Executive Summary
Recommendation to accept the donation of two floating docks for use at Sugden Regional Park with an estimated Fair
Market Value of $40,149 in support of the Parks and Recreation Division’s Water-Skiing Program from the Freedom
Waters Foundation.
OBJECTIVE: To accept a donation from Freedom Waters Foundation of two floating docks, including all materials
and services necessary to construct and install at Sugden Regional Park in support of the Parks and Recreation water-
skiing program.
CONSIDERATIONS: Sugden Regional Park is a 60-acre public recreation area in East Naples, Florida. The lake now
serves as one of Collier County’s only freshwater beaches and supports a wide range of outdoor and water-based
activities. The park features a sailing and water-skiing center, picnic areas, rental pavilions, a butterfly garden, a
playground, and a paved walking trail that circles the lake. It is well-known for its community-centered programming,
accessibility, and scenic environment.
Sugden Regional Park is home to a nationally recognized water-skiing program that serves individuals of all abilities,
including youth, adults, and adaptive skiers. The program is led by certified instructors and consistently operates at full
capacity due to strong community demand.
To support and expand the adaptive and inclusive water-skiing program at Sugden Regional Park, Freedom Waters
Foundation has offered to donate two fully constructed floating docks, inclusive of all necessary materials and
installation services. The estimated fair market value of the donation is $40,148. The docks will enhance the
accessibility, safety, and operational efficiency of the long-standing water-skiing program at Sugden Regional Park,
particularly benefiting adaptive and special needs participants. Overall, the donated docks will provide a safer and more
controlled launch environment for participants.
The estimated life cycle of the floating docks is approximately 30 years or more with proper maintenance. Day-to-day
upkeep, such as pressure washing, bolt inspections, and minor repairs, will be handled by onsite maintenance staff.
Ongoing maintenance costs are expected to be minimal and absorbed within the park’s existing maintenance budget.
This has been reviewed by Risk Management, which has outlined the applicable insurance requirements for the selected
installer in accordance with County standards. Staff support the donation of the floating docks from Freedom Waters
Foundation in recognition of their support for inclusive and accessible recreation programming at Sugden Regional
Park.
This item is consistent with the Collier County strategic plan objective to plan and build public infrastructure and
facilities to effectively, efficiently, and sustainably meet the needs of our community. Additionally, this item is
consistent with the strategic plan objective to develop and utilize partnerships to ensure that government facilities meet
public expectations.
FISCAL IMPACT: There will be a minimal fiscal impact of an estimated $600 annually for maintenance (e.g., minor
repairs and preventative maintenance), as well as the costs associated with the required permits from fund 156361-0001.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for approval.
