OBJECTIVE: To obtain grant funds for the construction of a new Transit Operations and Maintenance Facility to replace the existing structure that has met its useful life. CONSIDERATIONS: Community Project Funding (CPF), also known as Congressionally Directed Spending (CDS), enables Members of Congress to allocate federal funds to specific transit infrastructure projects within their districts through the annual appropriations process. In Fiscal Year 24, Collier County was advised that $4,190,000 was allocated for the construction of the Transit Operations and Maintenance Facility. This funding comes from the Consolidated Appropriations Act, 2024 (Pub. L. 118-42, Mar. 9, 2024), which dedicated $206,817,976 in CPF/CDS for 141 Transit Infrastructure Grants projects. The Federal Transit Administration (FTA) will administer these funds, ensuring compliance with federal requirements. Collier Area Transit (CAT) Operations and Maintenance Facility is located at 8300 Radio Road in Naples, Florida and consists of a 10.04-acre parcel including maintenance bays, parts shop, vehicle parking and offices for operations staff. As described in agenda item 16.A.10 on February 14th, 2023, it has been determined that the facility has outlived its useful life and will need to be replaced. A total estimated construction cost of $16,349,500 was originally established in 2021, upon completion of the Immersion and Concept Design, which included an evaluation of the existing facility's condition. The estimate will be re-evaluated as the facility design progresses to meet the requirements of the transit system. To utilize these funds for a transit project, a grant application must be created in the FTA Transit Award Management System (TrAMS). The application has been prepared and attached for the Board of County Commissioners (the "Board") for approval. Approval of this item will authorize its transmittal in TrAMS to FTA. After review and approval from FTA, the grant application will be electronically executed in TrAMS by the Transportation Management Services Department Head, who was appointed by the Board to act as their designee. The Public Transit & Neighborhood Enhancement Division (PTNE) and the Office of Management and Budget (OMB) Grants Compliance staff will also use this system to manage the project and submit all required reports. The grant requires a twenty percent (20%) match for transit projects. Collier County received approval from the Florida Department of Transportation (FDOT) for the use of $1,047,500 for FY24 in Transportation Development Credits as a soft match for the grant. This item is consistent with the Collier County strategic plan objective to plan and build public infrastructure and facilities that effectively, efficiently, and sustainably meet the needs of our community. It also supports Optimize the useful life of all public infrastructure and resources through proper planning and preventative maintenance. Furthermore, the item contributes to preparedness for the impacts of natural disasters on critical infrastructure and natural resources. Finally, it fosters the development and utilization of partnerships to ensure government facilities meet public expectations. FISCAL IMPACT: The grant total for FY24 is $5,237,500, with a grant apportionment of $4,190,000. A budget amendment is required to recognize grant revenue within the CAT Grant Fund (4031) for a total amount of $4,190,000 for Project 33923 when FTA awards the grant to PTNE. Collier County has received approval from FDOT for the use of transportation development credits in the amount of $1,047,500 for FY24 as a soft match to comply with the twenty percent (20%) match requirement.
