Agenda 05/27/2025 Item #16D 9 (Approve a Fourth Amendment to extend Agreement Number 18-7470 “Services for Seniors Program,” with VIP America of Southwest Florida, LLC)5/27/2025 Item # 16.D.9 ID# 2025-1804 Executive Summary Recommendation to approve a Fourth Amendment to extend Agreement Number 18-7470 “Services for Seniors Program,” with VIP America of Southwest Florida, LLC, and authorize the Chairman to sign the attached amendment. OBJECTIVE: To extend the current vendor agreement to ensure uninterrupted comprehensive in-home and out-of- home services to the elderly while new vendor solicitation is in process in keeping with the Quality of Place focus area by improving access to health, wellness, and human services. CONSIDERATIONS: The County’s Services for Seniors Program has been providing support services to Collier County’s frail elderly for the past 30 years through the Older American’s Act (“OAA”), Community Care for the Elderly (“CCE”), Home Care for the Elderly (“HCE”) and the Alzheimer’s Disease Initiative (“ADI”) programs. The Collier County Services for Seniors Program is a comprehensive program offered to qualified seniors aged 60 and older, who are in need of services to prevent, decrease or delay premature or inappropriate expensive placement in nursing homes or other institutions. The goal of the program is to assist the elderly in living as independently as possible in their own homes or in the homes of relatives or caregivers. Lead Agencies are required to enter into their own contractual agreements with area service providers to administer homemaking, personal care, respite, skilled nursing, and specialized medical equipment services and supplies. Annually, services provided to program participants have cost approximately $2,000,000. The cost of services is reimbursed through agreements between the County and the Area Agency on Aging for Southwest Florida, Inc. A requirement of the Agreement is for services to be contracted and procured competitively by the Lead Agency. The current vendors were solicited and awarded in 2018 for a three-year term with three one-year extensions. VIP America of Southwest Florida, LLC is currently one of two of the largest providers of the Services for Senior Program in Collier County; both accounting for approximately $1,327,000 of the $2,000,000 of services rendered annually, and Summit Home Healthcare Products is currently the only provider of healthcare supplies for the Services for Senior Program in Collier County. On July 9, 2024, the Procurement Services Division released notices for Request for Proposal No. 24-8280, Services for Seniors, and received five proposals by the August 9, 2024, submission deadline. However, the above-mentioned vendor was unaware of the solicitation and did not submit a proposal. This is not reflective of a lack of interest or capacity on behalf of the vendor. Given VIP America’s long-standing history of delivering high-quality, compliant, and cost- effective healthcare services, awarding a temporary extension is in the best interest of the County and the populations we serve. Due to the sensitive and specialized nature of the services provided by VIP America of Southwest Florida, LLC, the Community and Human Services Division is seeking to amend Agreement No. 18-7470 to extend its current expiration date through and including June 9, 2026, or until a supplemental solicitation can be completed, whichever comes first. The proposed amendment will ensure that the vulnerable elderly population currently benefiting from the Services for Senior Program will not have a break in needed services by allowing additional time for the Community and Human Services and Procurement Divisions to complete a supplemental solicitation to ensure that vendors are available to provide all necessary services. This item supports the strategic plan by ensuring uninterrupted comprehensive services to the elderly in keeping with the Quality of Place focus area by improving access to health, wellness, and human services. FISCAL IMPACT: Funds for the Services for Seniors Programs are available in the Human Services Grant Fund (1837), Projects 33928 (OAA, 3B), 33931 (OAA, 3E), 33904 (ADI), 33905 (CCE), 33906 (HCE) and future projects that will be assigned when new awards are received.
