OBJECTIVE: To have the Board of County Commissioners (Board) approve the closure of Veterans Memorial Boulevard and Livingston Road by Collier County Sheriff’s Office for the ASHER Full Scale Training event. CONSIDERATIONS: Collier County Sheriff’s Office is hosting the ASHER Full Scale Training event on June 4, 2025, and seeks to close the Eastbound right lane on a portion of Veterans Memorial Blvd. eastbound right lane from Veterans Elementary to Livingston Rd and Livingston Rd. southbound right lane from Mediterra to the entrance of North Naples Middle School for the event. The Event Map and Maintenance of Traffic for Road Closures (attached) show the area of road closure. Land Development Code (LDC) Section 5.04.05 D., Temporary events on Collier County property, requires that a Board approved agreement shall be required for temporary events on all Collier County parks, facilities, and other property. A temporary use permit shall not be required. FISCAL IMPACT: There is no fiscal impact associated with this action. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this action. WHEREAS, the Collier County Sherriff's Office is hosting the ASHER Full Scale Training event on June 4, 2025 and seeks to temporarily close the eastbound right lane on a portion of Veterans Memorial Blvd. from Veterans Elementary to Livingston Road and the southbound right lane on a portion of Livingston Road from Veterans Memorial Blvd to Learning Lane (North Naples Middle School) (the Event Map is attached hereto as Exhibit "A" and by reference incorporated herein); and WHEREAS, the ASHER Full Scale Training event requires the temporary closure of a portion of the aforementioned roadways on June 4, 2025 from 7:30am to 2:00pm. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY FLORIDA, that: 1. The Board of County Commissioners hereby authorizes the ASHER Full Scale Training event from 7:3Oam to 2:OOpm on June 4, 2025. 2. The Board of County Commissioners determines that the temporary closing of the eastbound right lane on a portion of Veterans Memorial Blvd. from Veterans Elementary to Livingston Road and the southbound right lane on a portion of Livingston Road from Veterans Memorial Blvd to Learning Lane is necessary for the Collier County Sherriff s Office to host the ASHER Full Scale Training event on June 4, 2025. Date and Time: June 4, 2025 from 0730 hours to approximately 1400 hours. Training to promptly start at 0905 hours. Location of actual ASHER training: North Naples Middle School 16165 Learning Ln. Naples, FL 34110. Roadways affected: Veterans Memorial Blvd. eastbound right lane from Veterans Elementary to Livingston Rd and Livingston Rd. southbound right lane from Mediterra to the entrance of North Naples Middle School. Requested assistance from Collier County Road. Bridge & Stormwater Maintenance Division The Collier County Sheriffs Office is requesting assistance in closing the right lane of eastbound Veterans Memorial Blvd starting just west of the entrance to Veterans Elementary School to intersection of Livingston Rd. and Livingston Rd. southbound right lane from just north of Veterans Memorial Blvd. to the entrance of North Naples Middle School. The approximate timeframe of the lane closures would be June 4, 2025 from approximately 0730 hours to 1400 hours. Requested Resources (but not limited to) are as follows: • MOT Plan utilizing FDOT Standard Plans FY 2025-26 — Series 600 Index 102-613 (See attached plan) • Road Alert for the roads and times of the event (To be submitted by CCSO) • Approximate necessary advanced warning signs and traffic control devices as follows: Veterans Memorial Blvd eastbound • Six advance Warning Signs • Cones for VMB = Approximately 95 Cones ��O Livingston Rd southbound • Six advance warning signs • One arrow panel • Cones for LR = Approximately 215 Cones • Setup and removal of the advance warning signs and traffic control devices CCSO will have a minimum of four deputies dedicated to the traffic control and will also assist County crews with traffic control during setup and removal of the traffic control devices.
