Agenda 05/27/2025 Item #16C 3 (Award Request for Professional Services No. 24-8229 to Jones Edmunds & Associates, Inc., for Design Services for the Immokalee Recycling Drop-off Center and Scalehouse & Control Center project)5/27/2025 Item # 16.C.3 ID# 2025-1498 Executive Summary Recommendation that the Board award Request for Professional Services No. 24-8229 to Jones Edmunds & Associates, Inc., for Design Services for the Immokalee Recycling Drop-off Center and Scalehouse & Control Center project, authorizing the attached Agreement in the amount of $1,136,381 (Project 70232). OBJECTIVE: To obtain professional engineering design and construction administration services for the Immokalee Recycling Drop-off Center and Scalehouse & Control Center (the “Project”). CONSIDERATIONS: The Project will deliver a final design and construction-ready plans for site improvements at the Immokalee Solid Waste property, located at 700 Stockade Road in Immokalee, Florida. Planned improvements include the construction of a new Recycling Drop-Off Center and a modern Scalehouse and Control Center. Currently, the site only offers a basic shed for customers to drop off recyclables and household hazardous waste, such as paint and used oil. The existing scalehouse, operating since 2011, is equipped with only one scale and has not undergone any significant capital improvements. The new facility will replace the existing Transfer Station on the site and introduce full Recycling Drop-off capabilities to the area. This provides residents with a much more convenient option for recycling, as the nearest existing drop-off location, the Tim Nance Recycling Drop-off Center, is approximately 18 miles away. In addition, the facility will help future-proof the Immokalee area by supporting anticipated population growth and ensuring adequate service for all new residents moving into the community. In alignment with the County’s Strategic Objective to sustainably manage waste and support essential services for a growing population, the new Scalehouse and Control Center will feature both inbound and outbound scales to improve traffic flow, increase operational efficiency, and enhance safety. Collier County currently diverts over four million pounds of household hazardous waste annually through its five existing Recycling Drop-Off Centers, which serve approximately 90,000 customers per year. The addition of the Immokalee facility will expand the County’s capacity to divert and recycle environmentally sensitive materials by roughly 10,000+ tons of material a year, ensuring proper disposal and supporting long-term environmental stewardship. On November 12, 2024 (Agenda Item 16.C.5) the Board approved the selection committee ranking for Request for Professional Services No. 24-8229 for “Design Services for Immokalee Recycling Drop-off Center and Scalehouse & Control Center” and authorized staff to enter into negotiations with the top-ranked firm, Jones Edmunds & Associates, Inc. (“Jones Edmunds”). Jones Edmunds originally presented a proposal in the amount of $1,367,244.90, which staff negotiated down to $1,136,381 following a series of negotiation sessions coordinated by the Procurement Services Division. The construction cost for the Project is estimated at $6.8 million. Staff recommends that the Board approve the attached Agreement with Jones Edmunds in the negotiated amount of $1,136,381 to provide the detailed design and construction administration services required for the Project. The Board's approval of this item will also be an acknowledgment of the cost reasonableness of the contract amount based upon staff's competitive negotiation as required by the Consultants Competitive Negotiations Act, Florida Statute §287.055. Jones Edmunds is a civil engineering company with 50 years of experience specializing in civil and solid waste engineering projects. With offices across Florida, including in Hillsborough and Hendry Counties, Jones, Edmunds & Associates has successfully delivered services on numerous projects throughout Florida. Notable projects include the Pasco County Scalehouse Replacement, the Walton County Solid Waste Transfer Station and Scalehouse, and the Brevard County Mockingbird Transfer Station and Scalehouse. The Jones Edmunds team on this project will also include LJA Engineering, Inc., which has successfully performed other work for the County over the last five years. This item is consistent with both the Community Development element of the Collier County Strategic Plan to provide services and programs that sustainably manage the County's waste as well as the Infrastructure and Asset Management element to plan and build public infrastructure and facilities to effectively, efficiently, and sustainably meet the needs of our community. FISCAL IMPACT: Funding for the contract is within the FY2025 Capital Budget.
