds into the 2025/26 program year, and (e) the project beginning and ending time frame. Staff recommends that the attached amendment with the District be approved. This item is consistent with the Collier County strategic plan objective to support and enhance our commitment to robust public safety services. Ensuring that new drivers receive proper education make our roadways safer for everyone. FISCAL IMPACT: If approved, funds in the amount of $192,000 will be provided within 45 days to the District School Board from the Driver Education Trust Fund (1133). GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan.
