5/27/2025 Item # 16.F.2 ID# 2025-1506 Executive Summary Recommendation to award Construction Invitation to Bid No. 25-8349, “CCSO Jail Buildings J1-J2 Egress Door Alterations,” to Gemini Properties Group, Inc., in the amount of $276,251.00, approve an Owner’s Allowance of $10,000.00, and authorize the Chairman to sign the attached Agreement. OBJECTIVE: To procure construction services for the egress door alterations at the Collier County Sheriff’s Office (“CCSO”) Jail and Administration Buildings J1-J2. CONSIDERATIONS: The Collier County Jail (J1) was originally constructed at the Main Campus Government Center in 1985. The CCSO Administration building (J2) was added to Building J1 in 2000. A separate Fire Alarm replacement project uncovered existing egress concerns from the Greater Naples Fire District (the “GNFD”). In coordination with the GNFD, it was determined that the addition of fire-rated doors and partitions, along with additional signage, would satisfy the GNFD’s concerns. On January 31, 2025, the Procurement Services Division issued Construction Invitation to Bid No. 25-8349, CCSO Jail Buildings J1-J2 Egress Door Alterations, to two thousand seven hundred and seventy-seven (2,777) contractors. Five hundred and forty-four (544) contractors viewed the bid package, and the County received one bid by the March 17, 2025, submission deadline from Gemini Properties Group, Inc. The County’s design consultant, Victor Latavish Architect, PA, evaluated Gemini’s bid and determined that it met all the qualifications required for this project and that it submitted a responsive and responsible bid, approximately 5.5% lower than the Opinion of Probable Construction Cost of $292,500.00. Staff is including an Owner’s Allowance of $10,000.00 in the Purchase Order for the project for unanticipated costs including, but not limited to, unforeseen site conditions that might be encountered during construction. Use of the allowance will be billed on a time and material basis, only as directed by the County. This item is consistent with the Infrastructure, Asset Management, and Quality of Place elements of the Collier County Strategic Plan. FISCAL IMPACT: Funding in the amount of $286,251.00 is available within Fund 3001, Project No. 53172 GROWTH MANAGEMENT IMPACT: There is no Growth Management Impacts associated with this Executive Summary. The scope of this project includes selective demolition and installation of three egress doors and related work necessary for Code compliance at CCSO Buildings J1 and J2. Collier County Procurement received only one bid for this second rebid of the project; Gemini Properties Group, Inc. submitted a bid of $276,251.00, which is is approx. 5.5% lower than our Opinion of Probable Construction Cost (OPC) of $292,500.00. The project references provided by the bidder were all contacted and furnished favorable references. I personally spoke to four of the ^ive references and each indicated they had no con^licts of interest and could provide a candid evaluation. The references spoke very highly of the the Contractor, as honest, meticulous, great communicator, no surprises, etc. All but one of the references were for residential projects not comparable to this project, and one reference for a small retail project for A Perfect Puppy. Prior to opening the current ^irm, Rick Kamell, the contractor, has experience managing much larger projects including large LNG facilities. We have not worked with this company before, and we were not allowed to contact the bidder for more information according to directions received from Procurement. The bid submittal indicates Mr. Kamell holds Florida Contractors license number CGC1519797 and the company was formed on June 12, 2020 as a Naples-based Florida Corporation.
