FOURTH AMENDMENT TO AGREEMENT No. 15-6409
FOR
800MHZ P25 PROJECT
THIS FOURTH AMENDMENT, made and entered into on this (3 day of
Gl 2025, by and between Communications International, Inc., authorized to do
busines in the State of Florida,whose business address is 4450 US HWY 1,Vero Beach, Florida 32967
(the "Contractor") and Collier County, a political subdivision of the State of Florida, (the
"County")(collectively the "Parties"):
WHEREAS, on April 14, 2015 (Agenda Item 11.A.), the County entered into Agreement
No.15-6409 (the"Agreement")for the implementation of a 800 MHZ P25 Digital Radio System project
with the Contractor; and
WHEREAS, on May 28, 2019 (Agenda Item 16.E.2.), the County approved a First
Amendment to the Agreement to include maintenance services and pricing for operation of the public
safety radio system and additional pricing through 2021; and
WHEREAS, on November 9, 2021 (Agenda Item 16.E.4.), the County approved a Second
Amendment to the Agreement to include maintenance pricing for items not covered by warranty, labor
rates and operation of the public safety radio system and additional pricing through 2023; and
WHEREAS, on November 14, 2023 (Agenda Item 16.F.8.), the County approved a Third
Amendment to the Agreement to add extended warranty rates and maintenance through 2025; and
WHEREAS, the Parties desire to amend the Agreement to incorporate maintenance pricing
for items not covered by warranty, for items not covered by warrant, labor rates and additional pricing
through the termination of the Agreement in April 2026, effective on the date shown above; and
WHEREAS, recognizing among other things that the unique services provided by the
employees of Contractor, the County agrees not to solicit or hire said employees during the term of this
Agreement(including any renewals thereof) and for a period of one (1)year thereafter without the prior
written consent of the Contractor.
NOW, THEREFORE, in consideration of the mutual promises and covenants herein
contained, it is agreed by the Parties as follows:
1. The above recitals are hereby incorporated into this Fourth Amendment as if fully
set forth herein.
2. Exhibit "E-2," Collier County Extended Warranty Rates / Annual Terminal
Maintenance 2024-2025, attached to the Third Agreement is hereby replaced in its
entirety with attached Exhibit "E-3," Collier County Extended Warranty Rates /
Annual Terminal Maintenance 2025-2026.

3. Exhibit "G-1," New Equipment & Accessories Pricing 2024-2025 attached to the
Third Agreement is hereby replaced in its entirety with attached Exhibit"G-2,"New
Equipment& Accessories Pricing 2025-2026.
4. The attached Exhibit labeled Collier County Radio Rental Program 2025-2026
replaces in its entirety the Exhibit labeled Collier County Radio Rental Program
2024-2025 that was attached to the Third Amendment to the Agreement.
5. Exhibit "G-2," Collier County Contract Labor Rates 2024-2025 attached to the
Third Agreement is hereby replaced in its entirety with attached Exhibit "G-3,"
Collier County Contract Labor Rates for 2025-2026.
6. New attached Exhibits E-3,G-2,G-3,and the Collier County Radio Rental Program
2025-2026 and are incorporated herein and comprise the current pricing and labor
rate exhibits to the Agreement, as amended.
7. All other terms and conditions of the Agreement remain the same.

Collier County Radio Rental Program 2025-2026
Communications International(CI)will maintain a cache of 35 portable radios capable of operating on the
Collier County P-25 Phase 2 Public Safety Radio System.This radio cache will be maintained in operational
condition year-round,will include chargers and batteries and will be made available for rental to Collier
County authorized Public Safety Radio System users for special events,preparation for and in response to
natural disasters,and any other need to support governmental operations.Radios will not be deployed to an
Agency/Department without prior approval of Collier County.Collier County will have priority over other
Agency/Department requests and,as such,will have first right of refusal.This radio cache will be available
for deployment with no more than a 3-day notice period,subject to County approval,assignment of
talkgroups,LIDs,aliases,personalities and activation on the system. Radios will be programmed with
talkgroup personalities,LIDS and aliases as determined and authorized by Collier County Emergency
Management.
