Agenda 05/27/2025 Item #16D 7 (Approve an after-the-fact electronic submittal of the Fiscal Year 2026 AmeriCorps September 11th National Day of Service and Remembrance grant continuation application to AmeriCorps)5/27/2025 Item # 16.D.7 ID# 2025-1464 Executive Summary Recommendation to approve an after-the-fact electronic submittal of the Fiscal Year 2026 AmeriCorps September 11th National Day of Service and Remembrance grant continuation application to AmeriCorps in the amount of $196,561 and allow the County Manager, or her designee, to serve as the authorized representative for all administrative reporting and grant submission through the grantor electronic submission system, eGrants, throughout the grant period. (Housing Grant Fund 1835) OBJECTIVE: To support the County’s strategic plan to enhance our commitment to public safety services through continuing to engage residents age 55+ through public educational presentations, safety events, and increase the use of volunteers to foster better emergency preparedness. CONSIDERATIONS: On June 13, 2023 (Agenda Item #16. D.5), the Board approved the after-the-fact electronic submittal of the Fiscal Year (FY) 2023-2024 Year 1, AmeriCorps September 11th National Day of Service and Remembrance grant application in the amount of $196,561. On August 30, 2023, the Collier County Community and Human Services Division (CHS) received a notice of award from AmeriCorps, and on January 9, 2024 (Agenda Item #16. D.1), the Board accepted the grant award funds for Year 1. On May 28, 2024 (Agenda Item #16. D.3), the Board approved the after-the-fact electronic submittal of the FY 2024- 2025 Year 2, AmeriCorps September 11th National Day of Service and Remembrance grant continuation in the amount of $196,561. On July 29, 2024, the Collier County Community and Human Services Division received a notice of award from AmeriCorps for the continuation of the grant. The Board accepted the Year 2 grant award funds on October 22, 2024 (Agenda Item #16.D.6). On September 14, 2024, Collier County CHS hosted the first Collier County Emergency Readiness Summit using the FY 2023-2024 9/11 Day of Service and Remembrance Grant award. The summit will once again focus on teaching the community how to help in a crisis so they can be better prepared to keep themselves and first responders safe when disaster strikes. The event will end with a "Call to Action" for those in attendance to participate in AmeriCorps and the Retired Senior Volunteer Program (RSVP). The objective is to have these volunteers participate in ongoing events throughout the year to help teach and prepare residents throughout Collier County in the event of a disaster utilizing Collier County's Community Emergency Response Plan (CCERP) and Collier County Sheriff’s Office’s (CCSO) Community Emergency Response Team (CERT) program. The Year 3 grant continuation application will continue to expand the reach of the program and engage more residents in how to be prepared in the event of an emergency. Staff are currently in the process of preparing a sub-recipient agreement with CCSO, to be presented for Board approval at a future date, to head the Day of Service Event in years two and three. Topics may vary based on participant and presenter feedback from the year 1 summit but will continue to focus on issues such as active shooter training, personal safety/crime prevention, evacuation preparation, shelter-in-place preparation, how to create a personal/family emergency plan, and information about resources available throughout Collier County for disaster preparation and other emergencies. Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications with subsequent Board action at the next available Board meeting to ratify the approval as “after-the-fact.” The County Manager approved the submittal of the grant application on 04/30/2025. The application supports the County’s strategic plan to enhance our commitment to public safety services through continuing to engage residents age 55+ through public educational presentations, safety events, and increase the use of volunteers to foster better emergency preparedness. FISCAL IMPACT: If awarded, the county would receive year three funding in the amount of $196,561 through AmeriCorps Corporation for National and Community Services. Oue to the short turnaround time and need to collaborate with various organizations and agencies in the development of the grant it is necessary to utilize Collier County CMA #5330 authorizes the County Manager to approve the submittal ol grant applications with subsequent Board action at the May 13, 2025, Board meeting. AmeriCorps requires applicants to use eGrants, a weLbased electronic system to submit grant applicaions as well as administer the program once awarded. This requires the applicant to designate an authorized representative to execute documents within eGrants.
